It is an old axiom of politics that a government department, once created, is seldom abolished.
The truth of the adage is being exemplified today in the federal government, where many of the "temporary" agencies which were established to deal with emergency problems of the depression threaten to become permanent governmental appendages.
And in state government, the rule has been proved time and again, with sporadic economy campaigns invariably failing to eliminate, or even consolidate. Departments, it is true, often outlive their usefulness, but seldom if ever, will department executives, or personnel, admit the fact. The fight for survival is carried on with grim determination and is usually successful!
In light of these facts, the deluge of bills at the present session of the state legislature, designed to create new departments and expand existing departments, is of vital concern to all California taxpayers. Farmers, constituting one of the heaviest taxpaying groups, are particularly concerned, recognizing that the lessening of the economics strain is likely to encourage prodigality and extravagance in government.
Bills now pending before the legislature, if anacted, would establish some 40 to 50 new bureaus, commissions and departments,
Rules Announcement On Method
The $5,000 award offered by C. Teague for improved fire protection equipment has great interest among investigators in many fire orchard heating committees. Fruit Growers Supply reports in announcing co-operation in competing for the award.
Among other proposals to create new state boards and departments are the following:
A. B. 1359, creating a state department and state board of public assistance, together with local boards, to study and handle all problems of public assistance; state board would have seven members, with director at $6,000 per year; local boards in each county would have five members.
A. B. 1250, establishing department of unemployed, cooperative reciprocal economy to rehabilitate unemployed; board of five members; sets up fund of $5,000,000 to be disbursed as loans to unemployed cooperative groups.
A. B. 2212, creating California homestead rehabilitation commission.
S. B. 44, establishing California state advertising and publicity commission of five members; appropriates $1,000,000 annually to advertise California.
S. B. 982, setting up public trust commission of three members

Bills now pending before the legislature, if anacted, would establish some 40 to 50 new bureaus, commissions and departments, with salaries for executives running from $5,000 to $15,000 annually and with millions in additional appropriations required for their support.
Leading the list is a proposal by Assemblyman Donihue (A. B. 2521) to reorganize the executive branch of government by abolishing certain boards and commissions and establishing 12 new departments. The Donihue bill would set up new departments of finance, commerce and labor, law, sanitation and hygiene, charities and welfare, correction, care of defectives, public works, natural resources, conservation, defense and education.

A. B. 1187, establishing state home loan authority to finance home building with revenue bond scheme. Also A: B. 1876, creating California building authority to supervise state building program, cooperating with PWA; appropriates $20,000,000.

There are many others—boards, business regulations, new licensing boards, laboration boards, et cetera from the standpoint of the payer, they require rigid set if millions of dollars in burdens are to be averted.

Rules Announced For Contest On Method of Heating Orchard
The $5,000 award offered by C. Teague for improved frost protection equipment has aroused great interest among inventors and scientists in many fields, the orchard heating committee of the Fruit Growers Supply company reports in announcing conditions of the contest.
This committee, to which teague assigned the handling of the contest, has issued the following statement for the information and guidance of those interested in competing for the award:
The sought-for improvement must encompass the following factors: The interest of public welfare; the practical elimination of smoke under operating conditions; citrus orchards; quickness and ease of lighting; cheapness of manufacture, i.e., low cost to the power; diffusion of heat; ability to consume completely the fuel readily available in large quantities in southern California, such as diesel oil carrying as high as 2% of carbon residue as determined by the Conradson Method; performance under both high and low burning rates; adaptability to orchard installation and operation; adaptability to existing orchard heating equipment; saving in labor requirements for practical operation.
While most of these conditions apply to heating devices, this price applies to heating devices, this prize is open to all methods of post protection.
Working models of proposed devices must be submitted at the written advertising for the purpose of increasing their business. Larger volume of business means larger profits and larger profits makes possible better wages for their own and other industrial concerns employees and increased pay envelopes of the workers gives possibility of still other increased business for business men.
Business men who are students of the Townsend plan soon become aware that if the goal of the Townsend movement is achieved there will be opened up with suddenness a new and great market for American goods. When the 7,500,000 elderly men and women qualify under the Townsend plan for the Townsend annuities it will mean an injection into the buying power of the American public of approximately $1,000,000,000 to $1,500,000,000 monthly depending upon the amount of revenue raised by the two per cent transaction tax method of financing the annuities. It will mean from $12,000,000,000 to $18,000,000,000 annually will be forced through the channels of trade in the nation.
When the approximately $2,-000,000,000 of soldiers' bonus money was circulated through trade channels in 1936 there wasn't a business in the nation that didn't experience benefit for several months as a consequence. That was a vivid illustration of what volume circulation of money has power to do for business. The difference between the bonus money and the intended Townsend money is there will be no end of the latter. The Townsend annuities will be a permanent thing in the life of the people as long as there are generations of elderly people to follow one another which will be always.

