While some noise is made about a few thousands here and there, the total reductions are apt to be a very small percentage of the total. About one-fourth of the total budget will go to support the welfare department. Officials declare that they can do nothing about it because of the demands set up by state law. Another fourth will go for capital outlays, including some new buildings and a quarter-million dollars for flood control works. The supervisors further explain that for four years very little equipment has been replaced, and now a good many new outlays in this department are called for. On top of a 25 percent jump in county taxes, the unlucky taxpayer can figure new increases in in his school districts and other local budgets. In the three largest cities of the district, a big jump in metropolitan water district tax rates will be added. Altogether, there will be some pretty sick property owners when the new tax bill comes out about November 1. SCHOOL MONEY SCARE Last week a group of rather angry public school officials, from various districts in the county, went home feeling blue after a session with the board of super- They showed the supervisors where the state law compelled them to take care of the schools out of any idle money available. They then went to work and showed where at least a million dollars is immediately available. And the schools will get it. However, the advances will be made to carry the schools on operating expense only, between now and January 1. Where a district has to make expenditures for new buildings, or other capital outlay, and has not the funds to meet the bills, said district will have to issue anticipation warrants. These must be offered for public sale, but it is expected the banks will bid them in at very low rates of interest. Newspaper publishers who take advertising from political candidates next year probably will demand cash on the barrel-head. Others who furnish such candidates with goods and services no doubt will do the same, if they remember a freak law which was dug up in an Orange county case last week. Furthermore, candidates who buy advertising or other services might take note of the same law, and perhaps save themselves some embarrassment. The supervisors were going to discontinue the custom of the past 25 or 30 years, by which available county funds were "loaned" to the schools without interest. Now it appears that the shooting was much too loud, though had the school officials made no complaint they might have found themselves stuck. County Superintendent Adkinson and County Treasurer Stephenson went to bat for the schools. It all came about when one James Farquhar, Huntington Beach publisher, and Sir Don Wilkie, candidate for sheriff in 1934 found themselves in court over an advertising bill which said Wilkie owed said Farquhar as a result of that now nearly forgotten campaign. The law dug up in the case is a whiz. It is found that a candidate who does not pay his campaign bills within 12 days is guilty of a crime, while a creditor who submits a bill more than 10 days after the debt is contracted is equally a criminal. The result of this test case was that a good-natured judge who himself had never heard of the law, agreed to waive it without prejudice, and gave Wilkie the privilege of paying it. The publisher involved said he would gladly have gone to jail to get the money, and has some others for which he would do the same. The real result should be that all persons who deal with candidates hereafter will treat them as potential criminals and refuse to extend them credit. Some of the problems are new and some have increased by reason of the growth of population. The supervisors and the people are entitled to know what they are and I have attempted, through the budget recommendation, to call them to public attention. "The unincorporated area of the county now has a population of approximately 50,000 people. It includes 746 square miles of territory, as against 54 square miles of incorporated territory with a population of approximately 80,-000. "Scattered over this wide unincorporated territory are 140 places dispensing beer, wine or hard liquor. This presents a policing problem that did not exist a few years ago. It places a new and heavy burden on the sheriff's office. It requires that more police protection be extended to fifty thousand people. "There are numerous dance halls run in connection with liquor selling establishments which add to the police problem. This, also, is a new development. No intelligent person will deny that these new aspects of the police problem are serious. "There are also in the unincorporated areas 47 public schools which look for the protection of school children largely to the sheriff's office. This problem has grown with the population and makes increasing demands. "There are some large unincorporated communities in the county, such as Buena Park, Costa Mesa and Capistrano which are entitled to police service from the sheriff's office. This area gets the best protection that hard working police officers can give, but the fact remains that there is more work than the present force can do. "For the additional help given by the supervisors, I am, of course, grateful. It is a recognition of the new problems which we face and which I have attempted to outline for the information of the people of the county."
