The company recently paid over to the Department of Agriculture the sum of $500, the full amount sought in a suit recently instituted by the director of agriculture to penalize Arden Farms for making a gift or loan of $1,000 to a Santa Monica cafe in order to secure the account from a competitor dairy. Officers of the division of market enforcement made the investigation, and the facts were disclosed in a suit filed by Attorney General U. S. Webb to recover civil damages for the violation claimed. The defendant company, electing not to contest the suit, today paid the full penalty, permitting the suit to be dismissed. Trojan is Winner of Rhodes Award John F. Golay, editor of the University of Southern California Daily Trojan, student newspaper, was the sole Californian to win the 1938 Rhodes scholarship award, according to word released from the S. C. campus this past week. Chosen among 15 candidates from California universities in the semi-finals, Golay appeared before a board of Rhodes scholars in San Francisco to win the coveted two-year scholarship at Oxford, England. Carrying a grant of $2,000 per year, the award is based on scholarship ability, leadership in student activities, personality, and achievement in sports. The late Cecil Rhodes, founder of the scholarship, set aside funds for 28 students from universities and colleges of the United States to attend Oxford university annually. Golay, a senior at S. C., will leave for England in October. He is a member of Phi Kappa Tau fraternity in addition to being a member of national honorary organizations, including those of music, philosophy, English, French and journalism in addition to being a member of Phi Beta Kappa, scholarship fraternity, Trojan Knights, and the student senate at U. S. C. Pale Redwood Tree Discovered in Park Discovery of an albino redwood tree by the state division of forestry in the Santa Cruz mountains north of Big Basin Redwoods state park has been reported to the Autumnal Club of Southern Pacific coast business has hit the bottom of the present lull, in the opinion of A. P. Giannini, chairman of the board of Bank of America. The financial leader pointed to a long list of favorable factors on which to base expectations that business, industry and finance will come up for a definite upswing early in the New Year. “Industry is bound to get into high gear very soon,” said Giannini. “That so-called business recession has reduced stocks of manufactured articles to the point where consumption is now ahead of production. Many stores are completely out of certain lines. In the face of this, retail buying has spurred up and factories will soon get orders for new stock.” This condition is general throughout the nation, but the west coast area has other conditions to stimulate a steady and permanent business growth, according to Giannini. “The nation’s population is migrating westward,” he pointed out. “The whole far western region—California, Nevada, Oregon, Washington, Idaho and Utah—is experiencing rapid growth. Business simply must expand along with population.” In addition, the Bank of America chairman reiterated that 1937 has been a good year for the Pacific coast farmer. In California the livestock, grape, peach and citrus producers in particular are in an improved position. “That means a sound position declared Giannini,” and it is elected in a fangible way. California is topped only by one in the number of persons paid federal income tax. Pennsylvania is the only state to lead us in automobile use, California the state of New York in spite that state's heavy use of truck taxicabs and other commercial vehicles. Automobile produce out here on the coast is due further expansion.” Citing the healthy condition utilities in the far west, Giannini asserted they would not be adversely affected by the vast lie projects with which they has been favored. He said only a few have as yet reached the tremendous advantages come from such works as Central Valley project, Bougam, Bonneville and Grand Ledge projects and many other projects. Said he: “I have no doubt this federal policy has put many years ahead of ourselves we had been forced to depend our own taxing power we would not have had them for 25 yr if ever.” The Republican party dies slow death for many years but it was was so horribly apparent 1932 and 1936. And that helped because it was a bit “up in its relation with people”—D. Hamilton, chairman of the publican party. NOS FOR SALE Pianos, repossessed, small balance like rent. midt, 112 E. Carrillo Chosen To Head Parade Famed Actor Named Grand Marshal of Pasadena Rose Tourney Leo Carillo, member of one of California's oldest and most distinguished pioneer families, was named last week by President George S. Campbell as grand marshal of the 49th annual Tournament of Roses parade to be held on New Year's morning. Carrillo will ride one of the beautiful horses upon which he has appeared in many screen productions. Costumed in early California-Spanish garb, his mount gay with silver encrusted saddle and bridle, a wreath of crimson roses about its neck, Carillo will lead before more than a million persens a great floral pageant whose theme is "Playland Fantasies". Queen Cheryl Walker and her court of six princesses will appear on the entry of the Tournament of Roses association, whose design was selected from the dozens submitted by the art departments of the Pasadena city schools. It will typify Queen Cheryl's reigning position as the Queen of the Roses, with a great rose crown laid upon a robe of roses and jewels as her throne. Plumes of flower petals from a canopy over her head, in contrast to the shimmering white of her gown and those of her Court. Fifty-six floats from cities and organizations throughout the state Record Elimination of Grade Crossings Grade crossing elimination and protection work in 1937 far surpassed that of any other year, according to the Automobile Club of Southern California. A total of 1149 crossings were eliminated, 1086 of which were financed under the $200,000,000 grade crossing program authorized by the emergency relief appropriation act of 1935, federal figures revealed. Also, 196 existing grade separation structures were reconstructed and 574 crossings were protected by signals or other safety devices. have been entered, with other entries from the Commonwealth of Australia and Portland, Oregon. Sixteen outstanding bands have been selected to supply music for the spectacle, and groups of the finest horses of the southwest, each with silver mounted saddle and bridle and a wreath of flowers its rider in magnificent Spanish costume especially designed for the event, will be interspersed among the floats and bandds. The parade will start promptly at 9:30 on New Year's morning, move north from California st. on So. Orange Grove avenue, then east on Colorado street to Hill avenue, south on Hill to East California, then west to Tournament Park, where the floats will be on exhibition from 2 o'clock until the afternoon of the next day.
