Water Users Not Destructive
Stuart H. Lucas Offers Pertinent Suggestions on Recent Bond Issue
During the flood control bond campaign the charge was frequently made by proponents of the project that the efforts of the Water Users' Association were destructive rather than constructive, and that its members did not have to make good on anything if successful in defeating the bonds. It is needless to state here that such charges were not true. The great majority of the members of this association were sincere in their desire to substitute a more economical and desirable project for the one which was voted upon.
For various reasons there appears to be a tendency upon the part of many people to look to the Water Users' Association at this time for some recommendations relative to a possible flood control and water conservation project. The majority of such people are sincere.
In their position in this respect, although there are doubtless those who would like to embarass the association were it possible to do so. Appreciating the fact that there are those who may have reason to expect the association to take some forward step in the matter, the association wishes to make clear its position.
First, it must be realized by everyone that no complete plan along the lines in question can be formulated without the expenditure of considerable money. The association feels that such an expenditure should be a public charge against the county as a whole, and even though it had funds available, which it has not, they would not be spent for such a purpose. The association can, however, at slight expense, and through the cooperative aid of its various members, draft several propositions which might be worth consideration by the electorate of the county. Consequently the association will present, during the coming few weeks, several rough outlines of projects which have their individual merits.
The public must appreciate at the onset that such presentations are not based upon extensive and expensive engineering and legal investigations and it will be impossible, therefore, to definitely recommend any one project as the best at this time. Orange county has its choice of proceeding further under the Orange County Flood Control Act, or of utilizing other legislation of a general nature. The great fault to be found with the Flood Control Act is the impossibility of levying assessments under its authorization which are commensurate to the benefits received. All property in the county, under this act, must be taxed on an equal basis. In the face of this it must be remembered that there are two classes of benefits to be received, flood protection and water supply, and the degree of benefit under each of these headings has a tremendous degree of variation within the county.
Those private lands which are managed by flood waters will receive a very considerable benefit through the removal of such a threat. There are doubtless instances where land will doubled, and possibly be trebled in value through the flood protection to be afforded. As there are several separate and distinct watersheds in the county, it is readily seen that those lands in the various areas will benefit from an increased water supply only through work done in their particular section. It is impossible to conceive of any project which will benefit equally all the lands of the county with respect to increased water supply. From the foregoing it would appear that there is ample food for thought in this angle of the problem for the citizens of Orange county.
If it is deemed best to proceed under the Orange County Flood Control Act, despite the inequitable means of assessing the benefits thereunder, the question arises as to what project shall be favored. The Water Users' Association made itself clear during the recent campaign to the effect that in so far as available evidence was concerned the Prado dam site was inconmeasurably superior to the Esperanza (lower site), or any other site suggested. Nothing has occurred since the election to change the situation with respect to these two dam sites. The association believes, however, that the Prado site should be more thoroughly explored before its possible acceptance. It appears to be a most admirable site, and in all probability a competent and honest investigation will confirm appearances. The lower site is of course definitely out of the picture and the association would regret exceedingly if its further advocacy should result in a further waste of time and money.
Consideration should also be given to a possible participation by Orange county in a tri-county project, or a tri-county project linked with state aid. Information along such lines lither to has been both scant and vague. From present indications, however, it may be possible that much data concerning this phase of the problem will be available.

While no public mention has been made to date of the Water Conservation Act of California, this bill, which is general in its application, merits some consideration. Under this act a flood control and water conservation district may be formed which will include any part, or all of the county. Directors of the district would be elected by the people, which would be a good thing. Bonds could be voted, as in the case of the Orange County Act, by a bare majority. And under this act a special board could assess all the property in the district directly in proportion to the benefit it would receive.
It must needs be six months before another election can be called under the Orange County Act, and the above resume of the situation will show the voter that there are many angles to consider before arriving at a final conclusion. No time should be lost, however, in giving this problem the study it merits. The Water Users' Association, as previously stated, stands ready to aid to the limit of its ability and responsibility. Further articles will elaborate more fully upon the various matters touched upon in the above paragraphs.

