WHAT OTHERS THINK SPENDNG History does repeat itself. In one year the Emperor Caligula wasted and squandered the whole of that magnificent treasure chest, amounting to some 2,700 millions of sesterces that Tiberius had laboriously acquired. That was a great year in Rome. Old houses were demolished and new ones built. The accent was on public works, which happened to be new places for the government. Mountains were leveled and marshes were drained. Doles in coin were tossed to the mob in the streets. The pleasure interest—theater and games—was subsidized. Wheat poured in from aboard. It was a "new era," and older men who said "these things cannot be" were stopped on the highways and derided. On with the dance! Then the funds ran out. "Look to the tax authority," said Caligula, and he proceeded, under the guise of law, to confiscate the property of poor and rich alike. He instituted sales taxes. He put a toll on prostitution. He coerced men into making him their heir and then denounced their selfishness if they did not commit suicide to make good the commitment. Rome began to understand what it meant to pay.—The Sphere. Things have come to this: A diligent working man manages to save up $100 and sets up a peanut and popcorn stand. Snyder of San Francisco, who advocated the formation of this county, in an argument delivered April 14, 1852, in the Senate of the State of California, stated that the French name "Six Callieux" was given to a Ford on the Umpqua River at which place Michel la Frambeau, who led a party of Hudson Bay Company trappers, crossed in the year 1832. Six large stones or rocks lay in the river where they crossed, and they gave width. The elevation is 5,000 feet with a delightful summer climate. Sierra County—Created April 16, 1852. "Sierra" is the Spanish word for "saw," and was applied to the chain of mountains, Sierra Nevada, meaning "snow saw," because of the jagged, sorrated saw-tooth peaks which form the sky line of this range of mountains, and the county that bears the name "Sierra" was so called because of the jagged peaks within its borders. In by gone ages rivers flow across Sierra county from north south or from northeast to soutwest, depositing beds of auriferous (gold-bearing) gravel. A titanic convulsion of the earth threw up masses of boiling mud and melted rock, changing the valleys into lofty mountains and forming new courses for the rivers. And then in 1849, pioneers began mining and to date Sierra has yielded in excess of $250,000,000 in gold within a 20-mile radius of the county seat of Downieville. Reno, Nevada, lies a few miles directly east of the county, Lake Tahoe 15 miles southeast, while the State Capital, Sacramento, is 95 miles southwest, reached over a splendid highway. Sierra is one of the best known mountain counties, presenting rugged mountain views, snow-capped peaks, several beautiful lakes, areas of the Plumas and Tahoe National Forests, and one of the largest and most productive of all mountain valleys. When the chief of the powerful tribe of Suisunes Indians inhabited the west side of the River Jesus Maria, now the Sacramento River, was Christianized, he was by this missionary baptized Solano, and as his residence was in the valley of Suisun, the name Solano was given to this county.
