Heavy Increase in State’s Lemon Crop Shipments This Season Amounted to 6,500,000 Boxes The average California lemon production in 1908 amounted to 1,890,000 boxes and by 1927 had risen to 6,500,000 boxes, an increase of 260 per cent according to a bulletin on lemons recently issued by the University of California. This bulletin was prepared by H. R. Wellman and E. W. Braun; extension specialists in agricultural economics and issued as one of the series on California crops and prices. "During the first part of the twenty-year period the increase in production was about offset by a decrease in imports," to quote the summary, "so that the total supply of lemons available for consumption was not materially larger. But during recent years imports have declined only slightly, while domestic production has increased as rapidly as before. Although exports have also increased they have provided an outlet for only a small part of the increase in domestic production. Consequently there has been a very substantial increase in the total supply of lemons available for consumption in this country. "The demand for lemons has not kept pace with the rapid increase in the supply. The per capita consumption of lemons during the past seven years has averaged only 2.6 lemons, or 19 per cent, higher than before the war. Probably the greatest part of this small increase in per capita consumption has been the result of improvement in the quality and pack, wider distribution, extensive advertising, and the recommendation by nutrition experts of the wider use of lemons in the diet. The relatively low prices of lemons as compared with the prices of commodities in general have laid but a minor effect in increasing consumption. This is because the demand for lemons tends to be inelastic. People do not buy many more lemons when prices are low, nor do they greatly reduce their purchases when prices are high. Pour in 2 cups of the water that was drained from the potatoes, add the rice potatoes, stir until smooth and cook for 2 to 3 minutes. Mix with the hot milk. Season. Remove the onion before serving. LEGION NOTES Creation of a new state department—that of Veterans' and Military Affairs—with a representative in the Governor's Council has been proposed as a result of a conference held here by Alexander R. Heron, director of the state department of finance, and representatives of the American Legion, headed by State Commander Frank N. Belgrano. The new department would probably be headed by Adjuntant-General R. E. Mittelstaedt as the Adjuntant-General's office would be included in the reorganization plan. The State Veterans' Welfare Board of which John R. Quinn, former state and national commander of the American Legion is chairman, would be included in the new department as would the Veterans' Home at Yountville and the Women's Relief Corps. The proposed $20,000,000 farm and home loan bond issue to furnish the needed funds to continue the work of the State Veterans' Welfare Board will also include a proposal for the establishment of a school ship for naval reserves; making Armistice Day a school holiday as well as a legal holiday, and a proposal that all of the counties in California be requested to grant civil service preference to veterans. The creation of the new state department and the inclusion thereof of the agencies dealing with the veterans of California would give the veterans more of a voice in the affairs of the state government, according to State Adjunctant James K. This is according to a report made by C. H. Purcell, state highway engineer, to B. B. Meek, director of the State Department of Public Works, of which the Division of Highways is a part. Revenues available for secondary roads constitute 25% of construction funds derived from gasoline taxes. This money is divided equally between the Southern and Northern groups of counties. It is estimated that $1,700,000 a year will be available for secondary roads in each of these groups for the next six years. The report on the cost of completing the secondary roads in the Southern California counties is part of the study of the entire state highway system now being made. The purpose of the study is to permit the development of an orderly plan for the completion of the present system. Aided by all these facts, the highway authorities believe the present system can be completed at a big saving both in money and time. The first of these studies to be completed deals with secondary roads in the Southern group of counties. These roads with the mileage involved are listed in the report as follows: Route 13 (Salida to Route 23)—Section in Mono county from westerly boundary to Route 23, Sonora Pass, 15 miles. A NEW PEST At a recent meeting of the Southern California Entomological club at Alhambra, Professor H. J. Quayle of the Citrus Experiment Station, Riverside reported on an unusual outbreak of the Western Leaf-Footed Plant Bug (Leptoglossus zonatus). Recent reports of serious outbreaks of this member of the "squash bug" family in Imperial Valley caused Professor Quayle to investigate the occurrence and possibilities from damage of this insect. The insect was found to exist in several different places in California, but particularly general in the Imperial Valley, where it was found in great numbers on pomegranates, which are apparently a favored host. Of special significance is the fact that this "stink bug" is apparently responsible for the transmission of a new fungus, Nematosperma, which attacks citrus. The best method of control discovered to date is a herd of turktoys in connection with the pomegranate or citrus groves. Turkeys are very good "bug catchers." We don't claim to be an expert on cigarettes, but blindfolded we can tell the difference between liver and onions and limberger cheese. Several months ago the radio boys were singing "I Wonder What's Become of Sally?" Now they are singing "I'm Sorry, Sally." Evidently what became of Sally wasn't so good. Many Problems Confront Solons Legislature to Assemble on the Seventh of January With the 48th session of the California state legislature less than two weeks away, the biennial landslide of bills reached the state capital. The legislative counsel bureau, which puts the measures in legal form for the legislators, has augmented its staff and opened San Francisco and Los Angeles offices. Day and night work will be the order of the day until the session convenes at 11 a.m., January 7. Water, taxes and crime will be the features of