In order to speed final consideration of the $170,000,000 great central valley water project, Governor Rolph called a special election for December 19.
While there still is time for the initiative against the 2½ per cent sales tax to qualify for the special election, state officials believe the campaign against the tax is moving slowly and consider it unlikely the necessary 110,811 signers will be obtained in the near future. These officials are particularly anxious that the tax, not considered perfect by any means, be given a fair trial.
Mrs. Rheba Crawford Splivalo, director of the state department of social welfare, has a number of movie offers under consideration, but is afraid the 15 pounds she gained recently may bar her from the screen. The big trouble so far, however, has been the failure of the movie companies to offer her a story with the proper message on humanity and social welfare.
Once famous as the "Angel of Broadway" when she worked with the Salvation Army, a story of the Salvation Army may be worked out for her.
In the opinion of Ray L. Riley, California has placed its state government on a solvent basis as a result of passage of the sales tax. In support of this claim he pointed out that the market demand for California bonds is increasing steadily throughout the United States.
Having worn boots ever since he was five years old, Governor Rolph finally had to give up and don a pair of plain shoes. An attack of rheumatism made the process of pulling on the famous Rolphian boots too painful, and shoes were ordered by his physician until his feet are back to normal.
SECTION 5.* The County Clerk shall receive a salary of three thousand eight hundred twenty-five dollars per annum; provided, that there shall be and there is hereby allowed to the County Clerk one deputy for each department of the Superior Court, which offices are hereby created, as provided in Section 4290 of the Political Code of the State of California, said deputies shall be appointed by said County Clerk, shall be courtroom clerks of the departments of the Superior Court, and shall each receive a salary of two thousand forty dollars per annum. There shall be also, and is hereby allowed the said County Clerk one deputy who shall be known and designated as "chief deputy," and one deputy to be known and designated as "Master Calendar deputy," and four office deputies and one copyist, which offices are hereby created. Said Deputies shall be appointed by the County Clerk; the chief deputy shall receive a salary of Two thousand four hundred dollars per annum, the master calendar deputy shall receive a salary of two thousand ninety-five dollars per annum; one of the office deputies to receive a salary of one hundred seventy dollars per month; one of the office deputies to receive a salary of one hundred thirty-six dollars per month; and two of the office deputies, each to receive a salary of one hundred twenty-seven dollars and fifty cents per month, and the copyist to receive a salary of one hundred twelve dollars and fifty cents per month; all of said salaries shall be paid by the said County in monthly installments at the same time, in the same manner and out of the same fund as the salary of the county clerk is paid. In the registration of voters, as required by law, said county Clerk shall appoint an additional deputy or deputies, who shall receive the sum of seven and one-half cents per name for taking the affidavits of registration outside of the office of said county clerk and the claims for their services at said rate shall be presented to and allowed by the board of supervisors as other claims are presented and allowed.

Earl Lee Kelley, state director of public works, and C.H. Purcell, flatly denied there has been any discrimination in the change of specifications for cement to go into the Oakland-San Francisco bay bridge. Both officials said that all major cement companies could furnish the cement required. It had been charged that the specifications favored one particular company.
Holdover Liquor Case Was Problem
What to do with "holdover" liquor cases, if and when the 18th amendment is repealed, isn't cause for much worry around federal offices in Sacramento.
Plans recently were announced by Washington officials for the review of liquor action awaiting decision after the expected discarding of national prohibition becomes effective. Thousands of such cases still remain on court calendars, it was said.
In federal court here, however, only one liquor case is left on the docket.
ORDINANCE NO. 319
AN ORDINANCE FIXING AND REGULATING THE COMPENSATION OF COUNTY OFFICERS, DEPUTIES, ASSISTANTS AND EMPLOYEES OF ORANGE COUNTY OTHER THAN THE MEMBERS OF THE BOARD OF SUPERVISORS, THE DISTRICT ATTORNEY AND AUDITOR.
The Board of Supervisors of the County of Orange, State of California, does ordain as follows:
SECTION 1. Various county officers of the County of Orange, State of California, shall have deputies, assistants, clerks, stenographers, attaches and other employees to be appointed as in this Ordinance set forth and provided.
