Colony’s “Growing Pains” Disclosed In Minutes of Water Company; Cactus Fence Completion Sought by Ex-superintendent Complaints About Water and Ditches Receive Prompt Attention of Board of Directors of Water Company; Lots Sold and Money Received, with Precedent Set for Future Sales Through February and March of 1863 the colony of Anaheim struggled through numerous "growing pains." Complaints natural to the development of the community were made with the directors of the Anaheim Water company. Some of these complaints took on a tinge of neighborhood quarrels over digging of ditches which interfered with another's irrigating, the refusal to receive water when asked, and other minor matters that seemed to get prompt attention of the directors. George Hansen, who has been super-intendent of the colony during its inception and through the first two years of its existence, made a pertinent suggestion on completing the cactus fence around the colony, letting the contract out to the lowest bidder. Minutes of last meeting read and approved. Report of Treasurer showed $249.40 on hand. Following bills ordered paid, bill of Zanjero, $27.00; Bremerman & Co., $13.87½; salary of Zanjero, $50.00; Total $9087½. Mr. J. Boege resigned as member of the board of trustees. Henry Padderatz appointed in his place. Messrs. Schelnder and Padderatz appointed a committee to confer with zanjero, and decide the location of gate in main ditch. Messrs. Mossemann and Schneider to see how cactus fence is getting on and report at next meeting. Water sales as follows: Lot E-2, Ludke, $100; Lot A.B.-4, Zeyn $1.00; Lot B-6 Rust, $1.00. Meeting adjourned. Henry Padderatz, Sec. Pro Tem company changed the ditch for Mr. Rehm's convenience. Complaint was laid on table until next meeting. Resolved to clean Eastern Street ditch so that Mr. Schenk could get water to E-1, G-3, and H-3. Water sales as follows, H-3, and G-3, Beythien $2.00; F-1, Schenk $1.00. Total $3.00. Zanjero reported having paid $12.00 for labor, ordered he be reimbursed. Mr. Henry Bremermann complaining of his street being flooded by ditch water, zanjero ordered to investigate and remedy case. Mr. Rust appeared with complaint about not getting water promised him today, at the same time Mr. Rehm complained of being flooded. Mr. Rust was promised the water at some future after Sycamore ditch had been cleaned of said water sales as follows: Lot D-1 Kroeger, 51.00; C-7 Horstmann, $1.00; A-3, Bremermann, $1.00; Total $3.00. Suggested by Mr. Hansen that President furnish the procedure of sale of these lots in writing to serve as a guide for future sales of properties of the Anaheim Water Co. Mr. Sholl reported that he as a committee of one, to collect the delingent subscriptions promised for the Resolved to accept these reports, and the books turned over to the previously appointed auditing committee. President reported having sold city lot No. 35 to H. Bremermann for $101.00 and City Lot No. 30 to T. Boege for $100.00 and received money for them. Suggested by Mr. Hansen that President furnish the procedure of sale of these lots in writing to serve as a guide for future sales of properties of the Anaheim Water Co. Mr. Sholl reported that he as a committee of one, to collect the delinquent subscriptions promised for the payment last year of "Vaquers's" to keep the cattle out of Anaheim, was still short $15.00. Resolved to pay Mr. Scholl the $15.00 he is out, from water fund. A motion of Geo. Hansen, that the "parts" of cactus fence not yet contracted, be given to the lowest bidder to compete, his pay to be warrants on the Water company to be accepted as payment for dues, water purchased etc. Should a non-stockholder get the contract, he to take a note of the Water company payable 1 year after completion of contract, bearing interest of 1½ per cent per month. This resolution was adopted by a majority of votes. On motion of Mr. Hansen to take drastic steps to collect from stockholders in arrears, or said stockholders to give Anaheim Water company promissory notes on demand at 1½ per cent per month interest. Treasurer was ordered to make collections or such notes, should any stockholder refuse to give such a note, the board of trustees to proceed with further notice against such stockholder. Meeting called to order by President Mossemann. Report of zanjero read: Cleaning of Aliso Ditch (Sycamore St.) five days $13.75. Ordered paid. Mr. Bremermann complained of Rehm not keeping ditch clean, as Mr. Rehm had promised to do, when Water com- ANAHEIM GAZETTE session of the followings books: 1. Minute book No. 1 from November 29, 1859 to August 25, 1862. 2. Minute book No. 2 from Sept. 6, 1862 and used at the present time. 3. Cash book of Treasurer. 