HAVE CARS INSPECTED VACATIONISTS WARNED Have your car inspected before starting on your vacation! Motorists of California were urged to observe this caution in a bulletin issued here today by Geo. Moynahan, chief inspector of the Division of Motor Vehicles. The bulletin said: "Plan a safe vacation by having your car thoroughly inspected before starting. Be particularly sure that your brakes will hold you on the mountain grades or in the heavy traffic around seaside resorts. Have the lining examined and see that they are equalized. A brake that "grabs" on one wheel may turn you over easily. Tires should be examined for weak spots. Weak tires may prove dangerous, especially in warm weather. The examination of the car should include careful inspection of the steering gear and vulnerable parts of the motor. Slipping gears should be put in shape for compression is most important on the grades. "It is a wise precaution to take chains along if you go into the high mountain regions early. See that your equipment includes the usual shovel and ax." Load your baggage so that it complies with the law by keeping your license plates visible and by not extending more than four inches beyond the hub caps. New Auto Tax Will Increase Revenue County Will Reap Neat Sum Annually From It Operation of either of the two automobile tax measures just passed by the state assembly would enable Orange county to collect from approximately 5,000 tax evaders an added annual revenue of $20,000 to $25,000 in personal property taxes on motor vehicles. The estimate was made today by County Assessor James Sleeper, in commenting on the Nelson and Murphy senate bills just approved by the assembly by a heavy majority. It is a physical impossibility. Sleeper pointed out, to reach and collect from every car owner in the county, especially when there are many people who move from place to place, some of them with the express purpose of evading taxation. To hunt all these people down through several addresses only to find, perhaps, that they had left the county, would be a task so expensive that it would defeat its own purpose. Sleeper indicated. The bill sponsored by Senator H. C. Nelson, designed as a temporary or emergency measure, provides that every motorist going to the division of motor vehicles for an auto renewal license must bring with him a certificate from his county assessor, showing that he has paid his personal property tax or that the assessment against his car is secured by real property. Senator Daniel C. Murphy's constitutional amendment would be voted on by the people in 1930. It takes the cocollection of personal property taxes on automobiles entirely out of the hands of county assessors and provides that a tax, to be fixed by the legislature, shall be collected by the state division of motor vehicles. The tax would be collected by the state at the time of issuing license places, thus preventing evasion. According to production cost records kept in a neighboring county, the annual costs per cow was $307. With butterfat selling at 85 cents per pound, the herd would have to average over $61 pounds of butterfat to return a profit to the owner. The Cowtesting Association, which has been organized since 1920 and operating under the management of the Dairy Department of the Farm Bureau has been the means of discovering many unprofitable cows. The April summary shows a total of 18 herds tested with 983 cows in the association. They averaged 31.4 pound of butterfat and 736 pounds of milk. 286 cows produced over 40 pounds of butterfat for the month, and 41 cows were culled. In the cow competition classes, F. H. Finney, Santa Ana, was first with 31.6 pounds of butterfat average in the high herd of 36 cows and less. A. C. Murdy of Westminster was second in the same class with 30.6 pounds of butterfat average. Wm. Armstrong of Greenville, was first with an average of 38.1 pounds of butterfat average in the high herd average of 35 to 65 cows. John Jannina, Santa Ana, was second with an average of 35.4 pounds butterfat in the same class. A. H. Osterkamp, Garden Grove, was high in herds of 65 cows and over, with an average butterfat production of 9.90 R. F. Hazard, Garden Grove, second with an average of 33.3 pounds butterfat. The high cow was owned by Segersrom Brothers, Greenville, with a production of 2,214 pounds of milk and 90.8 pounds of butterfat. L. E. Platt, Greenville, had second high cow, with 1,479 pounds of milk and $2.8 pounds of butterfat. Segersrom Brothers, Greenville, owned the five high cows with an average of 1,942 pounds of milk and 70.3 pounds of butterfat. Osterkamp Brothers had second high five with an average of 1,751 pounds of milk and 68.1 pounds of butterfat. DIX GETS CHANCE FOR CLEVER WORK "Nothing But hte Truth," a farce-comedy starring Richard Dix with Helen Kane, Louis John Bartels, Berton Churchill, Ned Sparks, Wynne Gibson, Dorothy Hall, Madeline Gray and Nancy Ryan supporting. A Paramount all-talking picture, directed by Victor Scherzinger, at the Fox-Callformla theatre Sunday and Monday. Richard Dix's first all-talking picture, "Nothing But the Truth" is undoubtedly one of his best. And that is saying something, because the handsome young Paramount star has made more than thirty films. "Notting But the Truth" is that favorite of farce successes revamped for the screen and refurbished with newer and better comedy situations and an adequate trimming of music, singing and dancing. Dix plays the part of the young man who makes a wager that he can tell nothing but the truth for 24 consecutive hours. He wins the bet after going through a veritable circus of bizarre and upraoviously amusing situations. The play is chockful of rich humor and does not lag for a ninstant. Helen Kane's singing in her famous "baby talk" manner is an agreeable feature of the production. She turns in a fine comedy characterization, as do Louis John Bartels, Ned Sparks, Berton Churchill and Wynne Gibson. The state would return all revenues to the counties with the exception of five per cent for collection. Nelson's bill is intended to meet the situation until possible approval of the Murphy measure by the people. If approved it would be put in effect by the legislature in 1931. Orange county, Sleeper estimated, is getting off easier than many other sections of the state when it comes to auto tax evasions. With approximately 45,000 cars in the county there are but 5,000 "tax dodgers," or less than 10 per cent, whereas in the state as a whole it is believed that the per cent of evasions may run as high as 20 per cent. Operation of either bill. Sleeper said, would be acceptable and would result in great benefit to Orange county through added revenue from the 5,000 "tax dodgers." RICHFIELD Ethyl RE-15 Anaheim, Calif., May 9, 1929 FREEDOM OF PRESS Four years ago the Minnesota legislature enacted a law which permits a judge to suspend publication without jury trial, of any newspaper that in his opinion regularly prints malicious, scandalous, and defamatory matter. The excuse for it was what seemed at the time a need for a curb on "scandal sheets." But, thought there were "scandal sheets" in Minnesota which seemed to justify statutory curbing, it is doubtful if the measure would have become law had the legislature, governor and public realized its full import. Two years after its enactment the law was invoked to "kill" the Minneapolis Saturday Press, and since then it has been under fire. Thus far efforts to obtain its repeal have been unsuccessful, with the result that the American Newspaper Publishers' Association, representing 23 newspapers, has dedicated its resources to destroying this particularly vicious and destructive bit of legislation. The association is not defending the right of a newspaper to publish malicious, scandalous and defamatory matter. Before the enactment of Minnesota's "gag" law there were legal channels for attacking such evils. The association has entered the fight against the law as the champion of the freedom of the press and property rights. The Constitution of the United States as well as those of most states, forbids Congress to make a law abridging the freedom of the press, because the right to free expression of opinion is one of the greatest safeguards of a free people. It is unthinkable that a law which contradicts the letter and spirit of the Constitution can be valid. The fact that it puts a dangerous weapon in the hands of crooked judges and cercoaked politicians is enough to warrant its repeal.
