Teague Requests U. S. Back Banks
Appears Before Senate Finance Committee to Make Deposit Guarantee Suggestion
Bringing back latest news of affairs in legislative circles at Washington, especially as they affect agriculture, president C. C. Teague of the California Fruit Growers Exchange told that organization at its weekly meeting recently that he had suggested to the senate finance committee some form of federal guarantee of bank deposits and a plan for curbing overproduction of farm products by government leasing of annual crop land.
He also reported that the national cooperative council, at its annual meeting in Washington, had taken a more aggressive stand on agriculture legislation and given its okeb to the agricultural marketing act and the farm board. Mr. Teague, representing the Exchange, was elected senior vice-president of the council which comprises leading agriculture cooperatives and represents over a million farmers.
Learning that Mr. Teague was in Washington, chairman Samoot of the senate finance committee invited him to appear at that committee hearing. This important group of senators had invited a number of industrial and financial leaders to explain their ideas for improving economic conditions in America.
Mr. Teague believes that restoration of confidence in banks can most quickly be accomplished by Uncle Sam placing his guarantee on the deposits. Government losses would be covefed by a very small tax, one-quarter to one-half of one per cent, and bank losses further reduced by more strict regulation.

Reduced Rates To Old Ironsides By Motor Transit Co.
According to J. H. Harrington, local agent for the Motor Transit lines, special reduced round-trip excursion rates have been arranged for students and adults who plan to visit the U. S. S. Constitution, affectionately known as "Old Ironsides," which will lay in Long Beach harbor the ten days from March 10th to 20th, inclusive.
"The special rate from Anaheim for students up to 22 years will be only 50c, the round-trip for adults being 75c. These special round-trip tickets will only be good going and returning on the same day." 'Old Ironsides' will be berthed at the inner harbor, Pier 1, and will be easily accessible to the public," stated agent Harrington.
An "Old Ironsides Parade," which promises to be the greatest uniformed parade since the California American Legion procession in Long Beach, will be staged at 3:30 P. M. Friday, March 17, uniformed bodies from patriotic and fraternal orders, in addition to 2,000 blue jackets from the United States fleet, as well as units from Fort MacArthur, the R. O. T. C., and California National guard will make up the parade. On the same evening will be held a grand military ball, to which the general public will be admitted.
"The visit of 'Old Ironsides' will be the last opportunity to see the gallant old frigate which will leave Long Beach for northern ports after March 20th," continued the agent.

Because of acute problems before the valencia industry, the proposed agreement for prorating and marketing summer orange is of unusual interest to local growers. The Gazette, for the information of local growers, reprints the complete text of the proposed new pro-rate marketing agreement:
This agreement is entered into by and between the undersigned packing and marketing organizations on the date opposite the name of each party, for the purpose collectively of stabilizing the marketing of the 1933 valencia orange crop for the mutual benefit of the producer, the trade, and the consumer.
—Distribution committee:
a A distribution committee shall be established consisting of seven members three of whom shall be selected by the California Fruit Growers' Exchange, two by the Mutual Orange Distributors and two in the aggregate-by all other shippers parties to this agreement.
b The powers and purposes of the distribution committee shall be to prorate the weekly shipments of packed fruit to the continental United States and Canada on the basis of the percentage controlled by each shipping organization; the percentage to be based on the estimated number of cars of packed fruit (462 boxes per car) to be shipped by each shipper. Fruit packed in bags or other special containers shall be converted to packed boxes for purposes of proration.
c Any shipper overshipping in any one week must deduct its overshipment from the following week's pro-rate but if not adjusted the second week then double the overshipment for the two week period must be deducted from the third week's pro-rate. Any shipper undershipping any week shall be entitled to add the amount undershipped to its prorate for on'y week.

