Soil Conservation Association Form
About 45 property owners operators met recently at the Toro CCC Camp to formally organize the "El Toro Soil Conservation Association" and adopt titles of Association.
The purpose of the new organization, as set forth in the Association is "to promote cooperation of all reside farmers and landowners in Fort to prevent and control erosion, and—to cooperate with Soil Conservation Service of United States Department of culture and agencies of the of California in carrying out inventive measures and conducting demonstrational and control projects."
Officers and directors of the society were elected as President, Ben Osterman, El vice-president, Raymond Proe El Toro; secretary, Harvey nett, El Toro; treasurer, Jose Daguerre, El Toro; Ernest Irvine, was elected as the member of the board of directors.
The Association will coop with the Soil Conservation Service and the Agricultural Extension Service in conducting field and erosion control demonstrations during the year. W.B. per, Agriculturist from the Paula headquarters of the Conservation Service, and Advisor Harold E. Wahlberg R. D. Perry, project engineer collaborating with the director and members of the new Association.

THE FARMER'S CORNER

Some sage philosopher of things political once remarked that governmental reforms are often more dangerous than the evils they seek to correct!
Quite probably, the philosopher was billous, or at least unduly cynical, at the time of his epigrammatic outburst, but the fact remains that his statement is all too true in many instances.
The present agitation for a One-House Legislature in California—the so-called unicameral system—is a striking case in point.
Undoubtedly well-intentioned and honestly proposed, the unicameral plan is nonetheless ten times more dangerous to the welfare of California government and California citizens than any of the governmental evils which it seeks to eliminate.
To rural and agricultural California, in particular, it would mean absolute surrender to the domination of the cities in all state legislation. And such a surrender, in the final analysis, would be as disastrous to city residents as to the farmer.
Rural California's voice in the present legislative set-up is the result of a determined campaign some years ago by the California Farm Bureau Federation, the Agricultural Council of California, the California Farmers' Union, and other farm groups, culminating in the enactment of the so-called "federal plan" of legislative representation.
Under the "federal plan," with the cities. Although far from perfect, the present set-up has at least required a policy of "live and let live" which has prevented flagrant discrimination against any group or area.
The so-called unicameral legislative system may be adaptable to some states, where city-rural lines are not sharply drawn. In Nebraska, for example—the only State which has adopted the plan—rural areas would dominate any legislative set-up, whether based on territory or population. But in California, the situation is radically different.
Population is the sole basis of representation under the One-House Plan. And in California, three metropolitan counties—Los Angeles, San Francisco and Alameda—represent a population of 3,317,000, or nearly 500,000 more than one-half of the State total.
In other words, as Senator Charles H. Deuel of Chico, one of the state's ablest rural legislators, already has pointed out, the One-House Legislature would be A CITY LEGISLATURE, with the country districts tagging along as the tail to the kite. There can be no escape from that conclusion.
An urban-dominated Legislature might mean gross tax discrimination; it might mean that the bulk of the tax burden would be passed back to the country districts, either by an ad valorem tax, or some other measure which would fall most heavily on the man least able to pay; it might mean control.

Under the "federal plan," the Assembly districts are apportioned solely on a population basis, with the result that Los Angeles, San Francisco and Alameda counties control 46 of the 80 Assembly votes, with the remaining 34 votes scattered among the other 55 counties.
Senate districts, under the present plan, however, are apportioned on a basis of both population and territory, with the members from rural areas in the majority.
The net result is a "balance of power" between the two houses—one urban controlled and the other predominantly rural—which has compelled the cities to recognize the rights of the country districts, and the farm areas to deal fairly

The handwriters in Washington are busy scribbling political omens on the wall these days. In a few weeks the legislative halls will be filled with Senators and Representatives, convening for the second session of the 74th Congress. What will they do? What will they be asked to do? Will it bring an end to the White House domination, a trend which was noticeable toward the close of the last session?
One of the answers probably will be found as the case history unfolds on a letter sent by the House Expenditures Committee to all executive departments—a letter which has led to the discovery that a resolution pledging economy in government was adopted secretly before adjournment of the last Congress. The letter to department heads asked for definite suggestions for cutting expenses and promoting efficiency in the tangle of agencies that has grown up around Washington at such high cost.

Coupled with statements of Chairman Buchanan of the House Appropriations Committee (another Democrat) that the end of billion dollar blank checks had come, the letter apparently had but one meaning. Members of Congress have heard from home. It is perhaps one of