SECTION 2. Each deputy to be employed from time to time in the various county offices must at the time of his or her appointment be of the age of twenty-one (21) years a citizen of the county. Clerk shall appoint an additional deputy or deputies, who shall receive the sum of seven and one-half cents per name for taking the affidavits of registration outside of the office of said county clerk and the claims for their services at said rate shall be presented to and allowed by the board of supervisors as other claims are presented and allowed.
In each year in which a general election is held, the county clerk may appoint assistant clerks which offices are hereby created, and whose compensation shall not exceed the sum of two thousand seven hundred dollars in the aggregate of all assistants so employed.
All fees received by this office shall be turned over to the county and become the property of the county. All of the provisions of this paragraph are to apply to present incumbents.
SECTION 6. The Sheriff shall receive a salary of two thousand eight hundred ninety-two dollars per annum, and such mileage as is now allowed by law, and also, all fees for service of papers in actions arising outside of this county; provided, that there shall be and hereby is allowed to the sheriff twenty-one deputies whose offices are hereby created, and who shall be appointed by the sheriff, and shall be paid salaries as follows: One chief deputy sheriff at a salary of two thousand two hundred ninety-five dollars per annum; one deputy sheriff, to act as fingerprint expert and photographer, at a salary of two thousand two hundred ninety-five dollars per annum; one deputy sheriff to act as assistant fingerprint expert and photographer, at a salary of one thousand five hundred thirty dollars per annum; one deputy sheriff to act as assistant fingerprint expert and stenographer, at a salary of one thousand four hundred eighty-five dollars per annum; six deputy sheriffs at a salary of one thousand seven hundred eighty-five dollars each per annum; one deputy sheriff to act as jailer at a salary of one thousand seven hundred eighty-five dollars each per annum; two deputy sheriffs to act as assistant jailers at a salary of one thousand five hundred thirty dollars each per annum; one deputy sheriff to act as office deputy at a salary of one thousand six hundred thirty-two dollars per annum; three deputy sheriffs to act as court bailiffs in the several departments of the superior court at a salary of one thousand three hundred fifty dollars each per annum; one deputy sheriff to act as stenographer at a salary of one thousand five hundred thirty dollars per annum; provided, that the board of supervisors may re the compensation shall—not in the sum of eighteen any one year; and that the tax

SECTION 2. Each deputy to be employed from time to time in the various county offices must at the time of his or her appointment be of the age of twenty-one (21) years, a citizen of the State of California and an elector of the County of Orange, and their powers, duties and qualifications shall be such as are provided by law. All clerks, attaches and other persons to be employed from time to time in the various offices and departments of work in the County, shall exercise such powers and perform such duties as may be prescribed and required by their respective principals in office.
SECTION 3. The compensation of officers, deputies, assistants, clerks, attaches and other persons to be employed from time to time in the several offices of the County and all such other persons as may be employed by the Board of Supervisors, is fixed, prescribed and regulated as hereinafter in this Ordinance set forth and provided, and said compensation shall be full compensation for the services required of them by law or by virtue of their offices.
SECTION 4. Every county officer immediately upon entering upon his term of office and from time to time thereafter whenever a vacancy shall exist shall appoint all deputies, assistants, clerks, attaches and other persons employed or serving in his office or under such officer and may remove any such person so appointed by him at any time for cause satisfactory to himself; provided that the number and compensation of such persons shall be prescribed by the Board of Supervisors from time to time, and provided further, that the appointment of any deputy must be made in writing and filed in the office of the County Clerk.
