Anaheim Quiet As Prohibition Ended Tuesday

dates varying according to the tax. The federal gasoline tax will be reduced from 1½ to 1 cent on January 1, while corporations will not be required to pay a 5 per cent cent excess-income levy on net income over a 12½ per cent of the adjusted declared value of their capital stock, effective July 1. Most other federal taxes affected, including the 5 per cent assessed to dividend recipients, will become inoperative on the first of the year. Federal income from these sources will be made up by taxes on liquor, which a special congressional committee is studying now with the avowed purpose of putting on a tax high enough to bring in maximum returns, yet low enough to eliminate as far as possible bootlegging, which evades taxation.
The state board of equalization this week made known several regulations regarding its policy in handling liquor within the state. The rulings are:
1. All existing licenses to handle liquor of more than ½ of one per cent alcoholic content, beer being the only beverage now licensed, will be cancelled and new licenses must be obtained.
2. Dealers "on sale" licenses for beer and wine will not be licensed to sell any other liquor. "On sale" licenses permit sale for consumption both on and off the premises.
3. Premises for "off sales" business, which means consumption off the premises, must be open to the street or other place freely accessible to the public, and must be so designed with the use of clear glass in the front, or other construction as to afford an unobstructed view from the street or other place of public access.
4. Wholesale liquor licenses will not be issued for premises having a retail license, or vice versa; nor where such premises communicate. Premises must be maintained in the same arrangement.
Twenty-Thirtians Fill Club Roster
Seven members were initiated at Monday night's meeting of the Anaheim 20-30 club, bringing the membership to its full quota for the first time. Those given the club rites by Fullerton's team, are:
Frank Shinner, Allen Wisner, Robert Koontz, Clifford Haskell, William Puffer, Louis Wright and Arthur Clodt.
Past District Governor Ralph Layton of Fullerton related the history of the club, while District Governor Joe Ogle of Santa Ana were an honored guest and speaker. Forty members and guests attended.

Also consideration should be given to the removal of the loosely attached brick veneer on the exterior walls as it is likely to be broken and dislodged by an earthquake. Complete physical separation of the colonnaded connecting corridors from the adjacent building is advisable; such a separation should be made sufficiently wide to allow for the unlike deflections of the buildings when they are acted upon by seismic forces.

Manchester Wins New Lease of Life
Persons interested in immediate development of Manchester boulevard through Orange county are urged by Highway Commissioners P. A. Stanton of Anaheim and Harry Hopkins of Taft to prepare an outline of co-operation between Los Angeles and Orange counties and submit it to the commission's meeting December 15 at Long Beach.
The recommendation was made Friday night when 75 persons met at Norwalk to discuss the project. Among Anaheimers attending were Mr. Stanton, Secretary George W. Reid of the chamber of commerce, Chairman J. B. Collings of the local Manchester boulevard group; and Chairman Lotus H. Loudon of the Economic Council of Southern California.

THE MOST GLAMorous holiday gift you could present yourself and family, is that although these buildings in their present state do not provide the strength generally necessary to support the required dead and live loads, the correction of the defects and weaknesses previously indicated will provide structures suitable to sustain the vertical loads imposed by the present occupancy. However, considerable reconstruction of the present structures and additional new construction will be necessary in order to provide the strength necessary to resist the lateral forces produced by severe wind storms or major earthquakes. Should it be desired to repair the buildings and provide lateral force resistant structures, the following suggested items should be given consideration in the plans for reconstruction:
A. The present deficient bearing walls should be removed and replaced with more resistant construction.
B. Horizontal diaphragms or bracing should be installed at the roof and suspended floor levels in conjunction with adequate vertical structural elements to receive and transmit the lateral loads from the horizontal members through suitable foundations to the ground. These vertical elements man consist of the reconstructed walls combined with supplementary transverse walls or frames.
C. The proper reinforcement of the roof construction should be made in order to support the required dead and live loads.
D. The remaining defects and weaknesses previously mentioned should be corrected.
If the development of an earthquake resistant building is undertaken, the design of the lateral force system should include consideration of the relative rigidities of the various resisting elements as well as the torsional effects induced by the extreme irregularity in the shape and character of the construction. It is probable that a practical solution to this latter difficulty may be found in the physical separation of the building into several independent units.

