WHO STARTED IT. ANYHOW?
Ramsay MacDonald, the well known British laborite, in a recent article in The Nation, in commenting on the fifteen cruiser bill now before the Senate, said that the execution of the American cruiser program "will be a great blow to the nation from which the Kellogg pact originated." In an editorial headed "Reminding MacDonald," an eastern paper very sensibly calls attention to a few facts which ought to be remembered in the consideration of our cruiser program. The paper points out that when Mr. MacDonald took office in 1924 with the labor government he found a paper program calling for the construction of eight of the new super-cruisers to which our pacifists now object in the American naval program. At that time the American government had no cruiser program and Mr. MacDonald laid down five of these new cruisers for the British navy. Mr. MacDonald ought to know, therefore, something about how this cruiser building started. Continuing, the paper declares.
Commenting upon this momentous decision, which constituted the first breach of the spirit though not the letter of the Washington treaty, Commander Kenworthy, a supporter of Mr. MacDonald, has said: 'Mr. MacDonald and his government made a fight for it; but they were outnumbered in the House of Commons, they were out-matched in the press and they were outmaneuvered by their advisers in the Committee of Imperial Defense. Moreover they could not risk running counter to what had been the creed of the British public for centuries.'

"Mr. MacDonald went out of office in 1924 and was succeeded by Mr. Baldwin. He also made a fight against the Admiralty, and he, like Mr. MacDonald, was beaten by the Admiralty. The result was the Birkenhead program of 1925, which provided for nine 10,000-ton cruisers and seven 8,000-ton cruisers, four to be built in the first year and three in each year thereafter. So by the beginning of 1927 Mr. MacDonald and Mr. Baldwin between them had started construction of twelve of the new type cruisers. The United States by that time had begun building two.
"It is plain therefore beyond dispute, that the American government has proceeded very slowly and very reluctantly to build cruisers. It started after the evidence could no longer be doubted that under labor governments and conservative alike the British Admiralty was proceeding to construct a new formidable navy within the letter but outside the spirit of the Washington agreement. It is rather disturbing, therefore, to have Mr. MacDonald, who must accept the responsibility for the beginning of this unhappy business, lending the weight of his authority to the notion in his own country that the United States is to blame for it."
"If we may be permitted to offer Mr. MacDonald some advice it would be that he drop the thesis that the American cruiser program is a 'great blow' to the pact of Paris, and start explaining to his own people that the cruiser program is the direct result of the conviction in America that the British Admiralty will not assent to a cruiser agreement unless the United States enters the conference with equal bargaining power. That would be the truth of the matter." *
The present cruiser program of the Coolidge administration has the support of the dominant opinoin of both parties here, not because any sensible person fears a British attack, but because the conviction has come to us that only a sharp and concrete reminder that we desire to see upheld the spirit as well as the letter of the Washington treaties will inspire pacific opinion in Britain to recognize that the British government cannot have its cake and let the Admiralty eat it."
This advice to Mr. MacDonald is excellent. We would extend similar advice to our own pacifists who seem imbued with the idea that every time Uncle Sam makes a move in his own defense it is wrong, but when any nation in Europe, even Russia shakes the sabre it is doing something which is necessary to maintain European ideals in the fact of "Imperialistic America." Mr. MacDonald is a loyal Britlisher, which offers some excuse for his action. The same excuse of patriotism cannot be offered for our own pacifists and internationalists.

It would seem to the average observer that the arguments presented in Congress for the elimination of the time clause in the fifteen cruiser bill are rather far-fetched. Either we need the fifteen cruisers for defensive purposes or we do not need them. Now it is generally conceded by everyone who has studied the situation, that we do need these cruisers to make our navy an efficient arm of our defensive establishment. There fore if Congress believes the cruisers needed Congress should take the responsibility of ordering them built. They will do us no good as "blue print" cruisers. They will have to be constructed of steel before they will go very far toward helping the United States in time of difficulty.
The proposal that the time clause be eliminated and that the building of the cruisers he held no until after the 1931 naval conference as a sort of "face up the sleeve" in the battle with European diplomats is decidedly illogical.
In the first place a great many European authorities, especially in Great Britain, believe that we are bluffing in proposing to build these fifteen cruisers. Now if Congress eliminates the time clause and we have nothing but blue prints to go into the 1931 conference with, then those European diplomats will have some basis for thinking that our navy program is nothing more or less than a bluff. This will make it harder than ever for us to get any kind of a satisfactory agreement for disarmament, or for getting an agreement about the rights of neutrals on the high seas in time of war. But if, on the other hand, we have these fifteen cruisers in actual process of construction, it will readily be seen that our proposal to strengthen our navy is no bluff.
The argument is advanced that in such case we might have to scran these partly built cruisers and that this would cost the taxpayers a lot of money. Nothing of the sort. These fifteen cruisers will have to be built no matter what sort of agreement is entered into in 1931. They are not competitive ships, but ships needed for our actual defense. Surely we will not agree in any conference to take an inferior position to any other country in the matter of naval strength. And if we do not take such possession we will have to build the fifteen cruisers and then perhaps some more. We cannot count on the supposition that Great Britain and other powers will dismantle good ships already sailing the seas. Only Uncle Sam is idealistic enough to do a thing like that and his action along that line in 1921 was not appreciated by the other naval powers, who immediately took advantage of our action to strengthen their navies until we now threaten to become the fourth or fifth naval power in cruiser strength.

