Acts and Facts of Townsendism
By Walter R. Robb
"The love of money is the root of all evil" says the Scripture. The Biblical statement is frequently misquoted by leaving off the first three words. The Bible does not say that "money is the root of all evil" but that the love of it is. There is a great difference. This "root of all evil" may possess the one in rags as well as the one in purple.
Walter R. Robb The greed for money is evident in this age, Kidnappings for ransom are frequent. Murders for the possession of money are an everyday occurrence. And those who sit in the seats of the mighty as financiers do not hesitate to precipitate panics from which they can add to their money gains. It is not difficult to see the truth of the Scripture's statement, concerning the evil effects of the love of money.
But the lack of money also creates evil. In a system of economics which includes money as an exchange medium, money is as necessary as air to breathe or water to drink. If money is not available with which to buy food and clothing and other essentials, then the privilege of drinking water and breathing air are of little value. The prolongation of life under such conditions is only which this one failed to give. In their breasts the fires of hope and combat have been extinguished.
With the younger elements of the social order it is different. Life beckons with its allurements. The challenge to combat for the prizes of a material world is accepted. The larger portion of the young people also seek to keep their feet in the paths of right living while they struggle upward. But many of the more determined will not wait as do their elders for the things which are everywhere abundant. They are not content to wait for a change in the social order which they reason may never come. Their red blood cries for the privilege of expressing life with an insistence which will not be denied. They seek employment but find that there is not sufficient employment for all. But the life which youth would express is not possible without money. Therefore money must be obtained. If not by the roads of honesty, then by the highway of crime. Under these conditions the need of money becomes a stimulant of crime.
Into our penal reformatory institutions a stream of the nation's youth is constantly flowing. And the blame for youth's moral decadence on so large a scale can be laid at the door of wrong economic conditions which prevail in the social order. The records disclose that 68 percent of those who are confined in institutions of correction are of the age of 26 years and younger. The care of criminals and the prevention of crime costs the nation annually from $13,000,-000,000 to $16,000,000,000. And the loss in moral standards and ruined lives of American boys and girls is beyond the ability of the nation to value. What is the remedy that will dam the stream of youth that constantly flows onward to destruction of self and the nation? How can the nation depopulate its institutions of corrections from its overload of youth? There is only one answer. The opportunity is by finding a method by which money can be permanently and powerfully circulated through the social order: I hear folk everywhere saying "but does anyone know how this needed circulation of money can be obtained? I answer, "Dr. Francis E. Townsend and the Townsendites know that the Townsend plan will wurnish the needed circulation of money."
SENAGRAMS
Harry C. Westover During the past week committees have announced in both the senate and the assembly Assemblyman Thomas Kuehel has been placed on the committee o county government, irrigation, judicial codes, mileage, municipal corporations, oil industries, public health and quarantine.
Assemblyman Clyde Watson has been made the chairman of the assembly committee on direct legislation and, in addition thereto, is serving upon the committees of agriculture, civil service, constitutional amendments, government efficiency and economy, governmental revenue and expenditures, irrigation, public health and quartine, social service and welfare.
Inasmuch as there are only 57 committees in the assembly and some eighty assemblymen, only the more fortunate assemblymen were able to get committee chairmanships. The committee chairmanships, as expected, went to the democratic assemblymen.
In the senate, however, there are 41 committees and 40 senators, so that each senator was given a committee chairmanship. These committee chairmanships were passed out regardless of the party affiliation of the senators but the more important committees went to republican senators.
I happen to be the chairman of the social security committee and am also upon the committee of county government, oil industries, public morals and revision of

If money is not available with which to buy food and clothing and other essentials, then the privilege of drinking water and breathing air are of little value. The prolongation of life under such conditions is only the continuance of a lingering death. The old not infrequently suffer such privations uncomplainingly, still holding on to their ideals and standards of honesty and uprightness to the end. They look to another world for a justice nation annually from $13,000,-000,000 to $16,000,000,000. Another controversial matter is the Huntington Beach oil bill. Everybody with whom I have talked feels that something should be done about the Huntington Beach oil pool, but no one seems to agree with anyone else as to the proper procedure. Before coming to Sacramento, Thomas Kuchel, Clyde Watson, and myself, met with the city council of Huntington Beach to discuss the matter. At that time the city council promised that a proposed plan would be presented to the Orange county representatives for their consideration and action. The Orange county delegation is willing and ready to do something about the situation, but should have a plan well thought out and organized and which will be acceptable to the people of the county, as well as the people of the city of Huntington Beach.
According to present plans, the legislature will adjourn next Friday afternoon until the first of March, and unless something happens to the contrary the representatives from Orange county
A CHEERFUL SERVANT
When we asked Dr. K. H. Sutherland, Orange County Health officer, for a story of interest to Watchtower readers, he cheerfully batted out the following:
PROTECT AGAINST DIPHTHERIA
“There has been an increase in diphtheria this fall and winter in certain scattered sections of Orange county. During 1936, eighty cases of the disease were reported, most of them during this last fall, and there have been three deaths. Diphtheria is caused by a bacillus or germ which enters the body by way of the nose and throat and is breathed out again in the secretion of the nose and throat to infect others who have contacted the infected person. All persons who take the diphtheria germs into their nose and throat do not become sick with the disease but even so they may act as carriers and pass the disease on to others, a certain proportion of whom will become ill.
“Wherever these diphtheria germs grow and multiply on the mucous membranes of a person’s nose and throat, they give off a poison which destroys the local tissues, and form a tough fibrous membrane which may, on occasions, grow down from the throat into the windpipe and obstruct breathing. The poison, or toxin, secreted by these germs is absorbed into the body and is injurious to the heart muscles and kidneys unless sufficient antitoxin is given to the patient early in his illness. Unfortunately, many cases of diphtheria have been ill solution. They believe with Washington that “morality cannot exist apart from religion.” They know, too, that about half of the children of the present generation have had no religious training either in the home, school, or church. Since half the parents neither give their children religious training nor send them to church where they could get it, these leaders are beginning to turn to the public school. It is significant that more than 800,000 public-school children are now receiving religious education during school hours on “released time.” We may well insist on complete separation of church and state, but it is not unconstitutional to admit the fact of God in the public school and teach it. The church simply supplies the teacher who must be accredited by the school. Sectarianism is not taught, but the fact of God and a moral universe and their implications are grounded in the life of the child and that gives him a basic motive in the development of good habits. Religion is the only and ever-present unifying force which can solve the inevitable moral and intellectual conflicts of individuals and society. This nation needs to awaken to that fact.

