Beach City Directs Sewage Opposition Demanding the elimination of what they describe as a health menace to beach communities, members of the board of directors of the Huntington Beach Chamber of Commerce have started a campaign against dumping sewage into the ocean between their city and Newport-Balboa. A protest will be presented to the board of supervisors, the county health department and the state department of health against the present method of disposal, whereby a line takes sewage a short distance into the ocean. In addition, FHA has made the public "home conscious" by restoring their confidence in home ownership. Harris pointed out that 90 percent of the new homes built in Anaheim and southern California come under the $6,000 10 per cent cash equity plan. Equity is based upon value of the property and not the cost of the land and building. Harris emphasized. Program Explained Title I of the act, commonly called the property improvement program, provides for character loans up to $10,000 for the improvement of any type of property. It also enables the small income earner to borrow up to $2500 for construction of a new home on a sub-marginal location. Loans are for 10 years under Title I. Harris also pointed out that any type of property damaged by flood or similar disasters can be completely repaired on proceeds of a Title I loan. Title II is the long time, permanent program designed to finance sound home ownership. Loans may be made up to 90 percent of the value of a single-family, owner occupied, home where the value does not exceed $6000. It also provides for the purchase of an existing home if it were constructed since January 1, 1937 and as yet not occupied. Costs Decreased Costs of Title II loans have been decreased, Harris said. Home Plans for the permanent rehabilitation of victims of the flood two weeks ago are now being rapidly worked out by Red Cross workers. It was reported a meeting of the Anaheim chapter directors Monday. The one maining "refugee camp" is expected to be closed before the end of the week. A total of 506 families are referred for rehabilitation in Anaheim, Mrs. Katherine Edwin case supervisor, told the Board Case workers are interviewing these families as rapidly as possible as awards are expected to be made in many cases within days. An advisory committee of Anaheim residents was selected to view every relief case with case workers. The personnel this committee includes Freddy Backs, Mrs. J. W. Truxaw, C.H. Renner, John A. Morgan, Liam Schumacher and M.Gauer. Flood Relief Dance A relief fund committee also appointed, with George Heying as acting chairman. Others on committee are Earle T. Jack Oscar Heying and Mrs. Chip Harbeson. The group will be charge of selling tickets in Anaheim for the flood benefit day which will be held at the Valle Ballroom on Highway 101, south of Anaheim, on the evening Tuesday, March 22. The hall, orchestra and necessary features of the dance are being donated to the Cross, Henry said. All chaired in the county, including Anaheim. The cost of possession of a home, or down payment, has been reduced from 20 per cent to 10 per cent of the value. A five-point investigation is made in each case as to properly and the borrower, the speaker said. Dr. H. D. Newkirk urged the chamber to take action seeking a change in the construction of the Santa Fe railway bridge over the Santa Ana river. President Harry C. Arthur, Sr., assured him a committee would be named at once to investigate the matter. Dr. L. E. Wilson spoke briefly on the rehabilitation work of the Red Cross in Anaheim.