Bank will Continue Title 1 Type Loans
The Bank of America will continue to make modernization loans under terms similar to those established by Title I of the Nation-Housing act despite the expiration on April 1 of that section of the act, L. M. Giannini, president of the bank, announced today.
Under the new plan, homeowners may borrow up to $1,000 for modernization purposes, larger amounts being subject to the bank's regular terms. Repayment of balances up to $500 may be extended over a period of two years and amounts up to $1,000 over a three-year period.
Should set up a department of revenue. Several other bills would create fact-finding bureau in department of finance. A. B. 1347 and 1349 would create state board control, independent of department of finance.

There are many others—housing boards, business regulation boards, new licensing boards, labor arbitration boards, et cetera. And from the standpoint of the taxayer, they require rigid scrutiny, millions of dollars in new tax dredges are to be averted.
Acts and Facts of Townsendism

(This is a non-political, non-partisan column dealing in Townsend news and views and written by a member of Townsend leadership. Any opinion which are expressed herein are not necessarily those of the Gazette).
This week this column will discuss the Townsend plan bill now before the U.S. Congress. First as a needed stimulant to business, second as a tax reducing measure and finally why every business man of the nation should work to help enact "The General Welfare Act of 1937" into national law.
There are many reasons why business men should support the Townsend plan movement. But the one which doubtless make the strongest appeal at present is the one of the increased volume of business which will result in business men everywhere. And why shouldn't business men be interested in the Townsend plan because of the stimulant it will give to their business. That's their first interest and should be. They spend large volumes of money annually through well placed and well months as a consequence. That was a vivid illustration of what volume circulation of money has power to do for business. The difference between the bonus money and the intended Townsend money is there will be no end of the latter. The Townsend annuities will be a permanent thing in the life of the people as long as there are generations of elderly people to follow one another which will be always. Business men can not enjoy large business volume unless the people have large buying power but they will have it under the Townsend plan. It surpasses any other method of stimulating business ever before advocated in the world.
Business men should support the Townsend plan because it will aid in reducing the tax burdens of business. The Townsend plan bill does not advocate or contemplate an increased national public indebtedness. It is a pay as you go system. Townsend annuities will be paid to the elderly only so fast and only in such amounts as

When the Townsend plan bill becomes law the present vexing public problems in connection with relief agencies will automatically come to an end. The elderly will be retired and the places of employment given to the ones now on WPA and PWA rolls. The buying power of the aged will make unprecedented demands for goods which in turn will start idle factories moving, and active factories require workers. Thus private business will shoulder the task of furnishing employment instead of government created relief agencies. And this will eliminate the need of large appropriations by congress as subsidies for government relief work projects, which to date have run into the billions of dollars and which are found necessary to still be continued.
The concern of business men has been the inability of the government to find a way of balancing the national budget. Received revenues have not been equal to the task of caring for regular governmental agencies expense normally in existence plus the depression produced problem of caring for the unemployed. The result has been a greatly increased public debt with the end not yet in sight. And business knows that this increased public debt must eventually be paid through increased taxes on those who have property or incomes capable of being taxed. Hence the concern of all thinking business men in the nation has been to find a method by which private business could safely take on the problem of furnishing employment needed instead of it being subsidized by government appropriations.
My last question of why business men should work to help enact "The General Welfare act of 1937" into law practically answers itself in the argument above given. But to sum it all up I conclude they should be for the Townsend plan bill now before congress because it is capable of bringing about a balanced government budget through its pay as you go system. In addition it offers to business men a wonderful market for their wares and services at a very low advertising cost. They should be for it because it will reduce their eventual taxes.
