That many motorists suffer from the "jitters" through the actions of other car operators was revealed in a recent check-up by an inquisitive reporter on a busy boulevard. Interviewing various persons along his "beat," he labeled their statements as "pet traffic peeves." My pet traffic peeve, reported a housewife, "is the driver always in a hurry, who is always dodging in and out of traffic, and almost running you into the curb." One policeman reported that his pet traffic peeves were "those people who insist upon parking their cars at a three-quarter angle on narrow busy streets," and "the guy who is continuously tooting his horn when he knows he can't go any faster." Another officer, who happened to be stationed in a city park, stated that his pet traffic peeve was "the kids who insist upon roller skating or riding bicycles, running into people and causing disturbances." My pet peeve," stated a printer, "is the driver who simply has to beat the lights. Many an accident is caused by such persons." Another of his peeves is "the driver who decides to make a left turn on a crowded boulevard, and ties up traffic with strong possibilities of collision." Another man, who had had little experience in driving a car, reported that his pet peeve was "due to over-crowded boulevards." While some specialty crops have not fared well, particularly cherries and apricots, the aggregate of California's agricultural production probably will be of equal or greater value in 1934 than it was in 1933. Center St. Logan Jackson Announces Candidacy For Re-election As Orange County Sheriff Goes Before People of County on Platform of Results; Sheriff Points to Record in Office as Justification for Re-election to Office; Recognizes Necessity of Economy There is no reason to believe that Orange county will be less critical this year than it was four years ago in selection of its sheriff; right and wrong are quite as important considerations now as they were then, and the need of a sure enforcement of law and order is even more pronounced, declared Sheriff Logan Jackson, in making formal announcement of his candidacy for re-election. "My candidacy will go before the public this year on a platform of results," said Jackson's announcement. "Results count. Not promises, not failures, but actual accomplishment." In the matter of law enforcement it is especially important now, with a steadily growing threat from the more serious forms of crime and disorder, that the county should know the character of its protection. "It is right that the county should demand a close acquaintance with its sheriff, such as that provided by the long and continuous residence of the present sheriff in the county, a period of 31 years. State to Stay in Citric Acid And Pectin Business Expert Finds Italy Trying to Produce By-Products in Competition with California Returning from an extended business trip to Europe, C. P. Wilson, assistant manager of the products department of the California Fruit Growers Exchange reported to the Exchange board that export trade in citrus by-products was improving somewhat and that California will be able to stay in the citric acid and pectin business in competition with Italy. He visited England, where the products department maintains a sales office in London, and in Germany, Russia and Italy. "The Italian lemon growers are having a very difficult time both on fresh fruit and by products," said Mr. Wilson. He found that by-product factories in Sicily are using practically all the manufacturing methods and machinery in use here by the Exchange products companies, although they use much more hand labor because of the ex- SHERIFF LOGAN JACKSON "It is proper that the public should examine his record; learn the principles and policies that guide his administration and base its judgment upon what it finds. The law and order question in Orange county at the present time is not one wisely left to chance or promise. What a sheriff will do can best be judged by what he has done. "I came to the sheriff's office three and a half years ago with the purpose of establishing a progressive organization and constructive program to combat crime and disorder. The teletype and radio systems that have since been installed in the sheriff's office are examples of this purpose. It will not be disputed that they represent, unquestionably, the greatest forward steps in law enforcement that Orange county has seen in its entire history. I need make no apology for advocating the expenditure required for these improvements, for they not only mean increased protection but actually constitute an economy. It is a well recognized truth that prevention of crime, or its discouragement by swift retribution, means a smaller tax bill. "Another example of the purpose described is found in the personnel. It is no secret in Orange county that the keynote of the campaign for the sheriff's office four years ago was the restoration of integrity to that office. Since then, constant attention has been given to the building of a staff founded on devotion to duty, personal integrity and intelligence, these being necessary complements to ability. The