4. Stock book. 5. Ledger of sectary. The committee has not succeeded in locating the other books, and documents belonging to company. The cash book was found correct after all cash received and bills paid, there is a balance on hand of $431.04. The minutes were kept in a very negligent manner, at many meetings the sale of water was not recorded. The ledger of secretary had no entries since end of March, 1862. The amounts of water sales were omitted since March, 1862. Your present secretary should be instructed to correct the condition. The stock book has not been examined by your committee owing to the lack of time. Your committee recommends that any member who has books, or documents pertaining or belonging to the company, deliver same to secretary and that secretary place them in safe keeping, first making a list of them, so the stockholders may see, if, and what documents are still existing. That the monthly dues of $2.00 be payable the 2nd Saturday of each month. That the secretary and treasurer render their report at that time. The total expenditures for the last 11 months amounted to $1377.35 or $125.21 per month. Respectfully submitted, your committee. George Hansen, J. Hartmann, Chris Mossemann, President. This report was accepted. Mr. A. Humbold submitted a bid, stating he would perform all the duties of the zanjero, and furnish accurate reports of work and water sales for $100 per month. Bremermann moved that in the future no water be allowed to stockholders in arrears with water payments, also those who have book accounts, and those who have given promissory notes. In fact no water be sold to anyone until their indebtedness to the company has been paid. Inasmuch as the directors had given stockholders a verbal promise not to press the immediate collection of promissory notes, when due, Mr. Bremermann's motion was modified to that effect, but from now on no more notes be taken, and no water be sold to any one, until cost for same be paid in concessions, for instance the case of Rehm, Kroeger, and Schenk, who obligated themselves to keep clean and in repair certain ditches, changed for their benefit, which they have later refused to do, and the Water company does not have, or use means of enforcing such agreements, in fact they have gone to the expense of putting a bridge over the ditch on Center Street. I protest against any future sale of water alleys, as they are valuable to the company for ditches, as well as protecting stockholders from disputes over property lines and fences. Respectively submitted, H. Bremermann. Resolution adopted not to grant Mr. Stappenbeck's request to buy water alley between lots A-3 and M-3, and the future not to sell any water alleys if adjoining lot owner objects. A bill of Felix Bachmann for building cactus fence $16.00 was allowed. Mr. Schneider complained that Mr. Rust dug between their lots, a deed ditch, which interfered with his (Mr. Schneider's) irrigation. March 14, 1863 To the Anaheim Water Company: Mr. Stappenbeck having applied to the Water company for permit to purchase water alley between lots A-3 and B-3. I the owner of lot A-3, do not think it advisable and protest against said sale. Should the sale take place, I will hold the Water company responsible for damages in future to me, derived from such sale. Scrofield, Los Movies to Show Correct Method Officer Announces New Plan to Interest Children In Safety Measures Believing that school children, who themselves will be the actors in a series of "shots" to be made to illustrate the message of safety, will be more interested in motion pictures showing the right and wrong way of riding a bicycle, getting off buses, walking across the streets, and other methods of behavior, State Highway Patrolman George Peterkin has purchased a motion picture camera, he announced recently. He plans to take the pictures at various Orange county schools, and show them to students of all the schools in the commonwealth. "It is my opinion that the movies will impress the children more than the talks or the diagrams," said the officer. "Many of them will have the trill of working in the pictures and all children would prefer to see the parts played by other children. I will 'shoot' scenes in as many schools as possible and it is my hope to produce something worth while." In addition to the schools, outside of the cities, Peterkin has 110 school bushes under his jurisdiction. It also is one of his duties to prosecute drivers not only in obeying the laws themselves, but in helping to bring to justice those who ignore them. Operators who ignore school zone signs and otherwise menace the lives of children should be reported to the motor vehicle bureau or to local police officers, Peterkin said. If we can teach the children to do the sensible thing when encountering traffic and bring the driver to a sense of his responsibility toward the child, accidents of this kind will be reduced to a minimum," the officer predicted.
