Beaches Sharing Greater Portion Of County Taxes
More Harbor Cities Pay Into Coffers, The Less Ranch Owners Must "Divvy Up"
Development of Orange county's shoreline increases the taxes which the coastal district pays into the county treasury at Santa Ana, and cuts down the proportion of taxes to be paid by ranchers and other interior property owners, according to actual facts and figures made public recently by the Orange County Harbor association as a convincing argument as to why all taxpayers, and especially ranchers, should vote for the harbor district proposal on the Dec. 19 ballot.
A narrow coast strip, from Seal Beach to San Clemente, which was assessed at $6,328,630 has grown to an assessed valuation for county tax purposes of $28,271,010 the figures show, and taxes paid to the county by this narrow strip were nearly $400,000 more this past year than in 1919, which lessened to that extent the tax total borne by ranchers and home owners in inland portions of the county.
In the 14 years since the county first took a hand in the development of Newport Bay, the assessed valuation of Newport Beach alone, as fixed by County Assessor James Sleeper, grew from $1,177,730 to $5,703,400, it was shown.
San Clemente, assessed at barley-land figures just a few years ago, has a county assessed value at present of $1,353,245, while Doheny Park and Dana Point, similarly situated show a corresponding increase.
Since oil valuations are rapidly declining, and this deficit must be made up by other taxpayers, it behooves them to encourage creation of new taxable wealth along the coastline to prevent

Because of this unusual feature, they continued, taxpayers away from the coastline have the unique opportunity, which comes only once in a lifetime, of voting for a bond issue to reduce their future tax costs, as well as showing their loyalty to the Government and its labor-creating recovery program. A vote for the harbor district is therefore a vote for lower taxes and also a vote to help Uncle Sam build a real federal harbor in Orange county.

The smallness of the harbor development cost to taxpayers was shown by the statement that the property owner paying $104 in county taxes on property assessed at $10,000 would pay an average of $2.50 per year additional for the harbor, and the highest rate would be $3.50 the first year, which would gradually reduce each year a retired.
With such a nominal great possibilities for future overwhelming vote for December 19 is anticipated.

Enjoy Big Party
Sophomore girls in the classse of Miss Velda Barnes, Miss Dora Jean Golden and Miss Jane Van Booven at the Anaheim union high school enjoyed a "kids' party" Saturday evening.
Santa Claus appeared in time to brighten up countenances. The girls, in short skirts and ribbons in their hair, enjoyed the evening a great deal. Teachers served Christmas refreshments at the close of the program.

Agreement Ready to Prorate Navels If Necessary; Long Sought Goal Achieved
"The signing of both the California-Arizona and the Florida citrus marketing agreements and licenses in Washington today to be effective next Monday, December 18, means that the result that practically all citrus growers and most of us interested in citrus marketing have been working for since last July is achieved," said Paul S. Armstrong, General Manager, California Fruit Growers Exchange, on Thursday.
"The Exchange appointed its representatives to the growers' advisory and distribution committees some weeks ago," he said. "Members of these committees from the other marketing groups will be named immediately if they have not already been selected, and it is up to these men to set up the machinery for operation under the California and Arizona agreement."
"Representatives of the AAA from Washington are now in Los Angeles, and at their request a meeting of the growers' advisory committee will be held Saturday, December 16, to discuss plans for the administration of the agreement."

Andrew Smiley and Dan S. Halladay Are Chosen by Inter-County Farm Bureau
Andrew Smiley, manager Richland Walnut association, Orange, and Dan S. Halladay, walnut grower of Santa Ana, were elected chairman and secretary, respectively, at the annual meeting of the inter-county walnut growers department of the Southern County Farm bureau, which was recently held at the California Walnut Growers association headquarters in Los Angeles. Smiley succeeds A. J. McFadden of Santa Ana, who held the office of chairman for the past two years. Mr. Halladay succeeds Smiley who has been secretary during the same period.
W. L. Collier, Ventura, was elected vice-president of the group, which is made up of representatives from Orange, Los Angeles, San Bernardino, Riverside, Ventura and Santa Barbara counties. The inter-county department cooperates with the agricultural extension service in its educational and economic projects throughout the walnut growing districts of Southern California. The annual walnut growers institute and annual field day are held under the auspices of the two organizations.
The program of work determined upon for the coming year includes:

Each proposal or bid must be accompanied by a certified or cashier's check payable to the City of Anaheim in an amount of not less than 10% of the amount of the proposal or bid.
Each bidder shall file with his proposal a certificate of compliance with NRA in connection with PWA projects.
