Governor Signs Jones Moratorium Act; Is Now Law
(Editor's Note: The following letter which is being sent to all county committees of the Farm Debt Adjustment Committees will be of interest to many of our readers and for that reason we are printing it in its entirety).
June 27, 1935.
To Chairman of County Farm Debt Adjustment Committees, Gentlemen:
As you are probably aware through press reports, the Governor has signed the Jones Moratorium Act and it is now part of the law of California.
I am informed by legal counsel that this new law is not only workable but in some degree will take the place of the Frazier-Lemke Amendment declared unconstitutional by the United States Supreme Court.
Knowing that frequent inquiries are being made to you by anxious farmer-debtors, I believe it will be useful to point out at the present time that so far as those petitioners are concerned, we took advantage of sub-section (s) of Section 75, the so-called Frazier-Lemke Amendment, the initiative of getting their cases restored to a different status lies both with them and with their creditors.
In this connection, there is now a case before the United States District Court here in which an order has been signed on petition of the debtor, referring his case to the Conciliation Commissioner, thereby again placing him under Section 75.
Accompanying this order of reference is a restraining order preventing an advertised foreclosure on his property. Such action had to be initiated by the debtor himself, since under sub-section (s) the case had passed from the jurisdiction of the Conciliation Commissioner and can be restored to him only on order of the Court.
If a petition for dismissal is filed by the creditor, I understand that the Court has no alternative in the matter but must dismiss the case, thereby placing the petitioner again under the jurisdiction of the State Courts and subject to whatever action might be taken against him before he filed under Section 75.
Also, it may be pointed out that under the regular bankruptcy practice the petitioner, who has gone under sub-section (s), may avail himself of the regular bankruptcy proceedings.
If there are any further questions regarding this procedure not covered by this circular, I shall endeavor to secure for you the desired information.

Transfer of Funds from Unbudgeted Reserve Fund to Advertising Fund was ordered made.
Transfer Funds to General Road Fund was ordered made.
Transfer of Funds from Welfare Fund to General Road Fund was made.

Junk Dealers License was granted Richard Carlton.
R. L. Patterson City Engineer of Newport Beach was authorized to request the U. S. War Department to establish a uniform pier head line at Newport Harbor in line with map as submitted to the Board of Supervisors.
It was ordered to appropriate $600.00 from the County General Fund for experimental sewage treatment plan.
Resolution for Aid to the City of San Clemente from the Motor Vehicle Fuel Fund was regularly passed and adopted.
Resolution for Aid to the City of Laguna Beach from the Motor Vehicle Fuel Fund was regularly passed and adopted.
Resolution for Aid to the city of Tustin from the Motor Vehicle Fuel Fund was regularly passed and adopted.
The Board adjourned to July 2nd, 1935 at 10 A.M.

An announcement was made this week of the merging of the Patten-Blinn Lumber company and the Smith Lumber Company, with the Patten-Blinn company taking over the latter.
The two plants will be maintained as they are for the present according to the announcement.

Adult Swim Classes To Be Held Tuesdays
The plan to hold the adult swimming classes on Wednesday nights, as part of the recreational program for Anaheim plunge, has been changed to Tuesday, according to an announcement made this week.
One meeting will be held on Tuesday each week and one meeting will be held on some other night each week.
