License Branch Office Is Open At Fullerton
Northern Orange county motorists can obtain license plates for their automobiles and pay all fees at the branch office of the motor vehicle registration department, opened at 125 S. Spadra road, at Santa Fe ave. in Fullerton, it was announced today.
Prompt action in obtaining license plates and clearing registration for 1937 was urged by Ray Ingels, director of motor vehicle registration, who pointed out that after Feb. 4, final day for registration, the license fee would be doubled as a penalty.
In order to assure adequate service the office will be open from 9 a.m. to 5 p.m. daily including Saturday, although the Saturday afternoon opening is contrary to state policy, it was said.
Persons applying for license plates are advised to bring their 1936 registration slip and their notice from Sacramento of auto tax, which must be paid in addition to the $3 license fee before plate will be issued.
The Fullerton office has been opened by the department for the benefit of northern Orange county residents and to assure prompt service and relieve them of the necessity of writing to Los Angeles or Sacramento offices for their plates.
A full staff at the Fullerton branch is prepared to handle all matters connected with issuance of license plates for passenger cars.
Left Turns On Bridge Banned
No left hand turns are permitted at the new Newport road overhead crossing on the Coast highway, motorists are cautioned in a bulletin from the Automobile Club of Southern California.
"Drivers who find the roadways and ramps puzzling," it notes, "should remember two things: (1) that no vehicle shall cross Coast highway, either toward Balboa or toward Costa Mesa, except by the overhead roadway; (2) that no left hand turns are permitted at any intersection created by construction of the bridge.
For instance, autoists wishing to go from Costa Mesa to Laguna Beach cross the bridge towards Balboa, make a right turn at the right-hand ramp after crossing, go down the ramp and turn right onto Coast highway. Those wishing to go from Laguna Beach to Balboa pass under the bridge on Coast highway, turn right at the right-hand ramp after passing under the bridge, go up the ramp and turn right, crossing over the bridge.

Carbon Monoxide Gas is Cause of Many Accidents
A danger, unseen, unnoticed but real, rides with the motorist during the winter months, Ray Ingels, director of the state motor vehicle department, warned today.
This danger, Ingels explained, is carbon monoxide, an odorless, tasteless, but deadly gas generated by the motor and swept back into the car or cab by the action of the motor's fans. Where floor boards are loose and windows are closed, there is no way for the gas to escape and the driver is poisoned, without his knowledge.
"Carbon monoxide," the director said, "undoubtedly is the cause of many so-called unexplainable accidents. To keep warm, the driver closed the windows, when he should have put on extra clothing; this subtle gas entered, had no way to escape, and the driver became unconscious."
"Driving with windows closed is inviting disaster," he declared. "Carbon monoxide is deadly and gives no warning. During cold weather keep your car windows open and put on more clothing, to avoid the cold and this deadly gas."
Of Bridge Formed
Mobilization of two international cavalades—one from Mexico and the other from Canada—to participate in the Golden Gate bridge Fiesta upon the opening of the Golden Gate bridge in San Francisco next May was projected recently by Arthur M. Brown Jr., general chairman, in approving plans advanced by the Redwood Empire association.
Brown appointed Harry G. Ridgway, chairman of the celebrations committee of the association, as head of a committee to arrange for the cavalades and the dedication of the Waldo approach to the bridge in Marin county. This committee will consist of representatives from Canada, Mexico, Washington, Oregon and other states and from every county in California. The personnel of the committee will be announced later.
"The Chalk Circle" Is Popular Comedy
A colorful mixture of Lottus and laughter is proving a welcome footlight concoction as the Pasadena Community Playhouse moves into a new year with "The Chalk Circle", Chinese comedy currently showing at the South El Molino theatre.
The history of the famous Oriental legend covers generations and its transcription into play form has been effected by a three way translation. From the ancient script "The Chalk Circle" was brought to modern Chinese, from which Klabund made a translation into German. The playhouse version comes as a translation from the Teuton and was made possible by Playwright I. S. Richter.

A twelve point program embodying Industry's obligations to the public was submitted to the nation's business leaders by C. M. Chester, president of the National Association of Manufacturers, in a keynote address before the Congress of American Industry.
Chester recommended specifically that Industry join in the creation of a "National Depression Study Committee" to analyze the causes of the receding depression in an effort to eliminate the business cycles or make them less severe.
"Industry cannot just sit back and enjoy the fruits of prosperity," Chester said. "We must understand better what has been happening since 1929. Now that the course of depression lies behind us, lending itself in its entirety to analysis—it is the job of industry, general business and all affected sectors of our economic life to join in creating a National Depression Study committee."
At the same time, Chester urged that the natural processes of recovery be allowed to operate and warned that such legislation as the arbitrary 30-hour work week for industry would interrupt this progress. "We cannot get more by producing less," Chester said. "We cannot get more by dividing the same amount of work. Multiplying products — creating more things—this is the American formula for prosperity." In outlining his suggested program, Chester placed first on the list industry's acceptance of its responsibility for the national welfare "as being an even higher duty than the successful operation of private business."
Other points were listed in the following order:
1. Industry must continue to fulfill its obligations to the public in making better goods at lower cost, thus raising the standard of living and keeping the door of personal opportunity open.
2. Put every possible employable in manufacturing industry back to work.
3. Keep its own house in order, exposing its policies at all times to public scrutiny.
4. Stand four-square against monopoly.
5. By its actions engender growing confidence on the part of workers.
6. Invite increasing public understanding of industry by telling the facts.
7. See that workers, management and investor, according to their contribution, share fairly in the proceeds of manufacturing.
8. Help to create economic security for all, preserving as well the opportunity for the individual to attain his own greater security.
9. Zealously live up to its responsibilities and insist that all other factors of our economic life, including labor organizations be made equally responsible.
10. Make its cooperation available to government in a constructive manner at all times.
11. Join other business groups in studying the depression in order to avoid or minimize another one."
