KUCHEL Editors and Publishers WHITHER ARE WE GOING?— Someone said of Columbus that he didn't know where he was going, didn't know where he was when he got there—and didn't know where he had been when he got back! Many of us, today, are equally bewildered. Just where are we—and whither are we going? We have sighted strange shores, but we have yet to drop anchor. Some say we are headed for Fascism; others say, Communism; still others, a liberalized democracy. As a matter of fact, if the rank and file of the American people have anything to say about it—if they recognize the danger signals—we shall eventually get back on a safe course and emerge a stronger, better Republic. But just what are the danger signals? The fundamental difference between democracy and Fascism is that the former favors a maximum of individual freedom—the latter, a maximum of governmental coercion. Russia's government is called Communist because, supposedly, it is controlled principally in the interest of the masses. The German and Italian governments are called Fascist because, supposedly, they are conducted primarily in the interest of the middle classes. But they are essentially alike in that they control every economic activity of their people. And to accomplish this, they have crushed all freedom of political expression or action. They have a master state—a servant people! Railway Age makes this pertinent comment regarding the drift in our own country: "We are far advanced toward the establishment of government control of production, distribution and exchange—that is, of economic Fascism." The theory of our American government is that the state is the servant of the people—not the people the servant of the state! Nor have we any brief for classes, whether they be masses, the middle class, or the upper class. We want no part of a class society. Under the circumstances, let's take time off to be vigilant, active partners in government. We need not be alarmists, but we do need to be alert, aggressive citizens, determined to see that we drop anchor in the right port. REPEAL A TAX—and INCREASE TAX REVENUES! Repeal of the capital gains section of the income tax law (under which profit on sales of securities or other capital assets must be included as income) would increase the Federal government's revenue by approximately $250,000,000 annually. This rather startling opinion comes from a high, informed source—Morris S. Tremaine, Comptroller of New York State. The higher governmental revenues that would follow repeal of the capital gains levy, Mr. Tremaine believes, would be caused directly by increases in the turnover tax on securities, which is now discouraged because security holders refuse to sell and be taxed excessively on capital gains; and indirectly as a result of widespread business pickup and cause, supposedly, they are conducted primarily in the interest of the middle classes. Repeal of the levy would put a stop to the heavy current exodus of American capital into foreign markets. It is authoritatively estimated that American money is going into Canada alone at the rate of $1,000,000 a day—because investors find it necessary to escape the capital gains tax, which becomes excessively burdensome in the upper brackets. It is reported that there is a strong movement underway in Congress to repeal the levy, and a bill to this end will come up for consideration. The great bulk of economists are of the opinion that the levy has almost no virtues—and that it public service does have a long list of serious vices. Law already makes it almost possible to carry out any acute financial planning system, at least two new quirks or some new difficulties. Heretofore all school districts have been allowed to overdraw accounts from July 1 to December when new tax money arises in. The county always has a lot of funds in its school account and could easily carry these drafts. But now they say this not be done under the new law, all districts must raise enough money by taxes to see through the "dry" period. Another new and irritating item the situation has to do with money collected from delinquent cases after July 1. These moneys heretofore been apportioned mediately, and helped out theicts in the "dry" period above referred to. The new quirk in law requires the county auditor to withhold these collections not distribute them until the following year. Whether this will have to be in this new fiscal year just starting, or whether it can be opened a year under the law, not seem to be definitelyown at the moment. All another new quirk is the effect of the use of funds strict- according to the budget divi-sions. There are nine of these in all school budgets. If furthermore, in its present form the associated has gotten into some controversies which involved conflicting interests between two or more local chambers. Both these facts have operated to reduce the county organization to a minimum of interest and importance. It is now suggested that the county should have a group which would embrace leaders from all sections but which would not be related to the different chambers of commerce in a formal way. This group should consider only such matters as are really of county-wide interest and importance, and not controversial as between different communities or sections. Such a group probably would be made up of the same persons who would represent their communities under a chamber of commerce or any other set-up, but it would have a freer hand in discussing and planning, without having to refer all matters back to the home body. Officers of the Associated have been going over this whole matter, and as they really appear anxious to accomplish something along the line of a stronger organization, it is quite possible that before the year is out something new and better in the way of a county-wide booster group may be offered. Carbon Copy of Reports Planned California's Unemployment Reserves commission today announced plans to cut work of employers in this state by more than half in reporting payroll data. Carleton B. Tibbetts, Los Angeles, who represents large industry on the commission, stated the new method of reporting earnings data for more than 1,200,000 California workers, will be simplified so that carbon copies can be sent to the commission. The carbon copies will be on a form furnished by the commission, form DE-352A which will be similar to form SS-2A, issued by the Social Security board, on which earnings data are furnished. California employers, Tibbetts said, may insert both forms in the typewriter, record the earnings of their employees, and then mail the information to the Social Security board and the carbon copy to the commission.