Beware of the "fruitlegger!"
This warning has been broadcast to California housewives and fruit consumers by the state department of agriculture, as the result of discovery of some contraband oranges from the Florida region infested by the Mediterranean fly, in an empty box car in Sacramento.
Although the fruit was thoroughly disinfected, as well as the car, it emphasizes the need for careful scrutiny of everything entering the state which may act as a carrier for the deadly fruit pest, according to state authorities.
Violation of the embargo now placed on Florida oranges and grapefruit constitutes the greatest danger to California's fruit industry, it was declared by officials of the California Development association.
Although the state of California has appropriated $100,000 for border quarantine stations and inspection guards, danger still persists through attempts of unscrupulous persons to bring contraband fruit into this state.
As defined by the C. D. A. experts, a "fruitlegger" is an epicurean individual with a Florida grapefruit appetite and a California address.
"All manner of means are resorted to in bringing forbidden fruit into the state," Robert N. Wilson, agricultural director of the association, said. "In some cases the fruit has been shipped here from adjoining states labeled as 'hardware.'"
"One man packed a case and carried it as hand baggage. There have been cases of train porters snuggling in the fruit for those who could afford to pay for it."
Scores of tourists and others who come to California from eastern states are stopped daily at points of entry and inspected for infected fruit. Drastic steps are also being taken to prevent the introduction of the disease from steamboats, in the same manner as the hoof and mouth disease found its way into California recently.
California citizens are asked to join in a campaign of education to rid the state of the "fruitlegger," by the California Development association.
Wainut Growers Fighting Moth
Wainut growers throughout Orange county opened their annual offensive against codling moth last week, according to Harold R. Wahilberg, farm advisor.
In the coastal districts spraying was commenced on May 28, but in the interior areas the season was delayed about a week. Spraying is now general all over the county. The importance of spraying cannot be over-emphasized. In general, if the grove production shows 6 per cent wormy, spraying will pay in dollars and cents return in reduction of worms.
Spraying is recommended for codling moth control. Investigations carried out by Professor W. J. Quayle Citizen Experiment Station, Riverside, and W. H. Wright, Deputy Horticultural Commissioner of Orange county, indicate that best control is obtained when sprays are used.
The season for spraying is comparatively short. Therefore the time of application is very important. Horticultural inspectors all over Southern California are very active in inspection work, watching the emergence of the moth, egg-laying, and in determining the most effective date for spraying. The inspectors are in close touch with walnut packing house managers and others in charge of spraying work. All growers are urged to get in touch with their local horticultural inspectors or their packing house manager to keep posted on the most effective date for spraying in their particular

To Inspect Waters
Monday afternoon, June 17, has been set for an inspection tour to give the business men of Orange county an opportunity to see first-hand some of the flood hazards and lowering water level problems of the county.
The Agricultural Committee of the Associated Chambers of Commerce has issued an invitation to all Chambers of Commerce in Orange county to send delegations to inspect the dam site in the Santa Ana canyon, visit typical pumping plants where the water levels have lowered so much that redrilling was made necessary to get to water for pumping, and also examine some of the river points where the flood hazards are acute.
Monday afternoon was selected because it is probably the best time for storekeepers and city business men to get away, according to Lotus Leudon, president of the Associated Chambers of Commerce.
The caravan will form at Placentia and Olive and leave simultaneously for the dam site at 1:30 p.m. sharp.
Paul Bailey and his staff will present pertinent facts and figures at the various stops.
It is expected that over 400 people will take this opportunity of informing themselves on the issue. The arrangements for the tour are in the hands of Harold E. Wahlberg, chairman of the Agricultural Committee.

Trip to Dam Site
Arrangements have been made with Paul Bailey, Engineer of Flood Control District Orange county, to hold a trip to the site of the proposed dam in the Santa Ana canyon on Saturday, June 22. Several weeks ago a group of citrus growers met at the site and heard Bailey review the proposal of the grain. A much read commenting understanding of the plan, will place in the development of the county can be had when it is outlined "on the spot," therefore the Orange County Farm Bureau was requested to arrange for another similar trip. It is to the interest of everyone in the county to know all the details so as to be able to decide just what should be done.