SECTION 5. Recorder. The recorder shall receive a salary of three thousand sixty dollars per annum; provided that there is and there is hereby allowed the recorder seven deputies, who shall be appointed by the recorder, and shall be paid the following salaries, to-wit: one chief deputy at a salary of two thousand forty dollars per annum; one deputy (who shall have charge of the Torrens Title work) at a salary of one thousand seven hundred eighty-five dollars per annum; three deputies at a salary of one thousand six hundred thirty-two dollars each per annum; one deputy at a salary of one thousand five hundred thirty dollars per annum. The salaries of said deputies shall be paid by the act as turnkeys in the jail at a salary of one thousand five hundred thirty dollars each per annum; one deputy sheriff to act as office deputy at a salary of one thousand six hundred thirty-two dollars per annum; three deputy sheriffs to act as court bailiffs in the several departments of the superior court at a salary of one thousand three hundred fifty dollars each per annum; one deputy sheriff to act as stenographer at a salary of one thousand five hundred thirty dollars per annum; provided that the board of supervisors may in its discretion appoint five deputy sheriffs to be known as the "farm detail," who may be appointed by a majority of the board of supervisors with the approval of the Sheriff, who shall operate under the jurisdiction of the Sheriff and who shall be subject to discharge by the Sheriff or a majority of the board of supervisors, and who shall receive a salary of one thousand five hundred and sixty dollars each per annum. The salaries of all said deputies shall be paid by said county in equal monthly installments at the same time, in the same manner and out of the same funds as the salary of the Sheriff is paid. All fees and commissions except as heroinbefore in this paragraph mentioned, shall be turned over to the county, and become the property of the county. All paragraphs relating to salaries of deputies shall apply to incumbents.

SECTION 9. Treasurer. The treasurer shall receive a salary of three thousand sixty dollars per annum. There is hereby allowed to the treasurer two deputies, which offices are hereby created, who shall be appointed by the treasurer and receive the following salaries: one chief deputy, two thousand one hundred sixty-eight dollars per annum; one deputy, one thousand seven hundred eighty-five dollars per annum; also such assistants as the treasurer may require; provided that the compensation of such assistants shall not in the aggregate exceed the sum of one thousand three hundred fifty-dollar in any one year; and provided further, that the treasurer shall file with the county auditor a verified statement showing in detail the amounts and the persons to whom said compensation is paid. The salaries of such deputies and assistants herein provided for shall be paid by the said county in monthly installments at the same time, in the same manner and out of the same fund as the salary of the treasurer is paid. All fees received by this office shall be turned over to the county and become the property of the county, except that the treasurer shall have, and is hereby allowed for his services the fees, commissions and compensation allowed to him by the Inheritance Tax Act of California.
SECTION 10. Tax Collector. The tax collector shall receive a salary of three thousand four hundred dollars per annum. There shall be and there is hereby allowed to the tax collector the following deputies whose offices are hereby created and who shall be appointed by the tax collector; one chief deputy at a salary of two thousand one hundred sixty-seven dollars and fifty cents per annum; one deputy at a salary of one thousand six hundred and thirty-two dollars per annum; one deputy at a salary of one thousand four hundred fifty-eight dollars per annum; one deputy at a salary of one thousand three hundred fifty-dollar per annum; and such assistants as the tax collector may require; provided that the compensation of such assistants shall not in the aggregate exceed the sum of eighteen thousand dollars in any year; and provided further, that the tax collector shall be appointed by the district attorney, who shall receive a salary of two thousand forty dollars per annum. All of said salaries shall be paid in equal monthly installments at the same time, in the same manner and out of the same fund as the salary of the district attorney is paid; provided further, that the district attorney, in addition to the salary herein fixed, shall be allowed his traveling and other personal expenses incurred in criminal cases arising in the county, and in civil actions and proceedings in which the county is interested and all other expenses necessarily incurred by him in the investigation and detection of crime, the prosecution of criminal and civil actions and proceedings, and all other matters in which the county is interested, all of which said charges and expenses so incurred by him shall be a legal charge against the county. The provisions of this paragraph relating to deputies and assistants shall apply to incumbents.
SECTION 13. Coroner. The coroner shall be entitled to such fees as are now or may hereafter be allowed by law.
SECTION 14. Public Administrator. The public administrator shall be entitled to such fees as are now or may hereafter be allowed by law.