"Any reports to the exact that the Bank of America or Mr. A. P. Giannini who is returning home immediately following the inaugural ceremonies in Washington are opposing the enactment of the so-called Ohio bill for purely selfish reasons are malicious," L. M. Giannini, senior vice-president states. "I would accord to such reports normally the slight consideration that they deserve.
But in these nationally troubled and unsettled times I think it only fair to state clearly what our position has been in this emergency.
"I feel that ethical requirements are waived because of the unethical practices that have been pursued in openly violating clearing house and other agreements by some of our competitors."
"The Bank of America's representatives, on the advice of A. P. Giannini and other senior executives, expressed themselves in clearing house meetings as being most reluctant to participate in the holiday action and finally did so only in consideration of the existing emergency and upon the urgent representation of the constituted authorities that such action was necessary for the conservation of the best interests of the depositors in California banks.
"We are exerting and will continue to exert every constructive influence to re-establish the business of the state or a normal basis as early as possible.
"We are strongly opposed to the so-called Ohio bill principally because it places in the hands of unqualified administrative subordinates the sole power of determination of the basis upon..."

A local regulation committee shall be established consisting of seven members. Each member shall be a packing house manager. Three shall be managers of packing houses served by the California Fruit Growers' Exchange, two by the Mutual Orange Distributors and two in the aggregate by all shippers which are parties to the plan.
The powers and the purposes of the local regulation committee are:
a To establish methods, and the enforcement thereof by which to eliminate from all channels of fresh fruit trade all surplus fruit, and all loose and place-packed fruit, provided, however, that the local regulation committee, when in its judgment such is deemed to be for the best interests of the growers, may establish areas in California in which loose fruit and place-packed fruit of any grade may be sold, and the time when and in the manner in which and the medium through which such fruit shall be sold in said restricted areas in California.
b The opportunity of sale of said loose and place-packed fruit in said established areas shall be prorated equitably among the parties to this agreement.
c Growers arbitration committee:
A growers' arbitration committee shall be established consisting of seven members; three shall be growers served by the California Fruit Growers' Exchange, two served by the Mutual Orange Distributors and two growers representing in the aggregate all additional shippers parties to this agreement.
No person who is a member either of the distribution committee or local regulation committee shall be eligible to serve on the growers' arbitration committee.
The powers and purposes of the growers' arbitration committee are:
To decide all controversies submitted to it by the local regulation committee, such decisions to be rendered within three days, and if not then, during the interim the party aggrieved or which has filed protest, shall be free to proceed according to its own views until the decision is given by the committee.
d Each party to the agreement agrees to enforce strictly its contracts with its members or growers and to see that no fruit is sold by said growers except by and through the central marketing organization with which they are affiliated.
e Any party to this agreement may withdraw by giving four weeks' notice.
f This agreement shall become effective and shall become binding only when and so long as packing houses which shipped not less than 90 per cent of the aggregate packed fruit output of California valencia oranges for the season 1932 are parties thereto.
g The arbitration committee is authorized to determine when the provisions of paragraph "f" above are complied with. The decision of the arbitration committee in this regard shall be final.
h Decisions of all committees set up under this agreement shall be on the basis of a majority vote. Any participating organization not represented directly on any committee provided in this agreement may have the privilege of having their representative at any committee meeting.

Purpose of Bank of Ohio In Fighting the United Ohio Measure
Is it necessary to accomplish the desired results and our opinions have been freely expressed to those in authority. Being convinced of the soundness and workability of our proposals, we have no hesitancy in expressing our opposition to the adoption of unsound legislation.
"We are interested in seeing that fair and unprejudiced treatment is accorded uniformly to all banks. Unless all banks are treated uniformly we are in favor of allowing withdrawals on a full cash basis only.
"A sound plan of limitation must provide the specific percentage and should not leave vital questions to anybody's discretion. It is not our desire to take a chance on the impartiality and discretionary prerogatives of the authorities, and we certainly cannot afford to face the possibility of having adverse unfriendly influence brought to bear on those administrative subordinates responsible for the local enforcement of the plan.
"Therefore we are not in favor of any plan that does not insure a square deal for all alike. We must remember that we have just emerged from a fight with powerful forces, routing the opposition from our ranks, and returning to California the management of the Bank of America. We have had powerful enemies in high places and we must ever be on our guard."