induction of young college men into the sheriff's organization fits into this plan of welding a clean-cut law enforcement unit. "The public, of course, must judge whether results have been obtained. It must judge whether there has been more than mere coincidence in the fact with Italy. He visited England, where the products department maintains a sales office in London, and in Germany, Russia and Italy. "The Italian lemon growers are having a very difficult time both on fresh fruit and by products," said Mr. Wilson. He found that by-products factories in Sicily are using practically all the manufacturing methods and machinery in use here by the Exchange products companies, although they use much more hand labor because of the extremely cheap labor available. The Italian by-products people are working on pectin production and expect to enter competition with California on this product. They are also trying to produce and market a liquid pectin in Europe. Mr. Wilson found that Russia has three pectin factories, government-owned and operated, as is everything there. Russia is experimentally manufacturing vitamin C concentrates from three non-citrus sources. They raise some citrus along the Caspian Sea and the industry is reported growing. He reported that sale of concentrated orange and lemon juice and canned grapefruit juice is meeting increasing competition in England from other fruit juices such as pineapple. Canned grapefruit and canned or barrelled grapefruit juice from every producing section, including South Africa, has lowered the market to an unprofitable level for the grower. The "Buy British Made and Help British Trade" movement extends to citrus products from British possessions. Mr. Wilson commented on the excellent cooperation afforded him by U.S. consular representatives in Europe. Pump Efficiency Will Be Studied Farm Advisor to Announce the Dates for Two Tests to be Made in Orange County There are over 1500 pumping plants in operation in Orange county during the irrigation season; according to data from the assessor's office and public utilities. A considerable number of these are operating at low efficiency because of changing pumping lifts and often worn or inadequate equipment. In many cases it has been found that nominal changes in the equipment will materially increase the efficiency of the pumping plant and thus reduce the unit cost of water as well as labor of irrigation connected with it. LLOYD H. BANKS ing in the newspapers of Orange county this week. Banke is a graduate of the well known Eastman College at Poughkeepsie, N.Y., and has specialized in the preparation of the budget system which will enable legislative bodies to insure a maximum of service at a minimum cost, without sacrificing the efficiency of the service. Under his direction the city of Santa Ana has been able through the present economic stress to carry through an effective administration without impairing either organization morale or solvency. He would apply the same principles to county government, and says he is sure his system will save the county taxpayers a considerable sum. Banks was for five years on the committee of budgeting and auditing, took the short course in public administration held at the University of Southern California, and took the course for public officials in accounting. His friends feel that his preparation and experience qualifies him as an exceptionally strong candidate. Excellent Orange Market is Found (Continued from page 1) volume of oranges being handled at an excellent price. 5—Exports this year are bringing prices comparable to the domestic market. The favorable exchange rate has much to do with this condition. Under the citrus prorate, California is shipping 1680 cars of oranges this week, all but 30 cars of which come from below the Tehachapi. Those 30 cars are from Tulare county, which is cleaning up its crop and all of them are out of storage. All of the 1650 remaining cars are from Southern California valencia districts, with Orange county getting most of the allotment. Anaheim district this week is shipping a total of 120 cars for domestic market this week and 16 cars for export. This is divided, with the Anaheim Co-operative sending 30 cars for domestic consumption, and six cars export. The four citrus associations shipping under the Central Orange County Citrus Exchange are sending 90 cars to the domestic market, and 10 cars for export, this week. Last week, Since then, constant attention has been given to the building of a staff founded on devotion to duty, personal integrity and intelligence, these being necessary complements to ability. The induction of young college men into the sheriff's organization fits into this plan of welding a clean-cut law enforcement unit. "The public, of course, must judge whether results have been obtained. It must judge whether there has been more than mere coincidence in the fact that Orange county is an oasis of peace and quiet among the disturbances that have plagued counties all about us; that attempts to incite labor troubles, such as the milk strike, were promptly stamped out before they could gain headway; that no