PLAN WOULD WORK IF GIVEN A CHANCE
Critics of the Townsend Old Age pension plan say that it would not be practical because the $200 per month would be paid to a certain class—all those over 60 years of age. But that money would have to be spent for legitimate plans available in 20 days. It would present ten million people for that period, and likewise the pensioners, acting as agents for the government, would help all the people by putting the pension money into forced circulation in all lines of business. The 2-cent transaction tax would be collected from every revolving dollar. The tax is fair, could easily be paid and by going back into business would help everybody, by increasing business. It is a business proposition honestly put up against politics which seem to have gone haywire. The government would not be required to issue any new bonds. The 2-cent tax would come out of business and forced right back into all business. It's practical!

THOSE LOST BILLIONS
Only six months ago Gen. Hugh S. Johnson, the one-time trainer of the Blue Eagle, which was killed by the Supreme Court, announced that fifty billions of dollars had disappeared from the national income in 1929 to the year 1934. He said then that the great problem was to find those missing billions.
Now Hugh S. Johnson, columnist, is one of the critics of the Townsend Plan and mourns the fact that aged men and women are pinning their hopes on $200 a month.
Now, he asks how a nation with an annual income of 55 billion can pay our 19 billions for expenditure by those over 60 years of

Sane analyses of the Townsend pension plan showing exactly why it couldn't be made to work are beginning to force its backers into the field of political strategy. Washington generally believes that the politics are just as amateurish as the economic fallacies on which the plan is based.
The first overt move of the Townsendites was to say they would put a third party ticket into the field. Republicans and Democrats welcomed the idea, many of them saying they would like to run against candidates whose only plank was the Townsend plan.
When that attitude became known, Dr. F. E. Townsend made a change of front. He remarked the third party idea was a little premature. In other words, he threatened to set up a third party unless the old-line candidates embraced his idea. They won't. The good doctor will find out that even the necessary $24,000,000.$1 worth of wheat would be 24.4 cents. That's taxing vengeance.
The plan couldn't be altered for nothing. It was necessary, for instance, for farm wife who trades eggs storekeeper, each farmer sells a single pig, to have an and pay a 2 per cent tax. I take a dozen revenue agents each town in the land to neighbors to see that they bootlegging. The agents have to be paid out of the cent tax, leaving even less pensioner.
Then there's the cost of Economists figure the plan make a $600 automobile $1,200 because of the many actions involved in the manufacture of that product.. We cost of living already headward, not many folks want...

It was agreed that Orange County take over the Fire Truck Equipment of the Buena Park Fire District.
Chairman was authorized to sign the NYA project for a boys' band in Orange County.
Resolution regarding lease with City of Anaheim for Target practice range for Peace Officers of Orange County was regularly passed and adopted.
Petition Wm. A. Duncan et al to abandon portion of those certain public streets and alleys in the Second Road District was set for hearing for Feb. 18, 1936, at 10 A.M. Publication Westminster Gazette.
Chairman was authorized to sign the letter from Achison Topeka and Santa Fe Railway Co. relative to park site lease at Santa Ana.
Clerk was in structured to write a letter to the Grand Jury acknowledging receipt of their letter relative to Franchise matters and to refer them to Section 4093 of the Political Code as to payments, etc., of franchises and also to inform them that the Chairmen had been authorized to appoint a committee of two members to confer with the Co. Auditor and District Attorney in arranging for proper audit of franchises if it is deemed advisable. Chairman appointed Wm. C.

Some statistics which worried the Townsendites into their new endeavor included these:
The doctor and his economists agree it would take $24,924,000,000 annually to pay $200 a month to each person over 60. They promise to raise the money by a 2 percent tax on transactions. They quote the federal reserve board as estimating that the total volume of transactions at the last count was only $600,000,000,000 a year. Thus, a 2 per cent tax would produce only $12,000,000,000 less than half the money necessary.
Yet apply that tax burden to a simple commodity. Assume the farmer got $1 a bushel for his wheat. When that wheat reached the consumer in the form of flour, the taxes on transactions would add up to 12.2 cents on the original $1 worth of wheat. If the tax were increased enough to raise