This building does not provide that strength generally required for sustaining vertical loads, however, such strength might be developed through the installation of repairs and reinforcement to the roof and other framing noted herein as deficient. In addition if a lateral force resistant structure is to be developed so as to assure reasonable safety to occupants at all times, extensive reconstruction of the present building and a large amount of new structural material will be necessary.
Should it be found desirable to alter the building and to provide an earthquake resistant structure the following additional items are suggested for consideration:

Grapes Lead Number Of Oct. Inspections
Grapes led in the number of inspections made in October by the bureau of shipping point inspection, state department of agriculture, according to the monthly report. During the month, certificates were issued on 3,538 shipments of grapes, and 1,549 tomatoes. Other commodities certified included apples, 353 inspections; pears, 321 inspections; lettuce, 168 inspections; and peas, 122 inspections.
The total of 6,475 inspections for the month included the number shown for each of the following districts:
Lodi, 1,077; Dinuba, 812; Fresno, 772; Modesto, 624; San Francisco, 519; San Jose, 517; Santa Maria, 466; Watsonville, 433; Oxnard, 255; Salinas, 220; Sacramento, 174; San Diego, 111; Los Angeles, 68; Ontario, 61; Orange county, 129; Penryn, 40; Placerville, 2.
Old Timers Recall Lumber Schooners At Newport Harbor
Vivid Scenes of 40 Years Ago In Memory As Bond Issue Up December 19.
Old-time commercial and shipping activities centered about Newport Bay are being recalled by many old-time residents of this community, in connection with the harbor improvement program which will be voted throughout Orange county on December 19.
Vivid scenes of forty years ago, when two lumber schooners were tied to the Newport wharf unloading their cargoes, while others waited to unload, and shipping activities of the McFaddens with their railroad from Newport to Santa Ana are being called to mind by pioneer residents.
Others look back to the 70's and 80's when coastwise ships came in over the bar, and unloaded their lumber cargoes at the "Old Landing," below the bluff where the golf clubhouse stands. In various parts of the county old-timers are pointing out old houses which were built from lumber landed at Newport Bay prior to the time that the Southern Pacific railroad purchased the McFadden railroad interests and diverted the Newport Bay commerce elsewhere.
Returning commerce through the Orange county port, along with pleasure and naval activities, are being envisioned by harbor supporters as the time approaches for voting upon the new harbor proposition whereby the Federal government will pay two-thirds of the cost if Orange county will provide one-third.

Modern Rustlers Leave No Trail
Modern cattle rustlers, working with automobiles, give Idaho ranchers more trouble than the spectacular cowboy raiders of the frontier days.
The twentieth century rustlers drive quietly to a pasture, run the cattle they want into their motor truck and speed away before their presence is known.
The ranchers find it more difficult to track the trucks then they did the horses the frontier rustlers used.
Navy To Welcome Completion For Newport Harbor
"If You Are Looking Ahead You Will Build This Harbor," Says Navy District Commander
The United States Navy would welcome the development of Orange county's harbor at Newport Bay and will use it for light draft vessels, such as submarines, destroyers, and sub-chasers, according to Commander Herbert A. Jones, director inspector Eleventh Naval District, Naval Reserves, speaking before a group of harbor enthusiasts in Orange county.
"If you are looking ahead you will build this harbor project." Commander Jones said.
"The Navy could use such a harbor between San Pedro and San Diego, and will use it when the entrance is made safe and the 20-foot channel is completed, according to your plans which have already been approved by the Army Engineers at Washington, who will supervise and direct the program."
Commander Jones' statement removed all doubts as to usage of Orange City Electrician Irl Babcock of West Grove, Ore., credits his base playing ability for a "bird of a cat he made. On his meter-reading routine he roused a covey of quail. One directly by him. Babcock reached picked a bird out of the air like a ball.
Stuffing it into his pocket, he went back to the city hall and recounted tale. No one believed him until pulled the quail from his pocket.

California growers and shippers are showing keen interest in the plans for the annual California fruit growers and farmers convention, to be held in Modesto, December 13 and 14. Speakers of national reputation will be heard on subjects of vital importance to California agriculture. The convention is sponsored by the state department of agriculture.
Commander Jones' statement removed all doubts as to usage of Orange county's harbor by the Navy, which in turn, it was pointed out, will result in government maintenance of the harbor entrance so that no added costs may be feared by Orange county voters.
It was also pointed out by harbor supporters that army and navy expenditures have "made" San Diego, that the Navy spends some two million dollars per month in the Long Beach-San Pedro area, and to get the Navy started using Newport Bay will prove a great thing for Orange county business interests and property owners.

of Woodland any worry.
Accused of disturbing the peace, Jack
was taken into custody and found guilty
in court. When the judge learned
Nichols was working regularly he decreed the five-day sentence should be
served on successive week-ends.
The hours of incarceration were placed at 7:30 each Saturday evening until 7:30 Sunday evening.
