Civil Engineers Will Register New Law Passed by Legislature In Effect Next Year Civil engineers of Anaheim have only seven months in which to register under the new state law, and receive licenses permitting them to practice in California. This is announced by the Department of Professional and Vocational Standards, following Governor Young's appointment of the Civil Engineers' Registration Board, empowered by the legislature to administer the act. The board includes Donald M. Baker Los Angeles consulting engineer; Albet Givan, Sacramento manager of the Municipal Utility District; argl H. J. Brunnier, San Francisco, president of the California State Automobile association. Members of the new board serve without pay, but receive $25 a day and their expenses while actually in session. Within the next two months, under the law, they must meet, organize and appoint a secretary at a salary of $3,600 a year. In order to bring all civil engineers in the state under the act, it provides that before June 3, 1930, any civil engineer who presents evidence under oath that he is at least 25 years of age, of good character and has practiced civil engineering for at least six years, may receive a certificate of registration upon payment of $15. The annual renewal fee is $5. During the six year period mentioned the civil engineer must have had responsible charge of engineering work as a subordinate to a civil engineer for at least one year. Graduation from an approved engineering school or college counts as four years of practice. After June 30, however, all applicants must pay $10 for the certificate of registration in addition to the filing fee of $15. This pays for a state seal, bearing his name, number of certificate and the legend, "Registered Civil Engineer," with which he may stamp plans specifications, plots reports and Washington 89; Oregon 133; California 73; Nevada 12; Utah 2; Nebraska 1; Missouri 1 and Louisiana 1. This shows that only a small percentage of the birds go very far in their migratory flight. An interesting summary of the banding of ducks and returns from them is given by E. W. Nelson in the National Geographic magazine for January 1928. In this article it is shown that the birds banded at various points, have regular lines of migration and seldom go out of their own territory. Of 2,680 birds banded at the Bear River Marsh in Utah and at the Bison range in Montana, 271 were located and identified. Only 14 of these were found east of the 100th meridian. Of 7,820 birds banded in the Illinois River bottoms and at Lake Scugog, Ontario, 1,534 have been located, and only seven were found west of the 100th meridian. According to those well versed in the banding ducks this is said to indicate that ducks have their own established territory, and the flights or absences of flights in one section do not interfere with those in others. Mr. Robertson requests that any one finding a banded bird can assure themselves that the record will be completed and the much needed information will be secured if the finder will communicate with him. Service—Representing approximately every important airplane manufacturer in America and several from Europe, it was announced, fifty-two planes have been contracted for exhibition for the forthcoming Western Aircraft Show to be held in Los Angeles from November 9 to 17, under the auspices of the Aeronautical Chamber of Commerce of America. Orders for approximately thirteen more plane exhibits are expected within the next week. Federal civil engineers and their subordinates, and registered architects are exempt from the registration act. Cleanup Drive on Glaring Headlights A ten-day "clean-up" drive against the glaring headlight evil was ordered today by Eugene Biscalluz, superintendent of the California Highway Patrol. The drive, which will begin Monday, October 28th and close Friday November 8th, Biscalluz said it was a final effort to drive dazzling and glaring lights off the roads before the Winter rains set in. A force of some 235 state parolmen, captains and inspectors will be at work on the roads every night during the period. They will be supplemented several hundred policemen representing various municipalities, sheriffs, sheriff's deputies and other peace officers, the co-operation of those bodies having been pledged in the drive. All officers will be expected to work every night on headlights during the drive, Biscalluz said. The patrol has been engaged in headlight enforcement work all of this month, the first fifteen days having been devoted to educational work among the motorists. During this period warnings only were issued. This policy has now been abandoned, for sterner measures. Persons caught with glaring lights are required to appear in court within five days and exhibit evidence that their lights have been adjusted. Biscalluz said warrants would be issued immediately for the arrest of all who fail to appear within the five-day period. The Division of Motor Vehicles will not renew the operator's card and registration license of any person who fails to appear within fifteen days, in compliance with section of the new motor law. Armistice Day at Huntington Beach The American Legions of Orange county will stage their annual Armistice Day celebratio all day