Code of Rules For Airports Legislative Committee Discussing Subject at Sacramento Meeting A standard code of field rules by which Anaheim may govern its own municipal airport or any commercial aviation activities affecting the city, will be discussed by the Legislative Aviation Committee which meets at Sacramento December 13. The committee includes Senators Bert A. Cassidy, Auburn; Joseph L. Pedrotti, Los Angeles; Victor J. Canepa, San Francisco, and Assemblymen Roy Bishop, Alameda; Melvyn Cronin, San Francisco, and Robert S. Fry, San Francisco. Realizing the need of some sort of aviation control, the 1929 legislature adopted a measure by Senator Pedrotti virtually making all federal air laws apply to the state. Although the federal air traffic rules already apply to all aircraft and pilots, whether engaged in interstate or intrastate flying, they are concerned entirely with the conduct of aircraft in the air. Because of a large number of matters having to do with maneuvers on the ground and flying in the vicinity of airports, not covered by federal rules, adoption of a standard code of field rules is held necessary. Such a code would embrace rules regarding flying, landing, taking off, and taxing; running engines, instruction flying and test flights; parking and mooring areas, dead line, and fire regulations. Duties of the legislative committee, as outlined by the legislative act, include the investigation of laws regulating the operation of airplane, airports, aviation schools—both public and private—and possible adoption of the code of field rules. "California is now the most air-minded state in the union," said Senator Pedrotti. "If we can adopt such a code it will undoubtedly eliminate for air traffic much of the confusion associated with present day street traffic." Several technical men, in addition to Agricultural Extension Service, and practical producers have agreed to assist in the educational program. Dr. H. E. Barnard will represent the American Honey Institute. From the University of California will come Prof. Geo. H. Vansell, entomologist; Prof. W. B. Herma, Parasitologist; and Prof. Stanley B. Freeborn, entomologist. Marketing will be discussed by Mr. A. W. B. Kjosness of Bolse, Idaho, who is an authority on market news with special reference to the Mountain States. This subject will be supplemented by Mr. Brice M. Mace of the U.S. Department of Commerce. Mr. T. C. Tucker will discuss the offer of the Almond Growers Association, and the Future State and Market News Service will be discussed by a representative of the State Market Director's Office. A license law for queen and package bee producers will also be brought up for discussion. The success obtained in the control of foulbrood in Arizona will be described by Dr. Bartlett. The work of the Apiary Committee of the Western Plant Quarantine Board will be discussed by Mr. Geo. W. Schweiss of Reno, Nevada. A demonstration on the chemistry of honey will be made by Dr. Palme, chemist of the United States Department of Agriculture, who will also discuss the dietary value of honey, especially developing the factors which make honey one of the healthiest of foods. The problems of disease will be discussed by University men. Bee Cost Account Studies will be presented by P. L. Crump of Santa Ana. This cost account study has just been completed by ythe Farm Advisor's office and is the first of its kind in California. It embraces cost figures on capital investments, labor and material costs, in flying and test flights; parking and mooring areas, dead line, and fire regulations.
