KUCHEL Editors and Publishers FOIL THE SUMMER BURGLAR— Summer is here—and the burglar is getting out his housebreaking tools. There are six burglary, robbery and theft losses for every fire loss, according to the Association of Casualty and Surety Executives. The vacation months, when so many residences are empty and unguarded, provide ideal working conditions for the housebreaker. He does not have to be wary of sleepers who may wake momentarily and sound an alarm. He need have no fear that a dog's angry barking will reveal his presence. He can work leisurely and thoroughly. If persons who are leaving their homes unoccupied even for a short time this summer will take the following precautions, they will add greatly to their protection and peace of mind: 1. Lock securely all doors, windows or other entrances to the house. 2. Inform the police that your house will be empty. They can keep watch on it and try the doors and windows at regular intervals. 3. Take with you or lock securely all jewelry, silverware, furs, valuable clothing and other articles easily converted into cash by a thief. 4. Be sure to suspend all deliveries, such as milk, papers, mail. A heap of newspapers or milk bottles on a porch are sure signs that a house is unoccupied. In view of the increasing widespread threat of the burglary hazard to property, local citizens should take extra precautions at this time of the year. OIL AND DIRT Chief interest around the county this week has had to do with the case of the Eden Ranch fining company against the board of supervisors. The company suing for $1,729 claimed due for road oil furnished last year. This is the famous oil which got its all dirtied up by being mixed with supervisorial politics. The matter went to trial on Monday with a judge from San Bernardino county on the bench. The supervisors had to hire a special attorney to defend them. District Attorney Menton having advised them to pay the bill in the first place and indicating his belief they could not win the case. The matter of the company's recovery interested the spectator and others much less than the question whether last fall's political campaign would get dragged into the case. It will be recalled that the grand jury later winter investigated the matter and came to the conclusion that whatever dirt there was in the oil was political. However, the indications at the outset of the trial were that it would be confined mainly to a consideration of the physical dirt in the oil—any. The undisputed fact is that the county accepted and used the Eden company's road oil for months without question, and never was made a subject of dispute until the fall campaign came on and some interests wanted the incumbent supervisors defeated. 4. EXPENSIVE OPINION When a county undertakes so complicated a piece of business as is the flood control program now proposed, it has to look out for an infinite number of legal details. One set of them has to do with the calling of bond elections. To safeguard itself the county puts the legal angles in the hands of an attorney who is an expert on bond matters. This was done in the present case. But sometimes this means undue expense. Just one small item in the present instance will illustrate. A notice of such an election has to be published in a newspaper. In accordance with its policy of spreading this sort of county business around among the various newspapers the notice for the July election was ordered printed in the Tustin News, a weekly newspaper. The bond attorney turned tums down on this plan and said he would not like the bonds voted under an election so publicized. So the publication was taken away from Tustin and given to a Santa Ana daily. And there's the rub so far as the taxpayer's pocketbook is concerned. The Orange county flood control act specifies in so many words that a notice for a bond election shall be published "ten times in a daily newspaper or Marking a year of the greatest structural development in its history, large crews of workmen are rushing to completion four huge new steel and concrete structures in preparation for the 1937.edition of the combined Los Angeles, Riverside and Orange county Fair which opens in the exposition park at Pomona Friday, Sept. 17. In addition to the four major major buildings there are also half a dozen smaller structures. First in the list is the machinery exhibit hall, 100 feet wide and 350 feet long. Another building of the same dimensions will be used for the exhibits of poultry, rabbits, and pigeons. Of special interest in connection with the program is the new fine arts building to replace the smaller stucco building used for that purpose in the past. It covers a ground space of 80 by 250 feet. The fourth of the larger buildings is a new restaurant and cafeteria with private dining rooms and other facilities. It is 64 feet wide and 150 feet long. Among the smaller buildings under way are several additional barns for the thousand or more running and harness horses attracted to the fair each fall. The hospital and Red Cross building has been moved to a more convenient location and enlarged. A great new rest arbor 42 feet wide and 360 feet long is being down the center of the grounds. Extensive rearrangements will be to the advantage of the throngs which are expected to be greater than ever this year. Thousands of trees, shrubs and flowers are being planted in the extensive landscaping. Completion of the new buildings will mark another im- America and exceeded in-ance by only a few of th-fairs. Hatfield Undecided on Governor's Race Spiking reports that he had her become an active candidate governor, or had withdrawn candidacy in favor of Governor Merriam, Lieutenant George Hatfield announced today he is giving serious consideration his possible candidacy, but had reached no final decision. The lieutenant governor's statement characterized Governor Merriam as the "minority nominee" his party when he was nominated and elected three years ago declared that "there is a vital need in California today for republicans." Historical Society To Meet at Ranch The Orange county Historical society will meet tomorrow at the Botanical Gardens of Mrs. Bixby Bryant in Santa Ana canyon, it was announced by S. M. Davis, secretary. A picnic lunch, for which each person is to bring his own lunch, will be served at 12:30 o'clock. No formal program has been arranged for the meeting. Carroll Cone Head of National Group National honors in the automobile industry were conferred last week on Carroll Cone, who with Everett Cone, has the Chevrolet dealership in Anaheim.