the legislative program. More than a score of special investigating committees that have been working the last two years will add their share to the proposed new laws. Some of the measures ready for introduction are as follows: State trademark and grade standardization; tuberculosis eradication; state agricultural commission; refrigerating terminal at San Francisco; pure seed act permitting state to go out to land settlement business; supervisory market commission; licensing and bonding of all deciduous fruit dealers. Prison for women convicts at Delhi; new state prison in Los Angeles county; "two-way" institution for youthful offenders; enlarging state bureau of criminal identification and installing intercity teletype communication; amending habitual criminal act; abolishing capital punishment; increasing penalty for assault with intent to murder; abolishing plea of "not guilty by reason of insanity"; more drastic regulation on sale of firearms. New division of aeronautics in counties; licensing and regulating pilots, planes, land fields, schools and air lines; state supervision of traffic forces; removing speed limit on open highways; amending drunken drivers' act; making parents liable for damage done by children when operating family car. Clarifying procedure under new riparian water law; water commissions' report, probably including first units of proposed $358,000,000 co-ordinated state program; supervision of all dams, private and municipal, by the state; Tomato Diseases In the County Field study of tomato diseases in Orange county during the past four months shows that there are six specific diseases of tomatoes serious enough to merit careful consideration by tomato growers. Two are wilt diseases, fusarium wilt and verticillium wilt, very much alike and almost impossible to distinguish in the field. Two are virus diseases: one of these is yellows, often called western blight, but not properly a blight disease; the other is mosaic disease. Two are really blight diseases. Early blight or Alternaria, is not very serious on winter tonioides as grown in this county. Late blight or Phytophthora is more serious, and has this year caused serious loss in the western and southern parts of the county. Last year it damage was even more serious. There are other diseases such as a leaf spot and a disease locally called dieback that may under favorable seasonal conditions become serious. Of these six or eight diseases the most serious are the two wilt diseases and the late blight. Control of the wilts is not a simple problem. It depends upon resistant varieties and there is but little hope at present of finding commercial varieties resistant to both of the wilt diseases. Control of the late blight is simpler. It can be very effectively accomplished by spraying with liquid Bordeaux mixture, home-made by the old-fashioned method of pouring together slowly, diluted solutions of milk of lime and of copper sulphate. From four to six sprayings will be required in a "Blight year" when moist fall weather favors development of the disease. The first spraying should be in summer when the plants are well established in the field, and before they have produced side branches—say when the plants are eight inches to a foot high. This spraying should be made every year regardless of weather. Later sprayings may be timed by weather conditions. That this announcement comes as the result of three years of constant research for the development of the best possible fuel for high-compression motors, was the assertion of Richfield executives. They expressed the belief that Richfield "Gasoline of Power," famous for many years as an exceptional fuel of power and economy, will prove doubly effective when blended with Ethyl anti-knowt compound. The new fuel will be especially super-powered, it is declared, in that Ethyl compound will be mixed with a brand new Richfield; a special gasoline developed particularly for this purpose. In presenting Richfield-Ethyl gasoline to the motoring public, the company is anticipating a growing demand, created by the present-day trend toward higher compression motors in the new motor cars, it is explained. Since practically every new motor car on the market today has an engine of high compression in contrast to the low compression in former years, high compression gasoline has become a necessity for many motorists, it is declared. The advenues of Richfield-Ethyl, it is asserted, will be the elimination of knocking" in cars old or new, and the reaction of an even more smoothly slowing power than that for which straight Richfield, ever an exceptional gasoline, has long been famous. FIRST CHRISTIAN CHURCH Broadway and Helena Streets (An Undenominational Congregation) Sunday Services Highway Building In Arizona The closing of the two great halves of the 615-foot arch span bringing the Grand Canyon of the Colorado marked a mile-stone in the history of highway construction in Arizona, accord-ing to the Touring Department of the National Automobile Club. The placing of the pins at the center of the span, an event so successfully accomplished in a few hours, was awaited with much anxiety by the engineers and contractors alike. Two hundred thousand dollars' worth of structural steel, representing many months of labor, hung, as it were, by a thread, as the giant screws lowered the steel on to the pins. It may be safely stated that this point in the construction of the Lee's Ferry bridge having been passed, all hazards are past and the job is as good as done. The completion of this project by the Arizona Highway department opens a new route, a new land of scenic wonders to tourists and to the citizens of that state. It will be a fairly comfortable trip, even on the present road. So much has already been said about the wonders of the country north of the Colorado in the states of Arizona and Utah, that it would be useless to emphasize it further. This is the only bridge across the Colorado in a stretch of approximately 600 miles—between the junction of the Green and Grand Rivers, the beginning of the Colorado proper, and the bridge at Topoc, Arizona. When we consider that this is the only crossing between these two points either by highway or railroad, we can visualize the extreme importance of this route, the only North and South route through Arizona connecting that state with Utah and points North. For this reason it is possible to predict the early completion of a modern highway through this section of the country.