SECTION 15. Superintendent of schools. The superintendent of schools shall receive a salary of three thousand two hundred thirty dollars per annum, and his actual travelling expenses when visiting the schools of the county. There is hereby allowed to the superintendent of schools the following deputies: one office deputy at a salary of one thousand six hundred fifty-seven dollars and fifty cents per annum; one office deputy at a salary of one thousand four hundred eighty-five dollars per annum; which offices are hereby created and who shall be appointed by the said superintendent of schools. The salaries of the said deputies herein provided for shall be paid by said county in monthly installments at the same time and in the same manner and out of the same funds as the salary of the superintendent of schools is paid. All fees pertaining to this office shall be paid to the county. The provisions of this paragraph relating to deputies shall apply to incumbents.
SECTION 16. The surveyor. The surveyor shall receive as compensation ten dollars per day for each day actually employed by the county.
SECTION 17. Justices. Justices of the peace should receive the following monthly salaries to be paid each month in the same manner and out of the same fund as county officers are paid, which shall be in full for all services rendered by them as such officers:
(1) In townships having a population of thirty thousand or over, on hundred fifty-seven dollars and fifty cents per month;
(2) In townships having a population of more than twenty thousand and not exceeding thirty thousand, on hundred thirty-five dollars per month;
(3) In townships having a population of more than fifteen thousand and not exceeding twenty thousand, on hundred eighteen dollars and seventy five cents per month;
(4) In townships having a population of more than twelve thousand and not exceeding fifteen thousand, ninety-five dollars per month;
(5) In townships having a population of more than six thousand and not exceeding twelve thousand, seventy-five dollars per month;
(6) In townships having a population of more than three thousand and not exceeding six thousand, fifty dollars per month;
(7) In townships having a population of less than three thousand, twenty-five dollars per month; provided further, that each constable shall receive his actual and necessary expenses incurred in conveying prisoners to the court, or to the county jail. In addition to the compensation received in criminal cases, each constable shall receive and retain for his own use, such fees as are now or may hereafter be allowed by law for all services performed by him in civil actions, provided in townships having a population of thirty thousand or more, there shall be one deputy constable, who shall act as office deputy for the constables office said deputie constable to be appointed by the constables of said townships subject to the confirmation of such appointment by the board of supervisors, said deputie constable to receive ninety-five dollars per month, the said salary to be paid monthly as salaries of other officers are paid.
SECTION 20. Live stock inspector. A live stock inspector to be appointed by the Board of Supervisors and who shall receive for his services one thousand six hundred twenty dollars per annum; which shall be in full payment for all expenses incurred and services rendered by said inspector.
SECTION 21. Population of Townships. For the purposes of Sections 17 and 19 of this Ordinance, the popula-

The provisions of this paragraph relating to deputies and assistants shall apply to the incumbents.

(3) In townships having a population of more than fifteen thousand and not exceeding twenty thousand, one hundred eighteen dollars and seventy-five cents per month.
(4) In townships having a population of more than twelve thousand and not exceeding fifteen thousand, one hundred eighteen dollars and seventy-five cents per month.
(5) In townships having a population of more than nine thousand and not exceeding twelve thousand, ninety-five dollars per month.
(6) In townships having a population of more than six thousand and not exceeding nine thousand, seventy-five dollars per month.
(7) In townships having a population of more than three thousand and not exceeding six thousand, fifty dollars per month.
(8) In townships having a population of less than three thousand, twenty-five dollars per month.
SECTION 18. Justice Clerks. In townships having a population of thirty thousand or more, there is hereby created an office to be known as clerk of the justice court, which office shall consist of one clerk and one deputy clerk, both to be appointed by the justice of the peace to hold office during the pleasure of said justice of the peace, who shall receive the following salaries: the clerk of the justice court
SECTION 20. Live stock inspector. A live stock inspector to be appointed by the Board of Supervisors and who shall receive for his services one thousand and six hundred twenty dollars per annum; which shall be in full payment for all expenses incurred and services rendered by said inspector.
SECTION 21. Population of Townships. For the purposes of Sections 17 and 19 of this Ordinance, the population of the several judicial townships shall be determined by the United States census taken in 1930; provided that the board of supervisors of said county may each four years thereafter cause a census of any or all townships in the County to be taken for the purpose of determining the population of said township or townships upon which to base the salaries of justices of the peace and constables.
