Elementary Budget Adopted Tuesday Eve
Superintendent M. A. Gauer of the Anaheim elementary school system presented to the board of education Tuesday night a budget call for an expenditure of $137,895 for the coming year, as against $131,195 for this year. Total increase amount is for capital expenditure. Supt. Gauer explained, stating that salaries, and other expenses will be the same. The budget will be sent to the county superintendent of schools by July 15, after which it will be returned for a public hearing August 7 at 7:30 p.m. in Fremont school.
The board adopted the following calendar for next year: School opens Sept. 17; Armistice day Monday, Nov. 12; Thanksgiving, Nov. 29 and 30; Christmas, Dec. 20 to Jan. 1, inclusive; Easter April 13 to 21, inclusive; Decoration day May 30, closing, June 14.

8 Million Bid of RFC Is Accepted
Notification of the acceptance of a reconstruction finance corporation bid on $8,064,000 of Colorado river aqueduct bonds is on its way to Washington, following action taken by the board of directors of the metropolitan water district.
The tender was issued by the federal corporation and accepted by the water district in accordance with an agreement between the two organizations under which the R. F. C. pledged itself to bid on purchase aqueduct bonds up to $40,000,000.

NOTICE IS HEREBY GIVEN that on the 25th day of June, 1934, at the hour of 10:00 o'clock A.M. of said day, at the North entrance to the Hall of Records, in the City of Santa Ana, County of Orange, State of California, the BANK OF AMERICA NATIONAL TRUST AND SAVINGS ASSOCIATION, (the successor to all the rights, powers and duties of Bank of Italy National Trust and Savings Association, a banking association, organized and existing at the time of the execution of the deed of trust hereinafter referred to) as Trustee under a certain deed of trust executed by FRED H. MARSH and MIMA M. MARSH, his wife, and recorded August 19, 1929, in Book 298, page 389, of Official Records of Orange County, California, which was given to secure a promissory note for the sum of FIVE THOUSAND FIVE HUNDRED AND NO/100 Dollars ($5,500.00), with interest at the rate of eight per cent per annum, principal and interest payable in monthly installments of $63.25 each, on the first day of each and every month, beginning September 1, 1929, in accordance with the terms of said deed them for the par value every share of the capital association held or owned respectively, at the time and I hereby direct J.R. Receiver heretofore apply all necessary proceeding otherwise, to enforce to said individual liability shareholders.

Of all the emergency work programs initiated by President Roosevelt in his fight against depression and unemployment, the civilian conservation corps program—designed especially to aid the youth of the nation—undoubtedly ranks as one of the most successful, if the projects are evaluated both from the standpoint of temporary relief and permanent benefits.
Balancing the ledger on the CCC camps for the first year, the forest service of the United States department of agriculture finds that more than 600,000 young men were employed, and that their earnings—paid to the boys and their dependents—amounted to $77,000,000.
In addition, approximately $145,000,000 went into the purchase of equipment and supplies for the camps, thereby helping business and industry.
But of even greater importance, the work provided was on constructive forestry and conservation projects, productive of lasting benefit not only to the men themselves but also to the economic life of the country. "It has benefitted the health and morale of these youths, trained them in vocations and aided in their education," reports S. B. Show, the regional forester.
California, due to the fact that more of the camps were located here than in any other state, will share largely in the permanent benefits of the emergency program, according to Forester Show. To California agriculture, the work will pay cash dividends, he declares, both in increased protection from fire losses, and in flood and erosion control.
During the first year of the CCC camps in California, the new construction included 923 miles of fire breaks, 2,225 miles of truck trails, 1,332 miles of telephone lines, 2,173 miles of clearing along roads and trails, fireproofing of 37,124 acres of forest land, 321 miles of horse and foot trails and the clearing of 1,262 acres for public camp grounds.
Erosion control work was completed on 6,940 acres; eradication of the pine bark beetle was undertaken on 17,105 acres; more than 2,000 acres were reforested; tree and plant disease control work was carried on extensively; topographic surveys covered some 100,000 acres; 414 bridges and 130 ranger and guard stations were built, and 104 acres were cleared for airplane landing fields. The emergency workers also served as fire-fighters, according to the report, and saved thousands of dollars in fire losses.

The forest service, due to long-term plans for the protection and development of the national forests, prepared years in advance, was a dominant factor in making the emergency program a practical program, with lasting benefits.
From the standpoint of the taxpayer, however, the CCC projects have also brought a new problem—the requirement for appropriations to maintain the physical improvements, such as fire breaks, roads and trails, telephone lines, look-out towers, ranger stations and public camp grounds.
It is a problem familiar to the individual in his everyday life. A larger house inevitably means higher taxes, higher upkeep and greater overhead. And every addition to the house of government likewise brings an upward turn in the cost of maintenance.
The only sound approach to the problem is to balance costs against probable savings. Permanent improvements which have cost many millions of dollars should not be lost or impaired for lack of maintenance, if the benefits—in actual cash savings and increased earnings—are substantially greater than the cost of upkeep.
But it is equally true that the taxpayer can not afford to maintain uneconomic projects which came into being solely as a result of emergency conditions. There must be sound and honest appraisals in Washington if the nation is to salvage much of permanent, practical value from the billions spent in "artificial respiration."
