Directors of Irrigation District
Adopt Resolutions For Proposed Measures
The Santa Ana Valley Irrigation company, which represents 2,100 ranch owners scattered over 17,000 acres in the Santa Ana valley, declare its endorsement of the county's $16,500,000 flood control project.
In a printed circular issued to its stockholders through the board of directors, the company urged support of the bond issue at the polls on June 25, on the ground of economic necessity and because the plan proposed "fits the needs of Orange county" and "meets all the necessities in relation to our company's properties."
Directors of the water company, according to the statement issued, unanimously favor the flood control project.
The company calls attention of its stockholders to the fact that average power bill for pumping water from company wells has been $48,000 a year for the last three years. It expresses the opinion that the conservation of flood waters will raise water levels to an extent that will materially reduce pumping expenses.
Selection of the lower Prado site for a dam on the Santa Ana river was declared to be "wise" because construction of a dam at the upper site, in Riverside county, would it was feared, destroy the source of supply of surface water and cause complications, litigation and large expense.
The statement in full follows:
"The board of directors of the Santa Ana Valley Irrigation company has carefully gone into all phases of the proposed bond issue of the Orange County Flood Control District and unanimously favors the project because it fits the needs of Orange county, and excessive damage to surface water rising at the upper site, if a reservoir was built there.
He also stressed the necessity for immediate action on the flood control program, saying that it was a problem that cannot be "put off." He remembers, he said, when drainage, to get rid of the surplus water, was a problem, but now every drop must be saved and used.
The plan proposed is feasible and well prepared by the most competent engineers that could be obtained, he said.
Schumacher told the meeting that "whatever method is devised to replenish the underground water supply will cost less than pumping from the lowering levels." At one time, on his ranch near Buena Park, he could reach down and touch water with his hand, where now the water level is down 70 feet, the supervisor said.
To correct an erroneous impression being circulated in some quarters to the effect that "taxes" in connection with the $16,500,000 flood bonds, "will begin as soon as the bonds are voted," a statement was issued by Chariman Willard Smith of the county supervisors outlined the facts, as follows:
Tax expense on the bonds will not be incurred until the bonds are sold. The bonds will not be sold until the funds are needed for construction and then will be solon ly as needed. It will be four years with this project is finished, before the entire bond issue is sold, and the pay rate of 47 cents on each $100 or less valuation is levied. There would be no bond tax at all until next year and then only for a small portion of the issue. This would be increased each year, as other portions of the issue are sold, to keep up with expansion, until the peak is reached. That peak would mean a tax of about $6 for the man with a $5,000 piece of property. Each year after that, as the bonds are retired, the tax would be reduced.
Although the bonds specify a certain date when interest starts, this is offset by the fact that the purchaser of the bonds repays to the county all..."

"As you know, a large per cent of the company water is pumped from wells and our monthly records showing the continual lowering of the water levels in the basin indicate the time has come for this project. The average power bill for the S. A. V. I. company of the past three years has been $48,000 per year. We believe that the saving of flood water will raise the water in our basin to a level that will materially decrease our power bill.
"In our opinion the project not only fits the needs of Orange county, but we believe it meets all the necessities in relation to our company's properties. The selection of the lower dam site in our opinion is a wise decision because the construction of the dam at the upper site in Riverside county would, we believe, destroy the source of supply of the surface water and cause litigation and create many complications involving large expense in addition to the construction cost."
Where the problem in Orange county formerly was getting rid of its water by drainage, now it has become the other extreme, bringing the necessity of saving and using every drop.
That was the picture of the past and present—with an ominous hint of the future unless the flood control project is carried through—presented to the civic leaders of San Juan Capistrano and San Clemente at a meeting of the San Juan Capistrano Chamber of Commerce yesterday.
The meeting was held at Hunter's cafe, Capitrano Beach, where forme Judge R. Y. Williams, Supervisor Wm. Schumacher and Engineer Paul Bailey were principal speakers.
Judge Williams revived the question of water rights involved in a choice between the upper and lower Prado dam sites on the Santa Ang river, pointing out the danger of ex-
sessed valuation is levied. This would be no bond tax at all until new year and then only for a small portion of the issue. The Anaheim Rotary club and the Santa Ana Exchange club are the most recent additions to the long list of Orange county organizations which have endorsed the flood control plan and are preparing to support the flood bond proposal at the election set for June 25.
STATE SEED LABORATORY
It is a poor law that does not offer protection in all fair transactions. The California Seed Law is essentially a regulator yact governing the labeling of seed sold for planting purposes. While in the main this law is for the protection of the plantar, many phases of its administration bring a distinct service to the dealer who is merchandising seed.
A recent instance involved the sale of a lot of alfalfa seed. When the young plants were up to a stand, the farmer believed he had been sold sweet clover instead of alfalfa. A sample of the unplanted seed, still remaining in the sack, was submitted to the seed laboratory of the state department of agriculture for test, where it was found that more than 99 per cent of the seed was alfalfa. In following the matter back to the field condition, it was learned that the field had previously been planted to sweet clover and some of the seed had undoubtedly remained in the soil unknown to the farmer and germinated along with the alfalfa, thus bringing many sweet clover plants along with the alfalfa seedlings.
It was fortunate, thought the parties that samples of the unplanted seeds were analyzed by an official agency acquainting the farmer with exact conditions and maintaining good will between an honest farmer and an honest seed dealer.

