Wire Bracing Saver of Trees Methods of Wiring To Prevent Loss of Branches Told This year the setting of deciduous fruits and walnuts in some orchards is heavy enough to cause some breakage of tree structure, particularly if the tree is not very strong, according to Harold E. Temporary props can be used, but are unsatisfactory at best, particularly as they interfere with cultivation and furrowing of orchards for irrigation. Furthermore, props are temporary and must be put in place at the beginning and removed at the end of the season. Wire bracing is permanent, and if properly established in the tree will protect the main limbs from breakage for a long period of years. Temporary wires put on to clamps around the limb serve the purpose very well, but frequently injure branches even in the course of one year's growth. This injury is caused by the cutting into the bark of the limb by the collar placed around the branch to hold the wire. It is much better to use props than to adopt a temporary wire bracing system. Permanent wire bracing should be placed high in the tree so that the support is above the center of growth of every limb. The wires can be attached to the limb with heavy screw eyes or staples. If using staples, the prongs should be driven into the limb at about a forty-five degree angle across the grain. If using screw eyes, the eyes should be screwed down close to the bark and left with the open end pointing upward with the eye parallel to the grain of wood. In this way both staple and eye will heal over quickly, causing no appreciable interruption of sap or dangerous wood. If possible, a central ring of spider web type of bracing is to be preferred. Installation of such a system of bracing involves the support of a ring, usually a one-inch iron washer, high in the center of the tree and carrying wire from this ring to all branches. Thus, the tree virtually supports itself. The breakage of one wire permits the loss of only one branch, whereas if branches are crosswired to one another, the breaking of a wire usually results in the loss of two or more branches. C.—It would be hard to state the program which Congress and the Administration are working on and have partly put into effect, for the rehabilitation of finance and industry and the effort to bring about an end of depression more concisely than was stated by President Hoover in his letter to Richard S. Parker, President of the American Society of Civil Engineers. There are some points in the program as laid down by Mr. Hoover on which there is not complete agreement. On most of this program there is no partisan difference between Republicans and Democrats, although there is some maneuver for political advantage in the matter of details of how the program is to be carried out. Mr. Hoover's list of remedies as stated by himself follows: (a) The quick, honest balancing of the Federal budget through drastic reduction of less necessary expenses and the minimum increase in taxes. (b) The avoidance of issue of further Treasury securities as the very keystone of national and international confidence upon which all employment rests. (c) The continuation of the work of the Reconstruction Finance Corporation which has overcome the financial strain on thousands of small banks, releasing credit to their communities; the strengthening of building and loan associations, the furnishing of credit to agriculture, the protection of trustee institutions and the support of financial stability of the railways. (d) The expansion of credit by the Federal Reserve Banks. (e) The organized translation of these credits into actualities for business and public bodies. (f) Unceasing effort at sound strengthening of the foundations of agriculture. (g) The continuation of such public works in aid to unemployment as does not place a strain on the taxpayer and do not necessitate government borrowing. (h) Continuation of national community and individual efforts in relief of distress. The general belief here is that when the bill comes through it will not be in any sense a tariff bill but entirely an internal revenue measure, but the insistence of some of the tariff reform advocates upon getting their programs into a general tax bill is likely to cause delay. Members of Congress, and those who have to attend the sessions no longer dread the hot Washington summers as they used to. Since both Houses have been equipped with an air-conditioning system, which provides for the circulation of fresh air automatically cooled or heated to a uniform temperature of 70 degrees the year around, members no longer collapse from the heat when making speeches during the hot months. This is an advantage to members of Congress, but because it permits them to keep on talking and provides no incentive to finish the job and go home, perhaps it is a disadvantage to the nation at large. Causes Trouble State Weed Control Chief Makes Drive On Pestiferous Weed A little Andy comes crying home on school with a bur in his foot or wido goes hopping around on three legs and with a woe-begone look, get the liniment bottle and call the county agricultural commissioner. Structure vine, pestiferous harbinger of amber, is here again. Structure vine, so called because its history was marked by the popping of many worn out fabric automotives with which it came in contact, one of the state's worst weed pests, though fairly easy of eradication if seen in time. While the toughening pneumatic tires has virtually ended the hazard of the vine in this respect, inadvisability of gum dipping little lady's feet or vulcanizing Fido's paws makes it more of a nuisance than ever. The times have produced many more be-footed kiddies. That is one reason why the state department of agriculture is continuing to attack it vigorously. Structure vine produces a bur which includes into several sections, each section