Pectin Is Becoming A Valuable Product
The manufacture of by-products is a very important link of the activities of the organized citrus industry. One of its most interesting products is pectin. Besides alcohol, essential oils, citric and tartaric acid, pectin is one of the few basic materials of fruit origin which may find uses in other manufactures than those of the fruit industry.
Pectin seems to be destined to play a much more varied and even more important part in industrial chemistry. German chemists lately have interested themselves in pectin and a brief review, based on recently published findings, may be of interest.
The scientific use of pectin in the manufacture of certain peach and jelly products is well known. In the beginning, it was contained to a few manufacturing concerns; today its use is general and permissible under the food laws. Other kindred interests gradually began to take an interest; for nations pectin forms a very pure "Arabin," a patent "Ehrlich" has been claimed using pectin as an adhesive. The most promising future pectin should have is in therapeutics. The colloidal character of our food stuffs, according to latest research, is of greatest importance. The consumption of pure sugar may have quite disagreeable results, as the sugar solution dehydrares the mucous membranes. This effect is much less noticeable as soon as a real colloid, as for instance pectin, is present. It is for this reason that sugar solution as it is contained in natural fruit juices is very wholesome—it contains pectin.
The great food value of sugar has always been recognized; it is one of the few foods of which 100% can be utilized. Despite the fact that sugar is quickly and almost entirely digested, it has always been more or less an ingredient, a sweetening medium, not a food. The reason for this is that sugar even in dissolved form acts as a water absorbent and therefore has a disturbing effect on the digestive organs. This is why that after eating sweets one becomes thirsty. Repeated consumption of large quantities of sweets may even cause inflammation of the mucous gastric membranes.
These injurious effects of sugar are largely removed when sugar solutions contain colloidial substances. Therefore the consumption of foods which contain a good deal of sugar, together with a certain amount of colloidials, is recommended. Such foods are fruits of all kinds and fruit products like jam, jellies and confeitures which are rich in sugar and at the same time contain large percentage of colloidial substances—that is pectin. If the importance of this fact is properly realized, these fruit products will find much greater appreciation as a food. Pectin thus becomes more than a useful jell medium; it will be recognized as a physiologically most important ingredient.
According to German chemists pectin also has the characteristic to form a neutral compound with alkalis; a pectin salt, as for instance, sodium pectate, can be taken internally as a harmless equalizer in cases of extremely acid condition of gastric juices, as this salt, together with hydrochloric acid, forms sodium chloride and—harmless—peptic acid.
Pectin certainly will become an ideal tonic as soon as it finds its master among the physiologists. It will not be long before we will hear that the pectins contents of our fruits and fruit products are one of the most valuable components of these foods.

Orange County Fair Grounds—The feature tent of the Orange County Fair to be held August 28th to September 2nd will have an attractively beautiful variation from former like events, in the arrangement of exhibits.
This year in addition to holding the display exhibits of a number of farm centers, cities and chambers of commerce there will be placed also in this tent an endless variety of floriculture showings—flowering plants, cut flowers, etc.
In the midst of this display will be placed the "rare and beautiful birds" department. The red and blue macaw (Ara Chloroptera), a native of Guatemala, shown above with Miss Lenora Raney, is the property of Dr. Leon Patrick. It is a fitting illustration of one of the wide variety of birds to be exhibited.
Making the feature tent even more attractive, the Orange County Canary Club will show several hundred feathered songsters in melodious competition for the prizes offered.

Telling Fish’s Age By Scales on His Back
That old wheeze about being able to tell a fish's age by the scales oh his back is due to be dumped in the discard, if the brand new method of bringing fish into a cannery that has been developed here by one of the leading packers of sardines works as it should.
Sardines will be brought into the cannery from the fishing boats through an eight-inch pipe by suction, a smaller pipe furnishing the air and a powerful pump supplying the motive power.
The centrifugal force of the salt water driving the fish through the pipe will remove the scales and when the sardines arrive in the cannery, they will be ready for washing, cutting, and putting in cans.
Thus the scales will be dropped, the fish will come in "clean" as far as outer railment is concerned, time will be saved fish will be eaved, and the expense of a scaling machine will be eliminated.
A suction system of this exact type has never been used before, but elaborate tests have shown that it works, and that it will provide for greater efficiency and speed in the canning of sardines.
