Death rides the highways of rural California more recklessly and disastrously than the congested, traffic-tangled streets of California cities!
During last year, the motor vehicle death toll on country roads and highways shot far ahead of metropolitan traffic fatalities for the first time in the state's history.
And at the end of the year, rural areas, counting their dead, faced an alarming total of 1464 killed, in addition to thousands of mained and injured. Deaths in accidents on city streets for the same period totaled 1341.
Such are the challenging findings of the State Department of Motor Vehicles following a state-wide survey of traffic accidents to determine causes and fix responsibility for the state's appalling motor death roll.
Of vital importance to Californias' country districts is the conclusion reached by the state department that, "During the last three years the brunt of the problem has been moving to the rural areas."
The greater percentage of motor vehicle accidents, the study revealed, occurred in the cities, but only 5.1 per cent of the city collisions resulted in fatalities, while 15.9 per cent of the accidents outside of the Metropolitan districts were death crashes.
And the explanation of the three-to-one higher death ratio on the open road, according to the investigators lies in the foot that stricter enforcement regulations regarding brakes and lights for both cars and commercial vehicles, and an intensive public educational program to promote safe driving are some off the suggestions made for meeting the problem.
California farm organizations—and California farmers, as individuals—certainly should lend wholehearted cooperation to the safety program, for farmers, together with other rural residents, are in the unfortunate position of occupying the front lines. A toll of 270,000 killed or injured in six years — California's "record" for the six years just ended—is a disgraceful action should be taken to stamp out the conditions which made it possible.

And the explanation of the three-to-one higher death ratio on the open road, according to the investigators, lies in the fact that rigid city speed limits act as a curb on recklessness, while open country is taken as an invitation to "hit it up". As conclusive evidence of the soundness of this analysis, the state survey disclosed that approximately 65 per cent of all motor vehicle fatalities occur in collisions at speeds in excess of 45 miles per hour.
"Seldom, if ever, is there a death in a traffic accident that involves a collision of a vehicle traveling 20 miles per hour or less," the report states. "Fatalities increase in something like geometric proportion upward with the speed of the vehicle at the time of the accident." Then, in recommendation, the report asserts: "Motor vehicle fatalities in California can be reduced from 10 to 25 per cent within a year, as soon as excessive speed can be effectively checked."
In accidents involving two or more vehicles, the survey disclosed that 27.5 per cent of the crashes involved a collision between trucks and passenger cars; 2.7 per cent involved collisions between two trucks, or other freight vehicles, and 40.4 per cent passenger cars only.
"The data suggest that the collisions involving freight vehicles are more numerous than they should be," according to the findings of T. H. Dennis, state highway maintenance engineer, "for freight vehicles are approximately 15 per cent of all registered vehicles, yet they are directly involved in 30.2 per cent of the accidents studied.
"Clearly," an examination of these accidents is in order."

AN ORDINANCE OF THE CITY OF ANAHEIM, AMENDING SECTION 1 OF ORDINANCE NO. 568 OF THE CITY OF ANAHEIM, ENTITLED, "AN ORDINANCE OF THE CITY OF ANAHEIM RELATING TO THE SALE OR OTHER DISTRIBUTION OF GOODS, WARES AND MERCHANDISE IN THE CITY OF ANAHEIM AT Auction, AND PROVIDING LICENSES IN CONNECTION THEREWITH, PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS:
SECTION 1. That section 1 of ordinance No. 568 of the City of Anaheim, entitled, "An Ordinance of the City of Anaheim relating to the sale or other Distribution of Goods, Wares and Merchandise in the City of Anaheim at Auction, and Providing Licenses in Connection therewith, Providing Penalties for Violation thereof, and Repealing all Ordinances or Parts of Ordinances in Conflict therewith," be and the same is hereby amended to read as follows:
Section 1. It shall be unlawful for any person to sell or exhibit for sale by way of auction, except under and by virtue of legal process, any property, real or personal, within the limits of the City of Anaheim, without first obtaining the proper license therefor, as hereinafter provided, and any such auctioneer's license granted hereunder shall not be assignable or transferable, except upon the approval of the City Council of the City of Anaheim.
SECTION 2. All ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 3. The City Clerk shall cause this ordinance to be published once in the Anaheim Gazette, a newspaper published and circulated in the City of Anaheim, and the same shall be in full force and effect thirty (30) days from and after its final passage.
