Golf Cup Home Again George T. Bargain Rates for Hunters This Year California's Fish and game bureau is offering hunters and fishermen bargain rates this year or replacement licenses! As director of Natural Resources Dan H. Blood pointed out in his report to Governor Rolph, the cost for duplicating lost licenses has been cut by legislators. SECTION 5. The County Clerk shall receive a salary of three thousand eight hundred twenty-five dollars per annum; provided that there shall be and there is hereby allowed to the County Clerk one deputy for each department of the Superior Court, which offices are hereby created, as provided in Section 4290 of the Political Code of the State of California, said deputies shall be appointed by said County Clerk, shall be courtroom clerks of the departments of the Superior Court, and shall each receive a salary of two thousand forty dollars per annum. There shall be also, and is hereby allowed the said County Clerk one deputy who shall be known and designated as "chief deputy," and one deputy to be known and designated as "Master Calendar deputy," and four office deputies and one copyist, which offices are hereby created. Said Deputies shall be appointed by the County Clerk; the chief deputy shall receive a salary of Two thousand four hundred dollars per annum, the master calendar deputy shall receive a salary of two thousand two hundred ninety-five dollars per annum; one of the office deputies to receive a salary of one hundred seventy dollars per month; one of the office deputies to receive a salary of one hundred thirty-six dollars per month; and two of the office deputies, each to receive a salary of one hundred twenty-seven dollars and fifty cents per month, and the copyist to receive a salary of one hundred twelve dollars and fifty cents per month; all of said salaries shall be paid by the said County in monthly installments at the same time, in the same manner and out of the same fund as the salary of the county clerk is paid. In the registration of voters, as required by law, said county Clerk shall appoint an additional deputy or deputies, who shall receive the sum of seven and one-half cents per name for taking the affidavits of registration outside of the office of said county clerk and the terms for their services at said rate shall be presented to and allowed by the board of supervisors as other claims are presented and allowed. In each year in which a general election is held, the county clerk may county in equal months at the same time, in the same time and out of the same salaries of the county. The compensation of officers, deputies, assistants, clerks, attaches and other persons to be employed from time to time in the several offices of the County and all such other persons as may be employed by the Board of Supervisors, is fixed, prescribed and regulated as hereinafter in this Ordinance set forth and provided, and said compensation shall be full compensation for the services required of them by law or by virtue of their offices. Every county officer immediately upon entering upon his term of office and from time to time thereafter whenever a vacancy shall exist shall appoint all deputies, assistants, clerks, attaches and other persons employed or serving in his office or under such officer and may remove any such person so appointed by him at any time for cause satisfactory to himself; provided that the number and compensation of such persons shall be prescribed by the Board of Supervisors from time to time, and provided further that the appointment of any deputy must be made in writing and filed in the office of the County Clerk. The recorder may also appoint such number of copyists as may be required, who shall be paid by the county at the rate of four cents per folio. The compensation of such copyists shall be paid monthly upon claims duly presented to and allowed by the board of supervisors as other claims are presented and allowed; provided, also, that in counties of this class there shall be and is hereby allowed the recorder such additional assistants and deputies as the recorder may require to properly and efficiently care for the work of the office, and whose compensation in the aggregate shall not exceed two thousand and seven hundred dollars in any one year. All fees and commissions received by this office shall be turned over to the county, except that the recorder shall be and is hereby allowed for his services such compensation as is allowed by section 3079 of the Political Code. SECTION 8. Auditor. There shall be and there is hereby allowed to the county auditor the following deputies, whose offices are hereby created and who shall be appointed by the auditor and receive the following salaries: One chief deputy, two thousand two hundred ninety-five dollars per annum; three deputies, one thousand five hundred thirty dollars each per annum; one deputy, one thousand three hundred fifty dollars per annum; one deputy assistant penalty segregation clerk, one thousand five hundred thirty dollars per annum; and such other assistants as the auditor may require; provided, that the compensation of such assistants shall not in the aggregate exceed the sum of five thousand two hundred fifty dollars in any one year; and provided further, that the auditor shall file with the county clerk a certified statement showing in detail the amounts and the persons to whom said compensation is paid. The salaries of said deputies and assistants herein provided for shall be paid by the fees and commissions, including commissions on poll taxes, collected by this office shall be turned over to the county and become the property of the county. The provisions of this paragraph relating to deputies shall apply to incumbents. SECTION 12. District Attorney. There