November 11 at Huntington Beach. The morning program will be featured by a parade and pageant starting at 11 o'clock. There will be 85 floats in the parade which will depict the early history of California. Every effort has been made to present an elaborate, detailed story in pageant form of the colorful history of the Golden State. The floats will be augmented by dozens of marching units and 14 bands. An afternoon and evening vaudeville program will bring together 26 of the best Keith-Orpheum acts on the big time. At 2:30 p.m. Orange Union High School and Huntington Beach High School will clash in a big championship football game which promises to be a battle royal. From 7 to 9 in the evening a free street dance will be held followed by a grand ball open to the public. Not only the Legion Posts of Orange county but civic, educational and patriotic bodies from every section of Orange county have been working for weeks to portain an airplane manufacturer in America and several from Europe, it was announced, fifty-two planes have been contracted for exhibition for the forthcoming Western Aircraft Show to be held in Los Angeles from November 9 to 17, under the auspices of the Aeronautical Chamber of Commerce of America. Aeronautical equipment and airplanes will have a total worth of approximately $2,000,000, and in spite of the fire-proofing to which the building will be subjected, there will be fire insurance of $2,000,000 placed on the displays. This will be a show for the public and every opportunity will be offered for the people to examine the displays at close range and to have them explained by aeronautical experts, Cliff Henderson, managing director, stated. Art Goebel, noted aviator, will announce the opening of the show, it was stated, by flying over the city and lighting fireworks from his plane. An attendance of 75,000 has been prepared for and it is expected may even exceed that number as a result of the all-California sixty plane air tour which takes off from the Metropolitan Airport at Van Nuys on November 4, under the auspices of the Junior Chamber of Commerce. Sixty-five planes in all will be on display and will include the smallest planes manufactured, which sell for between $3000 and $8000 and cost less to operate than a small automobile. Want Information of Banded Wild Foul The assistance of the Division of Fish and Game has been sought to locate and identify ducks that have been banded and released at various places. John McB. Robertson, President of the Western Bird Banding Association urges that persons who either kill or find banded ducks save either the entire bird or enough of it to send to his organization or the United States Biological Survey at Washington. The importance of bird banding is fully realized by the division, and any assistance given by hunters and others will be greatly appreciated. Dr. H. C. Bryant, head of the Bureau of Education and Research of the Division declared, after receiving the appeal from Mr. Robertson. The checking of banded birds gives a fine line on the migration of the same, and is invaluable in gathering data on the movement of migratory birds, especially ducks, he polled out. Some interesting facts are revealed by records of birds banded at points throughout the country. Out of 4,019 mallard ducks banded at no National Bison Range at Molese, Montana, in October, and November of 1927, returns show that prior to May 1928—738 of these birds had been reported killed. Talking Picture Shown on Train Culminating years of research and experimenting a talking motion picture was successfully shown for the first time in history aboard a moving train recently. Using Western Electric equipment, the experiment was performed through the cooperation of the Electrical Research Products Incorporated, the Paramount-Famous-Lasky corporation and the Union Pacific System. All the passengers aboard the Limited, from Los Angeles to Chicago were invited to adjourn to the "theater car," which had been specially provided for the experiment by the railroad. The showing came shortly after eight o'clock when officials conducting the experiment flashed the current issue of a Paramount Sound Newsreel on the screen, which was followed immediately by "The Virginian," soon to be released by Paramount. As the surprised passengers took their seats in the "Theater Car" little did they realize that they were to witness an experiment that would mark one of he most important steps in the progress of sound projection and screening of motion pictures. "We have been working for many months on various applications of this portable equipment," representatives of the Electrical Research Products said. Also a right of way across the Southerly two (2) feet of the Easterly rectangular sixteen (68) feet of said Lot Nine (9) for existing sewer pipe line connected with the Westerly rectangular ninety (90) feet of said Lot Nine (9), and the right to maintain, repair and replace the same, and the right to enter upon said premises for the purpose of making necessary repairs to keep said line in proper repair upon the condition that when such repairs may be necessary,the property affected by said right of way,或 adjacent thereto shall be replaced in as good condition as prior to such entry or repair.