SECTION 22. Court Interpreter. The Board of Supervisors may appoint a court interpreter which office is hereby created. Said interpreter shall receive a salary of one hundred fifty dollars per month in full compensation for all services rendered by him, and shall pay all fees received by him into the County Treasury.
SECTION 23. Sealer of Weights and Measures. The sealer of weights and measures shall receive a salary of One Hundred Twenty-seven dollars and fifty cents per month and shall have one deputy sealer of weights and measures who shall receive a salary of one hundred twenty-seven dollars and fifty cents per month.
SECTION 24. Probation Officer. The probation officer shall receive a salary of Two Hundred Dollars per month. SECTION 25. County Librarian. The County Librarian shall receive a salary of Twenty-one Hundred Dollars per annum, and there shall be and there is hereby allowed to said Librarian such assistants, clerks, stenographers and employees as the Board of Supervisors may determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such purpose.
SECTION 26. Agricultural Commissioner. The Agricultural Commissioner shall receive a salary of Three Thousand Three Hundred Dollars per annum; provided that there shall be and there is hereby allowed to the Commissioner the following deputies, inspectors and clerks to be appointed by said Commissioner, which positions are hereby created, and the salaries are hereby fixed as follows, to-wit:
(a) Three deputy agricultural commissioners at a salary of two thousand four hundred dollars each per annum.
(b) One deputy agricultural commissioner for bacteriological work at a salary of two thousand forty dollars per annum.
(c) The commissioner is also authorized and empowered to appoint not to exceed eleven inspectors at a monthly salary of one hundred forty-eight dollars and fifty cents each during the time actually employed; and five inspectors at a compensation of four dollars and fifty cents per diem each during the time actually employed, but the aggregate amount which may be expended in any year for all such five inspectors shall not exceed thirty-three hundred dollars.
(d) The Commissioner is also authorized and empowered to appoint not to exceed one clerk at a monthly salary of one hundred twenty-seven dollars and fifty cents, during the time actually employed, one clerk at a monthly salary of one hundred twelve dollars and fifty cents, during the time actually employed, and one clerk at a monthly salary of ninety-five dollars, during the time actually employed a salary of Eighteen Hundred Dollars per annum, and there shall be and there is hereby allowed to said Superintendent such assistants, employees and attaches as the Board of Supervisors may determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such purposes.
SECTION 35. Superintendent of the County Garage. The Superintendent of the County Garage shall receive a salary of Twenty-four Hundred Dollars per annum, and there shall be and there is hereby allowed the said Superintendent such mechanics, helpers and laborers as the Board of Supervisors shall determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such purposes.
SECTION 36. The Secretary of the Planning Commission. The Secretary of the Planning Commission shall receive a salary of Twenty-five-five dollars per month.
SECTION 37. The County Game Warden. The County Game Warden shall receive a salary of Fifty Dollars per month.
SECTION 38. In addition to the officers, assistants, deputies, employees and attaches hereinbefore in this Ordinance mentioned and provided the Board of Supervisors by a majority vote may at any time fix and allow salaries for additional deputies and may at any time appoint and employ, or cause to be appointed and employed from time to time as many attaches, clerks and employees as now or may hereafter be required and that in the judgment of the Board of Supervisors may be necessary to perform the duties and services in any and all offices of the County and all departments in the County, or any subdivision thereof, found necessary to be done and performed in doing the work usually done or required by law to be done in serving the interests of the public; all such clerks, attaches and employees shall be paid by the County for any and all such services and employment such salary, wage or other compensation as

The Superintendent of the County Hospital and County Farm shall receive a salary of Fifty-seven Hundred Dollars per annum, and there shall be and there is hereby allowed to said Superintendent such physicians, nurses, clerks, attaches and employees as the Board of Supervisors may determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such assistants.

The Director of the Department of Social Welfare, which office is hereby created, shall receive a salary of Thirty-two Hundred and Forty Dollars per annum, and there shall be and there is hereby allowed to said Director such assistants, clerks, stenographers, agents and employees as the Board of Supervisors may determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such purpose.