bearing one or two thorns and two to four seeds. While the vine continues its life cycle for but a single year, the seeds may lie over in the soil for as long as six or seven years then germinate. As it is a prolific producer, the problem of control is a bad one, although the plant may be destroyed by merely removing the top. So vine appeared in many sections of state because the bur continues its utility for automobile tires, and is also transported in agricultural products. Walter S. Ball, chief of the bureau of weeds and weed control in the state department of agriculture, has asked farmers and all others interested to urge unceasing warfare on the vine, which has concentrated his own efforts on eradication program. Nearly 2,000 saddle horses are to be used within the city limits. Horseback riding is very popular here in the parks and in the suburbs. (f) Unceasing effort at sound strengthening of the foundations of agriculture. (g) The continuation of such public works in aid to unemployment as does not place a strain on the taxpayer and do not necessitate government borrowing. (h) Continuation of national community and individual efforts in relief of distress. (i) The introduction of the five-day week in government, which would save the discharge of 100,000 employees and would add 30,000 to the present list. (j) The passage of the home loan discount bank legislation, which would protect home owners from foreclosure and would furnish millions of dollars of employment in home improvement without cost to the Treasury. (k) Financial aid by means of loans from the Reconstruction Corporation to such States as, due to the long strain, are unable to continue to finance distress relief. (l) The extension of the authority of the Reconstruction Corporation not only in a particular I called attention to last December—that is, loans on sound security to industry where they would sustain and expand employment—but also in view of the further contraction of credit to increase its authority to expand the issue of its own securities up to $3,000,000,000 for the purpose of organized aid to "income producing" work throughout the nation, both of public and private character. The desire of probably the great majority of members of both Houses to attend the Presidential conventions may result in speeding up the work of Congress so that a final adjournment can be taken before the date of the Republican convention, June 14th. It is now regarded as reasonably certain, however, that whether or not Congress finishes its work by that time, it will not take a recess and then come back later in the summer, but will sit right through until the tremendous task of balancing the budget and enacting a satisfactory revenue bill has been completed. The principal obstacle now in the way of completing the law shall be... Leafy Hay Is Declared Best Types of Hay, Effect of Cutting Told As Result of Experiments By W. M. CORY, Assistant Farm Advisor Every good hay has two outstanding characteristics. It is leafy and secondly green in color. A leafy hay, as a rule is good hay because it contains more proteins, more minerals and less crude fiber than a stemmy hay. The leaves contain proportionately more protein than the stems so that in harvesting where the leaves are permitted to drop off much of the food value is lost. To overcome leaf loss and have a minimum of refusal by the stock, the practice is quite general among alfalfa growers of cutting before the bloom stage. This gives under proper cutting conditions, an alfalfa that is known to the trade as rabbit hay. It is a wonderful grade of hay, very leafy, green in color and fed with virtually no waste. Very fine for the feeder, but a practice that is not so satisfactory for the grower unless a sufficient premium is received to compensate for the lessened yield and damage done to the stand. To determine what the effect of cutting at different stages of maturity would have upon an alfalfa stand, a series of plots were established upon which yield data for four years is now available. Conclusions that might be drawn from this data are: (1) cutting before the flower buds form produced hay of the highest protein analysis; (2) cutting at this stage gave the lowest total yield per acre over a four year period; (3) cutting eight inches high the first season and permitting the alfalfa to reach the one-tenth bloom stage before cutting gave the highest total yield; (4) cutting in the one-tenth bloom stage weakened the stand less, judging by uniformity of yield; (5) In the second year of a stand the greatest yield may be expected. Turning back now to the question of color in hay. Why is that important? A hay that is cured with its natural green color is not only more palatable but according to laboratory tests, contains more vitamin A and D, similar to that possessed by natural pasture grass. The presence of these vitamins are important. They promote the assimilation of lime, which is important, not only in the growth and reproduction of dairy animals, but in the production of milk and butterfat as well. Naturally then, curing with minimum green color is desirable. Exposure to the weather, sunlight, dew, and rain all contribute toward lowering the quality of hay. Fremont Students Elect New Council Jack Rodden, Jack Fitzgerald, Junior Swain, Helen Badger and Peggy Akerman were elected council members after a regular caucus and election held at the Fremont intermediate school last Friday. Campaign managers introduced their favorites at the general assembly meeting, after which the candidates made short speeches. Election followed. Mary Agnes Shaver was named clerk and Caroline Gibbs and Alna Fisher were runner-ups. Students who received large blocks of votes but failed to council election were Robert Knapp, Myron Miller, Agnes Allen, Nancy Morgan, Charlotte Phallis, and Haidee Heyling.