shall be and there is hereby allowed to the district attorney, one chief deputy to be known as assistant district attorney, and four deputies, all to be appointed by the district attorney, all of whom shall be regularly admitted to practice before the courts of the State of California, and said assistant shall receive a salary of two thousand eight hundred eighty dollars per annum; one deputy to receive a salary of two thousand eight hundred eighty dollars per annum; one deputy to receive a salary of two thousand eight hundred eighty dollars per annum; one deputy to receive a salary of two thousand eight hundred eighty dollars per annum; and one deputy to receive a salary of two thousand forty dollars per annum, which said salaries shall be paid by the county in equal monthly installments at the same time, in the same manner and out of the same funds as the salary of the district attorney one secretary at a salary of one thousand seven hundred eighty-five dollars per annum, one etenographer at a salary of one thousand three hundred fifty dollars per annum; and one clerk to act as stenographer and telephone operator at a salary of one thousand one hundred and forty dollars per annum; all to be appointed by the district attorney and a detective to be known as county investigator, to be appointed by the district attorney, who shall receive a salary of two thousand forty dollars per annum. All of said salaries shall be paid in equal monthly installments at the same time, in the same manner and out of the same fund as the salary of the district attorney is paid; provided further, that the district attorney, in addition to the salary herein fixed, shall be allowed his traveling and other personal expenses incurred. SECTION 19. Constables. Constables shall receive the following monthly salaries, to be paid each month in the same manner, out of the same fund as other officers are paid, which salaries will fall for all services rendered. assistant penalty segregation clerk, one thousand five hundred thirty dollars per annum; and such other assistants as the auditor may require; provided, that the compensation of such assistants shall not in the aggregate exceed the sum of five thousand two hundred fifty dollars in any one year; and provided further, that the auditor shall file with the county clerk a certified statement showing in detail the amounts and the persons to whom said compensation is paid. The salaries of said deputies and assistants herein provided for shall be paid by the said County in monthly installments at the same time, in the same manner and out of the same fund as the salary of the auditor is paid. SECTION 9. Treasurer. The treasurer shall receive a salary of three thousand sixty dollars per annum. There is hereby allowed to the treasurer two deputies, which offices are hereby created, who shall be appointed by the treasurer and receive the following salaries: one chief deputy, two thousand and one hundred sixty-eight dollars per annum; one deputy, one thousand seven hundred eighty-five dollars per annum; and also such assistants as the treasurer may require; provided, that the compensation of such assistants shall not in the aggregate exceed the sum of one thousand three hundred fifty dollars in any one year; and provided further, that the treasurer shall file with the county auditor a verified statement showing in detail the amounts and the persons to whom said compensation is paid. The salaries of such deputies and assistants herein provided for shall be paid by the said county in monthly installments at the same time, in the same manner and out of the same fund as the salary of the treasurer is paid. All fees received by this office shall be turned over to the county and become the property of the county, except that the treasurer shall have, and is hereby allowed for his services the fees, commissions and compensation allowed to him by the Inheritance Tax Act of California. SECTION 10. Tax Collector. The tax collector shall receive a salary of three thousand four hundred dollars per annum. There shall be and there is hereby allowed to the tax collector the following deputies whose offices are hereby created and who shall be appointed by the tax collector, one chief deputy at a salary of two thousand one hundred sixty-seven dollars and fifty cents per annum; one deputy at a salary of one thousand six hundred and thirty-two dollars per annum; one deputy at a salary of one thousand four hundred fifty-eight dollars per annum; one deputy at a salary of one thousand three hundred fifty dollars per annum; and such assistants as the tax collector may require; provided, that the compensation of such assistants shall not in the aggregate exceed the SECTION 13. Coroner. The coroner shall be entitled to such fees as are now or may hereafter be allowed by law. SECTION 14. Public Administrator. The public administrator shall be entitled to such fees as are now or may hereafter be allowed by law. SECTION 15. Superintendent of schools. The superintendent of schools shall receive a salary of three thousand two hundred thirty dollars per annum, and his actual traveling expenses when visiting the schools of the county. There is hereby allowed to the superintendent of schools the following deputies: one office deputy at a salary of one thousand six hundred fifty-seven dollars and fifty cents per annum; one office deputy at a salary of one thousand four hundred eighty-five dollars per annum; which offices are hereby created and who shall be appointed by the said superintendent of schools. The salaries of the said deputies herein provided for shall be paid by said county in monthly installments at the same time and in the same manner and out of the same funds as the salary of the superintendent