major crimes of this administration's tenure remain unpunished, and that uncaptured murderers of former administrations have been brought to justice under the present administration. "It is not too much to suggest that these things do not just happen; that they represent definite preparedness and equipment for the task ahead. Nor is it untimely to suggest that the very safety of the county in the months ahead depends upon the vigor and integrity of the county's chief enforcement agency, the sheriff's office. "Protection of person and property, with full respect for constitutional guarantees, has been and will always be a primary purpose of this administration. "Like other public officials, I recognize the necessity of economy in government, and while providing adequate protection against crime, which is the first duty of this office, have not lost sight of the pressing burden upon the taxpayer. "In conclusion, let me refer the question of this administration's success to the last Orange county grand jury, which reported thus: "We feel that Orange county is fortunate in having a man of the character and ability of Logan Jackson in charge of the (sheriff's) department." There are over 1500 pumping plants in operation in Orange county during the irrigation season; according to data from the assessor's office and public utilities. The agricultural extension service and water committee of the Farm Bureau are planning to sponsor two pump test demonstrations for Orange county pump owners and operators, which will be held June 26 and 27. These meetings will feature actual tests of the plants and point out needed changes to improve their efficiency. Following these tests, other plants will be visited where definite changes have been made and cheaper water obtained. Announcement of the locations of these demonstration plants will be made next week by the farm advisor's office. Advises Check Up On Disposal Units During slack periods of regular farm work, the sewage disposal system should be checked up on, according to W. M. Cory, assistant farm advisor, to see that it will not cause trouble in the near future. Perhaps by so doing inconvenience and loss of time will be avoided. Cesspools, sewer lines and even drainage lines from septic tanks have a habit of stopping up occasionally. It is better to anticipate trouble when the time can be spared than to wait until time can be taken very conveniently from other tasks. WELFARE COST REPORTED Welfare expenditures of $63.54 aided 32 families and 122 people during the month of May, councilmen were informed Tuesday evening. from Southern California valencia districts, with Orange county getting most of the allotment. Last week, California shipped 1400 cars to the domestic market. Exceptionally high prices shown for a few days last week were caused, in the opinion of several experts, by an under estimation of the ability of Eastern markets to absorb shipments. When prices began to rise abruptly, cars consigned to the Midwest were reissigned to the East, and shipments enlarged here to fill in the Midwest, thus making an effort to keep prices at a high, stable figure instead of precipitously climbing and causing a reaction among consumers. Commenting on the market situation, Markell said: "Prices on the eastern markets are higher than they have been at any time in the past three years, and returns to the California producers are rolling in at the rate of approximately two million dollars weekly, on the basis of present prices. Due in part to a combination of favorable marketing conditions, this most gratifying situation was largely created and sustained by the regulated shipments under the marketing agreement. "Similar strong market situations have developed frequently in the past, but they have usually terminated quickly, and often disastrously, by the growers and shippers moving fruit greatly in excess of the markets requirements," explained Mr. Markell. "This was natural," he said. "and almost inevitable, under the former free for all marketing methods. High prices are attractive bait. It is very difficult for a grower to resist the temptation to move his entire..." CITY AUDITOR REPORTS City Auditor Beatrice Miller reported $5013.25 on accounts receivable, $38.96 appropriations, $662.81 miscellaneous revenues, and $329.10 plunge revenues at the city council meeting Tuesday night. crop when prices reach unusually attractive levels. But the trouble is that while one grower may do so without disturbing the market, every grower has an equal right to his fair share of the market, and all cannot ship unlimited quantities without overloading the markets and demoralizing prices. "The individual grower who insists upon taking advantage of a situation of this sort probably does not stop to consider his obligation toward his fellow growers. They all have the same desire to unload on a high market, but most growers realize that they cannot do so without wrecking prices for a long period of time," said the government official. "Unfortunately there are always enough who will not play fair to necessitate regulations and restrictions that will force them to do so."