Traffic Deaths in California Mountains
Two hundred and sixty-eight more persons lost their lives accidents on California's highways in the first 11 months 1936, than in the same period 1934 year, Ray Ingels, director of state motor vehicle department announced today. The total loss was 2773, as against 2505 for 1934.
With three counties yet to port, the deaths for November were given as 318, an increase of 15 over November, 1933.
Champions to Face Bears in Rematch
Champions of the National league and football's greatest jersey, the Green Bay Packers from Wisconsin, will battle Chicago Bears at Gilmore stadium Sunday afternoon in a game practically means a replay of world's post graduate grid title.
Mixing a powerful running back tack with marvelous passing Packers swamped the Los Angeles Bulldogs 49 to 0 last Sunday. The week before the Bears went from the Bulldogs, 7 to 0.
In the opening game of National league season, the Chicago squad defeated Green Bay on the latter's field. Playing Chicago the Packers turned tables on their opponents. No one necked the two teams battled for the leadership of the west division of the National League title and the Packers finished front when the overconfident Bears were upset by the Chicago Cardinals.

There is some talk of proposed relative to the budget and throat, they give on a poison which destroys the local tissues, and form a tough fibrous membrane which may, on occasions, grow down from the throat into the windpipe and obstruct breathing. The poison, or toxin, secreted by these germs is absorbed into the body and is injurious to the heart muscles and kidneys unless sufficient antitoxin is given to the patient early in his illness. Unfortunately, many cases of diphtheria have been ill and have been absorbing toxin or poison for several days before the diagnosis has been made and the antitoxin given, much damage to the body being done in the meantime.
"For this reason health authorities believe that every child should be immunized or vaccinated against diphtheria so that when he is exposed he will already have a natural antitoxin in his blood stream which will prevent the diphtheria poison which causes illness. Only about 60 percent of the school children and only 25 percent pre-school children in this country have been properly protected by immunization.
"Many parents wish their school age children to receive this protection against diphtheria but are reluctant to have their younger children protected, thinking that the child under school age will not be exposed. This is a great mistake. Too often, the school child who has been immunized is exposed to diphtheria at school and becomes what is known as a "well carrier" and such a child can carry the disease home to the younger, unprotected child. Most of our deaths from diphtheria occur in children of pre-school age. It is very important that all children be protected against this disease by the time they are a year old."

SOCIETY'S VITIMINE R
Dr. Charles F. Seitter, pastor of the Garden Grove First Methodist church and a former pastor of the Hollywood First Methodist church, has this word for the Watchtower tribe:
The inauguration of President Roosevelt recalls a word spoken by George Washington in his Farewell Address. "Of all the dispositions and habits which lead to political prosperity," said he, "religion and morality are indispensables. And let us with caution indulge the supposition that morality can be maintained without religion. Whatever may be conceded to the influence of refined education on minds of peculiar structure, reason and experience both forbid us to expect that national mortality can prevail in exclusion of religious principles."
Many leaders in national, educational and religious circles greatly troubled by the appalling growth of crime and moral laxness in our country, are seeking a will be back home the first of next week.
During the interim the legislators are supposed to discuss with their constituents the bills which have been introduced in the legislature.
Next week I will discuss some of the bills that have been introduced during January in the legislature from the columns of this paper.

Dirty Windshields Menace to Safety
"There are many blind drivers on the highways of Californiip.
This was the statement today of E. Raymond Cato, chief of the California highway patrol, who declared that many motorists allow their windshields to become so dirty or foggy that they are virtually blind.
Spray from the highways settles on cars after storms. Cato said, and costs windshields so that visibility is nearly zero.
State officers have been instructed by Chief Cato to watch for this class of motorists, and heads of motor transportation units have been urged to impress on their drivers the increased danger of dirty windshields.
An inferior race or class is one that doesn't mind being ignorant if it can wear a white collar.
Toll is Reduced on Bridge to 50 Cents
Pointing out that the reduction of the 65-cent toll for automobiles on the San Francisco-Oakland Bay bridge to 50 cents was made possible by the action of the Reconstruction Finance corporation in granting the request of the California Toll Bridge authority for a permanent lowering of the interest rate on the government's $72-000,000 bridge loan from 4% percent to 4 percent, State Director of Public Works Earl Lee Kelly, in a statement issued today, said that if business on the San Francisco Bay span at the end of the ensuing six months warrants and the traffic estimate continues to be verified, Governor Frank F. Merriam and the authority will ask for a further reduction in bridge tolls.
