KUCHEL Editors and Publishers JOE BACKS IS GONE In life, Joe Backs was honored and admired by all; as County Clerk of Orange County, his was a work of utmost importance and high benefit to all its people. In death, Joe Backs will ever furnish an example of one who, through an almost lifetime devoted to his county's weal, conducted his office with ability and success, for the simple sake of work well done. The people rewarded him: since taking office twenty years ago, he was, at all succeeding elections, returned to his duties, in many cases, by acclamation. Joe Backs was a fine example of a pioneer son: he was born in this City in 1876. In his day, he gave to this County the same zealous service that his forbears delivered to this City in years gone by. Joe Backs was carrying on. When pioneers and their descendants formed the Orange County Pioneer society, it was he who took a leading part in its creation; of late years, he was made its president. That was a chore he enjoyed, mixing with his and his father's friends, many of whom have preceeded him in crossing the bar. He was known and honored throughout the State. Some time ago, when all the County Clerks of the State met, they made him the clerk of their organization. They knew that he knew his business. Orange County knew that, too. This newspaper joins the County in the grief at his passing; a noble man has gone. The turkey — most public bird in the American poultry industry at certain seasons of the year has been "typed", like a His wood actor condemned to one-parts. "The committee also recommends that present types of production and market information be strengthened so as to more adequately meet the needs of the industry, particularly with reference to current and prospective supplies, buying and selling prices, and marked movements." Increased grower efficiency, incidentally, is largely responsible for the present over-supply, the federal bureau's analysis indicating that the rapid expansion of the industry has been due in large part WASHINGTON SNAPSHOTS With a new session of the congress in the offing, into which the administration will undoubtedly inject a determined drive for farm control legislation, the capitol's corps of official and unofficial observers are a bit bewildered by some of the pre-session debate over the farm issue. In this connection, some government officers seem to indicate an official doubt about the qualities of the administration's agriculture plan. A notable indication of official doubt was contained in a speech which Secretary of Commerce Daniel C. Roper was scheduled to make before a farm group in Charleston, S. C.—but which was cancelled without explanation. Copies of the secretary's speech were sent to newspaper offices in advance. It was found to contain a rather blunt attack upon crop control policies of the administration. Specifically, his undelivered speech declared: "Superimposed controls, except under emergency conditions, have a tendency to thwart the principles of democracy through a form of regimentation that we righteously condemn in other forms of government." When the speech was cancelled and the secretary, instead, made a brief extemporary talk, his public relations staff failed to notify all newspaper offices to "kill" the speech. Thus it reached public print and precipitated an interdepartment controversy and much eyebrow lifting. Secretary of Agriculture Henry A. Exchange Officer Tells History of Orange Industry California citrus crops bring about 100 million dollars new money into the state each year, most of which is spent here, F. F. Heydenfeldt, manager of the growers service department, California Fruit Growers exchange, told the Los Angeles Rotary club Friday. He traced the growth of the industry from a 5,000 car crop in 1893 when the exchange was organized to cope with "over-production" to the 100,000 car crop of 1936. That labor receives considerably more than the grower out of every dollar the consumer spends for citrus fruits was shown by figures given by Heydenfeldt. During the 1936 season the growers spent 30 million dollars directly for grove and packing house labor and at least half the 40 million dollar freight bill went to labor; also a substantial part of another 30 million spent for orchard and packing house supplies.
