Ancient - Modern
Communism is not a new doctrine. It goes back at least as far as the ancient King Minos of Crete and King Lycurgus, of Sparta, and Plato held to many of its doctrines, according to Dr. D. J. C. Dorsey, of the Washington College of Law.
"Today radical doctrines assail us on all sides. Most of their theories find their prototypes in ancient histories and are modern adaptations of archaic exploded ideas. The most vicious and virulent principles are combined and called 'communism.' Present-day radicals have taken something from all those aged 'isms' and foisted upon the American people as a new order.
"Approximately three thousand years ago, Lycurgus, the ruler of a small city state in ancient Greece called Sparta, become inoculated with the venom of certain principles, only later to be adopted by the communists, through contact with a king of Crete called 'Minos.' History does not relate how Minos became possessed of them. Herodotus, Aristate, Zenophon, Thucydides, Plato and Plutarch tell us of Lycurgus and his institutions. Lycurgus evolved a military state that was totally lacking in those refinements that we identify with an advanced civilization. Sparta produced no men like Pericles, Philias, Socrates, Solon or Sophocles. Spartan institutions have added nothing to civilization. On the contrary they have contributed much that now threatens our civilization with destruction. Plato in his republic incorporated some of the institutions of Lycurgus, while Aristotle

The St. Louis Post Dispatched the country, if we are mistaken, in digging another of interest out of the Presidency address to the conference mavors, held in Washington week. It reads:

In some parts of the world a form of family ownership still prevails. However, such customs and practices never owed their existence to communistic incentives in the accepted sense. Family ownership originated when the races were nomadic was retained by them for a long time after they had fixed habitations. The male head of the family was considered the nominal owner of the property and through him the members of the family had a vested right of enjoyment. The family solidity was primarily due to the necessity for protection, though community of ancestor worship and the sacred fire were also contributing factors. Such a family was a political unit and its property rights were recognized by other families or units. The individuals in each family were united by blood, marriage or adoption. Family ownership prevailed in the early phases of Hamitic, Semitic, Mongolian and Aryan divisions of the human race. As civilization advanced the individual found that he no longer needed the strength of the family for his protection for the state undertook that duty. Mindful of this new security the individual quickly accumulated property which he held distinct from any family property and the law recognized his right to acquire, retain and dispose of it. The law protected the individual in this right and granted remedies for its infringement. Today communism does not contemplate any ties of blood, marriage, or adoption to hold it together. There is no similarity between the ancient military state that was totally lacking in those refinements that we identify with an advanced civilization.

The speculator should be allowed a fair percentage for his investment. But he should not be allowed to hire necessary foodstuffs and raise the price just because there happens to be shortage of that produce. If you pay a man a certain sum of money not to raise a certain article there is bound to be shortage of that particular article. There is where the keen middle man steps into the picture and chuckles to beat the band. They should turn off his gas.

The Board met in regular session. Present Supervisors John C. Mitchell, Chairman, Wm. C. Jerome, LeRoy E. Lyon, N. E. West and the Clerk. Absent Supervisor Willard Smith.
Minutes of the previous meeting were read and approved.
Demands on the County of Orange were allowed as read.
Notice of Change. Old Age Security was granted Charles Baird, Sarah Boird, Leonard Moree, Ella Morse, Oscar Dahlouist, Wm. E. Gates, Henry Holloway, and John Calkins.
Old Age Security was granted John Otto and Ruel Bussev.
Change Children's Aid was granted Family Name Velasquez, Velasquez, Perez and Simmons.
Cancellation Transfer Agreement Old Age Security granted Andrew Mecklenborg, and Chairman and Clerk were authorized to sign same.
Old Age Security Act Transfer was granted Eugene D. Ladd.
County Auditor was authorized to draw a warrant for registration deputies as set forth in certified list presented by the County Clerk.
Chairman and Co. Auditor were authorized to sign the project for the purpose of furnishing adult supervision for NYA projects for Orange County.
Shooting Club License was granted Blue Wing Shooting Club.
Agricultural Pest Control Licenses were granted as per recommendation of the Agricultural Commissioner.
PERIAL Highway was adopted.
Appraisal board County Flood and Control was designated.

Chairman and Clerk were authorized to execute a Grant Deed for Tri-County Farm property to the County of Riverside.
