Aqueduct Men Meet To Elect Officers A. W. Franzen Member of Board From This City Temporary organization of the board of directors of the Metropolitan Water District of Southern California, the political body which will build the Colorado River aqueduct and bring domestic water across the desert to the constellation cities, was effected at Pasadena Saturday afternoon at the Hotel Huntington. W. O. Harris, San Bernardino director, was elected temporary chairman and Paul E. Schwab, Beverly Hills, director, was elected temporary secretary. The directors voted to create a committee on permanent organization and a finance committee. The members of these committees will be appointed by Director Harris within a few days, he said. The next meeting will be conducted January 26, next, at 1:30 p.m., in the Pasadena City Hall. The cities represented, with their voting strength and directorial officers, are as follows: Los Angeles, forty votes. W. P. Whitsett, John R. Richards and Dr. John R. Haynes; Pasadena, twelve votes; Franklin Thomas; Glendale, seven votes; W. Turney Fox; Burbank, two votes; H. A. Bruce; Beverly Hills, six votes; Mr. Schwab; Santa Monica, six votes; George A. Hutton; San Marino, one vote; H. Hoffner; Colton, one vote; C. A. Hutchins; Santa Ana, two votes; S. H. Finley; Anaheim, one vote; A. W. Franze, and San Bernardino, two votes, Mr. Harris. The credentials of each director were inspected and approved with the exception of Mr. Richards and Dr. Haynes, who were unable to be present, the former being out of the city and the latter incapacitated by illness, Mr. Whitsett alone represented Los Angeles. The voting strength of each city, under the provisions of the legislative act creating the district, is based upon its assessed valuation, with one voting unit per $10,000,000 assessed valuation. If this plan were carried through to its conclusion, Los Angeles would have 184 votes, but under the act is limited to 50 per cent of the total, or forty votes. Rado Alver Aqueduct association, the informal body which preceded the water district, acted as adviser at Friday's session. His first act was to present the temporary chairman with the certificate of incorporation issued by Secretary of State Jordan. The directors then grouped about a large table in the banquet hall of the hotel, with about 100 interested persons looking on. Mr. Howard, in order to get the preliminary proceedings out of the way, presented the directorate with an abstract of the initial movements in the formation of the district, as well as the official estimates of assessed valuation of each city, obtained by him from the several county assessors. Director Thomas then offered his colleagues the use of space in the Pasadena City Hall for future meetings With the understanding that this is to be a temporary measure, the offer was accepted. Prior to the session of the board the aqueduct association entertained at a luncheon. Hiram Wadsworth president of the association, presided. He said that the association will continue its life, at least for the coming year, and furnish what aid it can to the new district. He then introduced W. P. Mathews, special counsel for the Los Angeles Department of Water and Power, and State Colorado River commissioner, who returned Friday from Washington, where he saw President Coolidge sign the Boulder dam bill. Mr. Mathews warned the assembles that the real development of the river was just beginning and that the addition of the bill itself was but a preliminary step. VEHICLE ACCIDENT TOLL The incoming legislature will be asked to authorize a compulsory course of safety instruction, in all public schools, primarily devoted to traffic dangers and responsibility. This is assured in the announcement coming recently from the Automobile club of Southern California, which will sponsor the proposed bill. This club will be joined in its efforts by the California State Automobile association, the two organizations representing more than 200,000 motorists in the state. The ever mounting motor vehicle accident toll has been watched with increasing alarm throughout the stage. This news, indicative of the way the communist element would do a little less parading with banners and a little more working with their hands to make communist experiments practical, they would get more converts. All well and good. But the communist theory doesn't including any working with the hands by the communists. Must Display Plates In Prominent Place With thousands of the new 1929 license plates being issued daily by the Division of Motor Vehicles, Chief Inspector George F. Moynahan has called the attention of California motorists to a section of the law requiring that plates be displayed in a prominent position on the car and not concealed behind any obstruction. The officers said considerable trouble had been experienced with automobile owners who insisted on fastening on their new plates behind bumpers, lights, luggage and other accessories. "The purpose of the plate is to identify the car," Moynahan explained. "The law requires that it be placed where everyone can see it." Moynahan also urged motorists to obey the law by keeping their new plates free from grease, oil and dust. The Division will enter into the last month of the annual renewal period on Tuesday, New Year's day. Although thousands of motorists have already filed applications and fees for the new plates, there are thousands of others who have neglected to do so. Moynahan urges all such to put their money state authority, with a standardized uniform course that will extend into every school in the state no matter how far removed from population centers. It is generally realized that if the traffic accident toll is to be reduced, education will play an important part. The recently organized California committee on public safety emphasizes the need of education of both children and adults and will campaign to this end. The proposed safety education bill will be submitted to this body and also to the vehicle conference, the organization in the state which carefully considers all proposed legislation affecting traffic before it is presented to the legislature. Celebrating a record-smashing orange crop, estimated this season at $150,000,000 in value for the state the coming show, running from February 14 to 2 will not only be bigger than ever but more replete with entertainment inducements. The engagement of Creatore's band, the scheduled personal appearance of Miss Dolores Del Rio, famous film actress, as screen patroness of the show, and the abundance of other features should, it is believed, bring a record crowd. Last year's total attendance was 285,000, according to the official figures. This year, it is anticipated, not fewer than 300,000 will click the turnstiles. Special days, each contributing its quota of added color and life to the feature-filled show, have again been decreed. These "specials" are to be set aside for the American Legion, Scots Eagles, Lions, Elks, Rotariana, Kiwiana, Newspaper Publishers' association and Exhanger club. In addition to awarding a gold and diamond medal to the world's champion orange grower—a custom adopted last year for the first time—the show this year also will select the world's champion lemon grower; perhaps even the grapefruit champion.
