Under the present law, this type of property pays its tax before the present rate is fixed, at the rate for the preceding year. When the new rate is fixed, unless it is the same, it is necessary to recompute thousands of items for either refunds or additional taxes. The amount of money involved is usually less than the cost of clerical help used in adjusting these differences. This amendment provides that the tax shall be collected in the same manner as the present tax on unsecured personal property. That is, the first rate and collection is final, with the right of equalization permitted. 18—If this is carried, it will sustain the law enacted at the 1935 session of the legislature, which placed a tax of 10e a pound on oleomargarine, unless it is made with specified ingredients. The purpose of the law is to tax the use of imported coconut oil. 19—Allows the legislature $10,-000.00 for the hiring of help after the adjournment of the session. The work consist of compiling the actions taken by the legislature during the session. Utt elaborated briefly on Craig's explanation of No. 19, and urged its adoption. 20—Will permit acquisition and maintenance of publicly owned museums or art galleries by the legislature, boards of supervisors, or city councils, by contract or lease from non-profit organizations. The object of the amendment is to encourage the building of cultural centers. 21—Passage of this amendment would make effective the following statutes passed at the 1935 session of the legislature: Chapter 497 severs the Tehachapi Women's Prison from our present prison system, creates and vests all control, management and paroles in a board of trustees composed of women. Chapter 498 provides for the direct commitment of women felons to the institution instead of transfer from a state prison. Chapter 499 amends the penal code, eliminating any provisions effecting the women's prison, which are now made unnecessary by this act. 22—If carried, will sustain the law enacted at the 1935 session of the legislature which imposes an annual license fee for the privilege of operating a store after October 1, 1935.
