Sane Fourth Is Urged by Chief
Head of Fire Department Warns Against Use of Fireworks
This is a grand old country, and it won't be long until it has another birthday. But the birthday party that we will give it is a source of worry to Fire Chief R. Nyboe. "It's a funny thing," he mused today during an interview. "When our family and friends have birthdays, we don't celebrate by handing our children matches and dangerous explosives to play with. Yet on the day Uncle Sam becomes a year older, we let the kids have fireworks and matches, and turn them loose."
As a result, according to the chief, every year Independence day is marked by a terrific fire toll. Many buildings and homes burn to the ground, many children are seriously burned, and some children are killed—all because we feel that the Fourth of July should be celebrated in what everyone like to consider the "good old way," he said.
Last year, for example, an Iowa town suffered a conflagration that wiped out a substantial portion of the property there—a conflagration that began with a little girl innocently lighting a sparkler. It is an old story, and one which causes Chief Nyboe a great deal of concern. He is not reticent at all in expressing his fear of the fireworks in the hands of children. Security Cards Now Obtainable at Board Office
Southern California employees in industry, commerce and professional service are informed that hereafter they should file applications for social security account numbers with the Los Angeles office of the social security board, Charles H. Cunningham, Los Angeles manager, has announced.
Since last November the post offices, acting for the social security board, have received applications for social security accounts and issued account numbers to employees. This arrangement, according to Cunningham, expired yesterday, except that post offices with the exception of Los Angeles and San Diego will have a supply of the application form (SS-5) on hand for the convenience of local employers and employees.
Employees in this county are advised that the new procedure for obtaining an account number is to secure the form SS-5, fill it out completely, and mail it to the Social Security Board, 1121 South Hill Street, Los Angeles. Care in filling out the form will avoid delay in issuance of the account number, Cunningham said.

"A big display at night, handled by responsible men who understand fireworks, is a fine thing, and a beautiful spectacle," he stated. "But to give our children who naturally can't understand the danger of powerful explosives, seems not only a waste of money, but also evidence of negligence."
He strongly urges that all parents explain the dangers of fireworks to the children, and to see that they do not have any. As a substitute, the chief recommends a picnic or some other activity that will please the children and take their minds off fireworks.
"It would be terrible," he said, "if we were to have any deaths from fireworks here in town this year, or if someone's home or business were destroyed, simply because we feel that children are entitled to make noise dangerously on that one particular day in the year. If everything is considered, allowing any child to play with fireworks is not much better than giving them a deadly weapon to use as he desires. The phrase 'safe and sane' Fourth of July may be old, but it still represents a goal toward which we should all strive."
BICYCLE STOLEN
A bicycle owned by Gerald Jones, 531 S. Clementine street, was stolen from a public garage last Thursday evening, it was reported to police.
Times have changed, and now the bread-winning wife complains that her husband takes no interest in her work.
R & G Cars Trouble Free
For the first time a complete survey is not being made of every mile of highway in the United States and the use to which it is put says the National Automobile club. The survey is being conducted by a special planning service of the federal bureau of public roads with which the highway departments of 40 states are cooperating.
A main object of the survey is to give the farmers of the entire country better farm-to-market roads. Up until recently federal money for roads, matched by the states, has been used to improve primary highways which are direct routes between the more important towns and cities. Now attention is being largely concentrated on secondary roads, of which there are 2,700,000 miles unimproved or poorly improved.
Congress has authorized expenditure of $25,000,000 during 1938 and again in 1939 on these feeder roads. The survey will determine which will feed the most traffic into the main roads and the railways. It is hoped by Secretary of Agriculture Wallace that the planners will be able to indicate several thousand miles of the very poorest roads which should be abandoned altogether.
"The measuring of service is a new type of engineering," he said. "It will be interesting several years hence to report the relationship between the service furnished by our roads and the preservation and utilization of our natural and human resources."