of schools is paid. All fees pertaining to this office shall be paid to the county. The provisions of this paragraph relating to deputies shall apply to incumbents. SECTION 16. The surveyor. The surveyor shall receive as compensation ten dollars per day for each day actually employed by the county. SECTION 17. Justices. Justices of the peace shall receive the following monthly salaries to be paid each month in the same manner and out of the same fund as county officers are paid, which shall be in full for all services By and said clerk shall collect and receive all civil fees, all fines and forfeitures in criminal actions and pay the same to the authorities regularly entitled to receive them at the time and in the manner provided by law. SECTION 19. Constables. Constables shall receive the following monthly salaries, to be paid each month in the same manner, out of the same fund as other officers are paid, which salaries shall be in full for all services rendered by them in criminal cases: (1) In townships having a population of thirty thousand or over, one hundred fifty-seven dollars and fifty cents per month; (2) In townships having a population of more than twenty thousand and not exceeding thirty thousand, one hundred thirty-five dollars per month; (3) In townships having a population of more than fifteen thousand and not exceeding twenty thousand, one hundred eighteen dollars and seventy-five cents per month; (4) In townships having a population of more than twelve thousand and not exceeding fifteen thousand, ninety-five dollars per month; (5) In townships having a population of more than six thousand and not exceeding twelve thousand, seventy-five dollars per month; (6) In townships having a population of more than three thousand and not exceeding six thousand, fifty dollars per month; (7) In townships having a population of less than three thousand, twenty-five dollars per month; provided further, that each constable shall receive his actual and necessary expenses incurred in conveying prisoners to the court, or to the county jail. In addition to the compensation received in criminal cases, each constable shall receive and retain for his own use, such fees as are now or may hereafter be allowed by law for all services performed by him in civil actions, provided, in townships having a population of thirty thousand or more, there shall be one deputy constable, who shall act as office deputy for the constables office, said deputy constable to be appointed by the constables of said townships, subject to the confirmation of such appointment by the board of supervisors, said deputy constable to receive ninety-five dollars per month, said salary to be paid monthly as salaries of other officers are paid. SECTION 20. Live stock inspector. A live stock inspector to be appointed by the Board of Supervisors and who should receive for his services one thousand six hundred twenty dollars per annum; which shall be in full payment for all expenses incurred and services rendered by said inspector. hereby created and who shall be appointed by the tax collector, one chief deputy at a salary of two thousand one hundred sixty-seven dollars and fifty cents per annum; one deputy at a salary of one thousand six hundred and thirty-two dollars per annum; one deputy at a salary of one thousand four hundred fifty-eight dollars per annum; one deputy at a salary of one thousand three hundred fifty dollars per annum; and such assistants as the tax collector may require; provided that the compensation of such assistants shall not in the aggregate exceed the sum of eighteen thousand dollars in any one year; and provided further, that the tax collector shall file with the county auditor a verified statement showing in detail the amounts and the persons to whom said compensation is paid. The salaries of said deputies and assistants herein provided for shall be paid by the said county in monthly installments at the same time and in the same manner and out of the same funds as the salary of the tax collector is paid. The provisions of this paragraph relating to deputies and assistants shall apply to the incumbents. SECTION 11. The assessor. The assessor shall receive a salary of three thousand eight hundred twenty-five dollars per annum. There shall be allowed to the assessor the following deputies whose offices are hereby created and who shall be appointed by the assessor; one deputy who shall be chief deputy at a salary of two thousand four hundred dollars per annum; two office deputies at a salary of one thousand seven hundred eighty-five dollars each per annum; and such office and field deputies as the assessor may require and whose compensation in the aggregate shall not exceed thirty thousand dollars per annum; and provided further, that the assessor shall file with the county auditor a verified statement showing in detail the amounts and the persons to whom such compensation is paid. The assessor shall also be allowed his necessary traveling expenses, not exceeding in any one year the sum of three hundred dollars. The salaries of such deputies shall be paid by the county in monthly installments at the same time, in the same manner and out of the same funds as county officers are paid. All fees pertaining to this once shall be paid to the county. The provisions of this paragraph relating to deputies shall apply to incumbents. SECTION 16. The surveyor. The surveyor shall receive as compensation ten dollars per day for each day actually employed by the county. SECTION 17. Justices. Justices of the peace shall receive the following monthly salaries to be paid each month in the same manner and out of the same fund as county officers are paid, which shall be in full for all services rendered by them as such officers: (1) In townships having a population of thirty thousand or over, one hundred fifty-seven dollars and fifty cents per month. (2) In townships having a population of more than twenty thousand and not exceeding thirty thousand, one hundred thirty-five dollars per month. (3) In townships having a population of more than fifteen thousand and not exceeding twenty thousand, one hundred eighteen dollars and seventy-five cents per month. (4) In townships having a population of more than twelve thousand and not exceeding fifteen thousand, one hundred eighteen dollars and seventy-five cents per month. (5) In townships having a population of more than nine thousand and not exceeding twelve thousand, ninety-five dollars per month. (6) In townships having a population of more than six thousand and not exceeding nine thousand, seventy-five dollars per month. (7) In townships having a population of more than three thousand and not exceeding six thousand, fifty dollars per month. (8) In townships having a population of less than three thousand, twenty-five dollars per month. SECTION 18. Justice Clerks. In townships having a population of thirty thousand or more, there is hereby created an office to be known as clerk of the justice court, which office shall consist of one clerk and one deputy clerk, both to be appointed by the justice of the peace to hold office during the pleasure of said justice of the peace, who shall receive the following salaries: the clerk of the justice court SECTION 20. Live stock inspector. A live stock inspector to be appointed by the Board of Supervisors and who shall receive for his services one thousand six hundred twenty dollars per annum; which shall be in full payment for all expenses incurred and services rendered by said inspector. SECTION 21. Population of Townships. For the purposes of Sections 17 and 19 of this Ordinance, the population of the several judicial townships shall be determined by the United States census taken in 1930; provided that the board of supervisors of said county may each four years thereafter cause a census of any or all townships in the County to be taken for the purpose of determining the population of said township or townships upon which to base the salaries of justices of the peace and constables. SECTION 22. Court Interpreter. The Board of Supervisors may appoint a court interpreter which office is hereby created. Said interpreter shall receive a salary of one hundred fifty dollars per month in full compensation for all services rendered by him, and shall pay all fees received by him into the County Treasury. SECTION 23. Sealer of Weights and Measures. The sealer of weights and measures shall receive a salary of One Hundred Twenty-seven dollars and fifty cents per month and shall have one deputy sealer of weights and measures who shall receive a salary of one hundred twenty-seven dollars and fifty cents per month. SECTION 24. Probation Officer. The probation officer shall receive a salary of Two Hundred Dollars per month. SECTION 25. County Librarian. SECTION 26. Agricultural Commissioner. The Agricultural Commissioner shall receive a salary of Three Thousand Three Hundred Dollars per annum; provided that there shall be and there is hereby allowed to the Commissioner the following deputies, inspectors and clerks to be appointed by said Commissioner, which positions are hereby created, and the salaries are hereby fixed as follows, to-wit: (a) Three deputy agricultural commissioners at a salary of two thousand four hundred dollars each per annum. (b) One deputy agricultural commissioner for bacteriological work at a salary of two thousand forty dollars per annum. (c) The commissioner is also authorized and empowered to appoint not to exceed eleven inspectors at a monthly salary of one hundred forty-eight dollars and fifty cents each during the time actually employed; and five inspectors at a compensation of four dollars and fifty cents per diem each during the time actually employed, but the aggregate amount which may be expended in any year for all such five inspectors shall not exceed thirty-three hundred dollars. (d) The Commissioner is also authorized and empowered to appoint not to exceed one clerk at a monthly salary of one hundred twenty-seven dollars and fifty cents, during the time actually employed, one clerk at a monthly salary of one hundred twelve dollars and fifty cents, during the time actually received a salary of Eighteen Hundred Dollars per annum, and there shall be and there is hereby allowed to said Superintendent such assistants, employees and attaches as the Board of Supervisors may determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such purpose. SECTION 35. Superintendent of the County Garage. The Superintendent of the County Garage shall receive a salary of Twenty-four Hundred Dollars per annum, and there shall be and there is hereby allowed the said Superintendent such mechanics, helpers and laborers as the Board of Supervisors shall determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such purposes. SECTION 36. The Secretary of the Planning Commission. The Secretary of the Planning Commission shall receive a salary of Twenty-five Dollars per month. SECTION 37. The County Game Warden. The County Game Warden shall receive a salary of Fifty Dollars per month. SECTION 38. In addition to the officers, assistants, deputies, employees and attaches hereinbefore in this Ordinance mentioned and provided, the Board of Supervisors by a majority vote may at any time fix and allow salaries for additional deputies and may at any time appoint and employ, or cause to be appointed and employed from time to time as many attaches, clerks and employees as now or may hereafter be required and that in the judgment of the Board of