BRIEF SUMMARY OF CALIFORNIA VEHICLE ACT SPEED No person shall drive a vehicle upon a highway at a speed greater than is reasonable or prudent having due regard for the traffic on, and the surface and width of the highway and in no event at a speed which endangers the safety of persons or property. (Vehicle Code Sec. 510). The lawful speed limits indicated in the Vehicle Code are as follows: (a) Fifteen miles per hour. 1. When passing a school building or grounds while children are going to or leaving school or while the playgrounds are in use by school children. 2. When traversing a railway grade crossing if during the last one hundred feet of the approach to such crossing the driver does not have a clear and unobstructed view of such crossing and of any traffic on such railway for a distance of four hundred feet in both directions along such railway. 3. When approaching or upon a curve or any other part of a highway when the driver's view is unobstructed within a distance of one hundred feet along the highway in the direction in which such driver is proceeding. 4. When traversing an intersection of highways if during the last hundred feet of his approach to such intersection the driver does not have a clear and unobstructed view of such intersection and of any traffic upon all of the highways entering such intersection for a distance of one hundred feet along all such highways, except upon a through highway or at traffic-controlled intersections, in which event in a business or residential district the district speed shall apply and elsewhere the speed shall be thirty miles per hour. (b) Twenty miles per hour. In any business district, when not otherwise restricted. No person shall drive upon a highway at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or beehuse upon a grade or when the vehicle is a motor truck or motor truck towing another vehicle necessarily or in compliance with law proceeding at reduced speed. (Vehicle Code Sec. 514). Wool Goods Label Law Advocated by Prof. J. F. Wilson Citing that purchasers of other commodities are protected by law when they buy, James F. Wilson, associated professor of animal husbandry in the University of California, advocated a wool goods labeling law so that when goods represented as wool are purchased, the buyer will get what he pays for. Wool, adulterated by fibers of various kinds, is offered by merchants as pure wool. For this Professor Wilson gives two reasons: The buying public wants wool because of its superior qualities; purchasers cannot detect by sight or feeling the presence of substitutes. For this reason he suggests that each garment or piece of goods represented as wool, be labeled so that the buyer would know just how much it contains. "A wool goods labeling law, no matter how well conceived or efficiently administered, would not prove a panacea," says Professor Wilson. "It is deplorable that no means are available for the positive detection of reworked wool. If we had such a means, a labeling law should include provisions for disclosing the percentage of reworked wool. Until the technique identifying garnetted stock of all kinds has been discovered, it would seem best to concentrate efforts toward securing legislation affecting fibers other than wool."
