But the G.O.P. managers add, Chicago headquarters hasn't yet become hopeful enough to put any money into the fight. So far the campaign in California has been conducted almost exclusively on California money. The contests in both the First and Third Supervisorial district have generated enough heat late-ly to incubate whispering campaigns.