Dirigible Ships For Orange County
Will Be Used in Patrolling and Fighting Forest Fires
A fire fighting dirigible patrolling the forest and brush areas of Orange county daily, swooping down on newly discovered blazes and extinguishing them with a hose from a tank holding 1,750 pounds of water.
That is a possibility of the near future, it was revealed by Francis Cuttle, of the Tri-Counties Reforstation association, who addressed the Farm Bureau Forest Protective Association of Orange county at Ketner's cafe.
Cuttle told the group that the Tri-Counties organization was endeavoring to obtain the Slade dirigible built at Glendale for the purpose of patrolling from the air the forest and brush regions of Orange, Riverside and San Bernardino counties. The giant ship has a speed range of from nine to 100 miles per hour, according to Cuttle, who pointed to its obvious advantages as a means of detecting possible destructive fires at their outset, from a high elevation.
Cruising at a low speed over the three counties in the big ship, the crew would be able to keep a lookout for fires unobtainable in any other manner. On discovering a blaze it would be able to arrive at the scene more swiftly than any other fire apparatus now in use. With its supply of 1,750 pounds of water it would be able to step at the outset any blaze which might develop into a serious conflagration. It was pointed out.
Directors in the Orange county organization were elected for the coming year as follows; John Osterman, El Toro; John Ragan, Villa Park; E. T. Watson, Olive; E. F. Mathews, Santa Ana; Harold Brewer, Vifla Park were placed on the board. Three new volunteer leaders were placed on the membership list. They were Floyd Watson, Orange; Howard Rollins and W. E. Lewis, South Gate. The latter men are property owners in Orange county.
D. Elyman Huff, member of the state forestry board, told the group that Orange county would be allotted $5,000 a year for the next biennium for forest protective work. The money will be spent in co-operation with the federal forest service, under the supervision of L. H. Anderson, Cleveland National Forest supervisor, Huff said.
Additional rangers for Southern California will be employed by the state, Hdff said. They will be employed on six, eight and twelve month terms and those working for the shorter periods will be transferred to the highway department during the remainder of the year, he stated.
The weather bureau will operate a truck in Southern California for forecasting purposes. It was reported. Such a truck would have aided materially in planning the fight against the fire at Mill Creek last year, it was pointed out.
In stressing the need for water conservation and fire protection, Cuttle stated that in Tulare county 400 water wells recently have been abandoned. In Pasadena, he declared water is now being hauled to supply certain sections of the city. In forested areas runoff after rains sometimes is as low as two or three per cent, while on burned regions it may run as high as 90 per cent.

Willard Smith, chairman of the Orange county board of supervisors, assured the organization of the support of the board. He reviewed the system of firebreaks and motorway in Orange county and requested that a committee be appointed to work with him in seeking to obtain more equipment for fire lighting.
Osterman outlined the fire hazards in Orange county and stressed the need for organization. Huff stated that the state forestry board would be in Southern California in October or November.
