California Motor Summary This is the third of a series of articles summarizing the California Motor Vehicle act—Driver's note. Application for the renewal of an expired operator's or chauffeur's license must be made in the form furnished by the department, and must be made in person. (Vehicle Code Sec. 278) If an operator's or chauffeur's license or a chauffeur's bad lost, destroyed or mutilated duplicate may be obtained by application to the department's payment of the required fee. (Vehicle Code Sec. 279). When any person moves the address named in his application or appearing on his operator's or chauffeur's license must notify the department writing within 10 days, giving old and new address. Failure give this notice is a misdemeanor (Vehicle Code Secs. 331, 760). It is a misdemeanor to drive motor vehicle upon a high after an operator's or chauffeur's license has been revoked. The driver of any vehicle which has stopped at the entrance to a through highway or street must give the right of way to other vehicles which have entered the intersection from the through highway or which are so close on the through highway as to constitute an immediate hazard but said driver having given the right of way as stated above may then proceed and all drivers of other vehicles approaching the intersection on the through highway shall yield the right of way to the vehicle about to enter or cross the through highway. (Vehicle Code Sec. 552). The driver of a vehicle about to enter or cross a street or highway from a private driveway or road must give the right of way to all vehicles approaching on the street or highway. (Vehicle Code Sec. 553). Upon the approach on an authorized emergency vehicle sounding its siren the driver of every other vehicle must give such emergency vehicle the right of way and must drive to a position parallel to, and as close as possible to, the right-hand curb. M. O.D. Officer Praises Lemon Case Decision In commenting upon decision of Judge William J. Palmer recently in Los Angeles upon the lemon prorate case, Bruce McDaniel general manager of the Mutual Orange Distributors, today said: "Decision of the court in the California lemon prorate case from the viewpoint of the citrus growers of California is constructive and directly beneficial to every individual grower in the state. "The court has granted a permanent injunction against the lemon plan which was proposed under the California prorate act. It will be recalled that the act was held constitutional some months ago by the supreme court of California. The court in the present instance has taken the position that a permanent injunction should be issued to prevent the plan from going into effect. "The Mutual Orange distributors opposed the proposed plan because on the face of it, if put into operation, it would not but work injustices against hundreds of lemon growers. That the position taken by the Mutual Orange distributors and other shippers who joined with it was sound and constructive is evidenced by the fact that the court has sustained all of the objections which were interposed against the plan. "The court has ruled definitely that the proposed plan was, first, not approved by the necessary grower approval; second, being based upon storage was found." is unlawful for any person: (1) To display or cause or perto be displayed or have in his session any canceled, suspendevoked or fictitious or fraudally altered operator's or offeuer's license. (2) To lend his operator's or offeuer's license to any other person or knowingly permit the thereof by another. (3) To display or represent as own any operator's or offeuer's license not issued to (4) To use a false or fictitious in any application for an operator's or chauffeur's license. Vehicle Code Sec. 338). OPERATION OF VEHICLES A. RIGHT OF WAY Right of way is the privilege of immediate use of the highway (Vehicle Code Sec. 87). Vehicle Code Sec. 560). Whenever any vehicle has stopped at a crosswalk to permit a pedestrian to cross the roadway or street the driver of any other vehicle approaching from the rear must not overtake and pass the stopped vehicle. (Vehicle Code Sec. 560). Pedestrians crossing a street or roadway at any point other than within a marked crosswalk or within an unmarked crosswalk at an intersection must give the right of way to all vehicles upon the roadway. (Vehicle Code Sec. 562). The above does not relieve the driver of a vehicle from the duty to use care for the safety of any pedestrian at any place. (Vehicle Code Sec. 562). No pedestrian shall walk upon any roadway outside of a business or residence district other than close to his left hand edge of the roadway. (Vehicle Code Sec. 564). The driver of any vehicle who approaches a person wholly or partially blind, carrying a cane or walking stick white in color, or white tipped with red, must immediately come to full stop and must take such precautions before proceeding as may be necessary to avoid injury to the blind person. The use of white canes or white canes tipped with red is reserved by law to the blind or partially blind. Chapter 126, Statutes of 1935). Buena Park Votes On Sanitary Board The annual election for membership on the Buena Park sanitary board will be held Monday at the water office. Candidates from whom three will be selected include Arni Nelson, Oscar C. West, Mrs. Hattie A. Allen, Joseph B. Sullivan, Percy Owens, I. D. Jaynes, and Clarence E. Stuart. J. A. Warlamount, who has not filed for re-election, Nelson and West are the retiring members of the board. Mrs. Minnie Stephens has filed for assessor to complete the two year term of K. V.
