The FARMERS CORNER by RALPH H. TAYLOR Executive Secretary Agricultural Council of California Editor's Note: This is the concluding article in a series by Ralph H. Taylor, secretary of the Agricultural Council of California—legislative body of the farm cooperatives—dealing with the state's farm labor program. The solution of California's farm labor problem—if it is to be a fair and equitable solution, with lasting benefits—must come as the result of mutual understanding and intelligent cooperation between farmers and farm workers, rather than by means of unionization, strikes, threats, coercion, or violence. This objective, furthermore, is entirely possible of accomplishment in the farming industry, for the average farmer is also a farm worker—working side by side with his men. In many instances, the farmer has no greater security than the men who work for him. Each is dependent on the other—with the farmer's ability or inability to operate determining the wages he can pay and the men he can employ. California farmers, on the whole, have dealt fairly and liberally with farm workers, as evidenced by the fact that this state has maintained one of the highest farm wage scales in the United States. During the depression, farm wages inevitably dropped to seeds of class hatred and revolutionary doctrine. Under these circumstances, California farmers should do everything humanly possible to eliminate causes of friction and discontent. Fair play and square dealing—a practical application of the golden rule to farmer-worker relationships—will do more to defeat the aims of the communists and other radical dissenters than any other factor. One abuse which every farmer should guard against is the all too common practice of some growers of ordering more workers from labor agencies than they can use. Workers who travel many miles to a job, only to find the promise of employment, withdrawn, certainly have just cause for complaint and such disregard for the rights of the worker makes for bitterness and radicalism. If agriculture is to have public support in its fight against communism and radical activities, the farmer must be scrupulously careful to be fair in his dealings with the workers, to pay the best wages possible, to provide decent housing conditions and to prevent labor unrest by eliminating its causes. The College of Agriculture undoubtedly can be helpful in determining wage scales which are fair to both the farmer and the worker by making studies of farm acts and facts of Townsendism By Walter R. The Hornets' new coach, Roy Priebe, is sending his charges against the defending champions with little knowledge of the strength of his aggregation. The Fullerton forward wall appears to be strong defensively, having allowed only one touchdown on ground plays in four games, but communism and radical activities, the farmer must be scrupulously careful to be fair in his dealings with the workers, to pay the best wages possible, to provide decent housing conditions and to prevent labor unrest by eliminating its causes. In several instances, during the last two or three years, the college has rendered splendid service by such studies and the work should be continued. California agriculture, with its complex migratory worker problem, certainly cannot solve the problem by accepting union dictation and maintaining "a closed shop"; it can not permit domination of its workers; nor can it afford strikes which cost both workers and farmers heavy financial losses and which fail utterly in improving conditions. The problem must be solved by fair dealing and a better understanding between the two groups most vitally concerned — the farmers and the farm workers. And every farmer, if he values the welfare of his industry, should work toward that end. Influx of Tourists To State Increases California's invitation to persons in other states to visit here definitely is meeting with greater response according to Ray Ingels, director of the state motor vehicle department. From figures just released, Ingels shows that 119,096 non-resident permits were issued in July, 1936, as against 89,050 for the same month last year; an increase of 30,046 or 33.74 per cent. More than 85 per cent of the permits were issued at the eight border checking stations maintained by the department. Clothes make the inner man, also. Robb A non-political, non-partisan dealing in Townsend views, and written by a Townsend leader. Any which are expressed herein necessarily those of the Townsend readers were startled by the public appeal of Lucis E. Townsend, founder of Townsend, to Townsend movement foundational; as an influence on politics in the Novem-ton are far reaching and obvious. With much of the vote in California it is easily the balance of (vote) whatever the doctor is good law and gospel law. Undoubtedly the maiden of the Townsend votes to be for presidential candi- didate because of his defined antagonism to the Townsend move-ment. The doctor is taking the stand as being for Governor Landon in other states where the name of William Lemke will not be on the November ballot. They are Florida, Kansas, Maryland, Nevada, New Jersey, North Carolina, Oklahoma, West Virginia and three other states not yet certain. This support of Lemke where possible, and for, Governor Landon elsewhere, on the part of the Townsend leader might, to old style political leaders, seem inconsistent. But anyone trying to analyze the Townsendite movement, or the acts of its founder will fail of understanding the attitudes of either unless they take into account that it is not with the thought of enhancing the political fortunes of candidates, or their parties, that the Townsend founder and his followers labor and fight. It is for the establishment of certain economic principles, and for the preservation cherished American liberties that they strive. It should not seem strange, and it should not be unexpected by President Roosevelt and the leaders of his administration, that in the minds and hearts of Dr. Townsend and many of his followers there should develop a belief that the democratic standard bearer should be defeated in the interests of the future of the Townsend plan. Nearly 20 centuries ago the Galllean Master gave voice to a truth as old as the laws which control the universe. In that statement "whatsoever a man seweth that shall he also reap" he voiced a truth which is now being fulfilled in the democratic campaign of the administration. The institution of the gag rule, making necessary 218 signatures on a petition of the 435 members of the house of representatives, before a bill in the keeping of the "ways and means committee" could be taken to the floors of congress for consideration; was a direct slap at democratic procedure before prevalent in congressional chambers. The Townsendites believe because of later use of this instituted method of procedure on the part of the administration; to keep the Townsend bill from being considered by congress, that it was engineered because of a deeply purposed determination of President Roosevelt, and his advisers, to squelch the Townsend plan. Later when the Townsend congressional investigation committee members were appointed, and during its sessions the unfair method used toward Dr. Townsend and others and also abusive ones they earned the condemnation, publicly expressed by much of the American public; including some of their district Roosevelt's own party, out a word of protest owed from the president.