Supervisors may be necessary to perform the duties and services in any and all offices of the County and all departments in the County, or any subdivision thereof, found necessary to be done and performed in doing the work usually done or required by law to be done in serving the interests of the public; all such clerks, attachés and employees shall be paid by the County for any and all services and employment such Deputy. The County Statistician, which office is hereby created and who shall perform the duties designated by the Board of Supervisors, shall receive a salary of Sixteen Hundred Twenty Dollars per annum. SECTION 28. The Purchasing Agent. The Purchasing Agent shall receive a salary of Thirty-six Hundred Dollars per annum, and there shall be and there is hereby allowed to the Purchasing Agent one assistant, who shall receive a salary of Twenty-four Hundred and Thirty Dollars per annum, and there shall be and there is hereby allowed to said Purchasing Agent such clerks, attaches and employees as the Board of Supervisors may determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such assistants. SECTION 29. The County Health Officer. The County Health Officer shall receive a salary of Thirty-nine Hundred Dollars per annum, and there shall be and there is hereby allowed to the County Health Officer one Deputy Health Officer, who shall perform such duties as are prescribed by law and by the County Health Officer, and who shall receive a salary of Twenty-six Hundred and Seventy-three dollars per annum, and in addition thereto such nurses and assistants as the Board of Supervisors may determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such purposes. SECTION 30. The County Superintendent of Highways. The County Superintendent of Highways shall receive a salary of Four Thousand Five Hundred Dollars per annum, and there shall be and there is hereby allowed said Superintendent of Highways one Assistant Superintendent, who shall receive a salary of Twenty-four Hundred Dollars per annum, and in addition thereto such employees, accountants, bookkeepers, stenographers and other assistants, clerks and employees as the Board of Supervisors may deem necessary, whose salaries or wages shall not exceed the amount appropriated by the Board of Supervisors for that purpose. from time to time as many attaches, clerks and employees as now or may hereafter be required and that in the judgment of the Board of Supervisors may be necessary to perform the duties and services in any and all offices of the County and all departments in the County, or any subdivision thereof, found necessary to be done and performed in doing the work usually done or required by law to be done in serving the interests of the public; all such clerks, attaches and employees shall be paid by the County for any and all such services and employment such salary, wage or other compensation as in the judgment of the Board of Supervisors may appear just and reasonable. SECTION 39. Each and every county officer, deputy and assistant thereto shall be and is hereby allowed all actual expenses incurred while away from his office in the performance of his official duties, which sum of allowance shall be in addition to any compensation otherwise provided for herein or by general law. SECTION 40. All County officers and their deputies, assistants, attaches or employees, provided for by General Law or by this Ordinance, who are paid or to be paid a fixed annual or monthly salary, shall be paid by the County in equal monthly installments out of the salary fund of the County Treasury and all other persons and employees of the County shall be paid on claims presented as other claims against the County, provided that the Board of Supervisors may in its discretion adopt a method for the payment of such salaries by means of pay roll warrants for the various departments in which salaries are not provided for in this Ordinance. SECTION 41. Any Ordinance and any section, paragraph or clause of any Ordinance in conflict with this Ordinance is hereby repealed. SECTION 42. If any paragraph, sentence, clause or phrase of this Ordinance for any reason is held to be unconstitutional or invalid such shall not affect the remaining portions of this Ordinance and the Board of Supervisors hereby declares it would have passed each paragraph, sentence, clause and phrase thereof irrespective of the fact that any one or more than one sentence, clause of phrase be declared unconstitutional or invalid. SECTION 43. This Ordinance shall take effect and be in force thirty days from and after its passage and prior to the expiration of fifteen days after the passage thereof, this Ordinance shall be published for one week in the Anaheim Gazette, a newspaper printed in the County of Orange, State of California, together with the names of the members of the Board of Supervisors voting for and against the same. SECTION 32. The Director of the Department of Social Welfare. The Director of the Department of Social Welfare, which office is hereby created, shall receive a salary of Thirty-two Hundred and Forty Dollars per annum, and there shall be and there is hereby allowed to said Director such assistants, clerks, stenographers, agents and employees as the Board of Supervisors may determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such purpose. SECTION 33. The Superintendent of the Detention Home. The Superintendent of the Detention Home shall receive a salary of Twelve Hundred Dollars per annum and there shall be and there is hereby allowed to said Superintendent such assistants, clerks, attaches and employees as the Board of Supervisors may determine necessary, whose salaries shall not exceed the amount appropriated by the Board of Supervisors for such purpose.
