Many Measures To Be Presented Agricultural Committee of Assembly Mapping Out a Program Facing a crowded calendar of legislative business, already numbering 35 or 40 bills, California farm organizations will spend much of the next four weeks in lifting the wheat from the chaff and shaping the program of agricultural measures which they will sponsor at the 1929 session of the State Legislature. Ralph H. Taylor, Executive Secretary of the Agricultural Legislative Committee, so declared in making public his preliminary review of projected legislation touching on problems of agriculture and rural California. Working in close co-operation with the California Farm Bureau, the California State Orange and the California Farmers' Union, the Agricultural Legislative Committee, representing 37 cooperatives and commodity farm organizations, has made preliminary analysis of many of the measures, Taylor said, although definite decisions in most cases probably will not be reached until after the series of January conference. To date agriculture's "Big Four"—the Farm Bureau, Grange, Farmers' Union and Agricultural Legislative Committee—have endorsed one measure and condemned one. The four organizations favor a federal act asking Congress to hold the 1930 agricultural census some time between November 1 and January 1, instead of starting the census on May 1. Each of the organizations has also out in opposition to the state trade-mark proposal, as sponsored by Simon Lubin, president of the Sacramento Region Citizens' Council. Proposed from legislation under study by the Agricultural Legislative Committee, but on which the Committee has not yet made known its action, includes the following measures: A measure to require the licensing and bonding of all dealers engaged in handling deciduous fruits, particularly to provide a prpetual calendar. Styles in calendars are so subject to change as styles in morals and petticoats, so in all this modern motley crew there is lacking that fancy creation associated with the "good old times" when there was a place for every calendar no matter how humble, and a calendar on every domestic door from the parlor to kitchen. Some sentimentallists will remember this old-fashioned calendar. It was made of thick cardboard embossed and perforated in floral designs. In lieu of the modern homestead scene the name of the "popular butcher" or "busy general store" was printed in bold letters amidst the border of flambuoyant tracery. But the real distinguishing characteristic of this masterpiece of the calendar-making art was the collapsible picket at the bottom which served throughout the year as a receptacle for the household odds and ends. Its capacity seemed limitless. Farm Co-Operatives Do Big Business Farmers' Co-operative associations transacted business to the amount of $2,300,000,000 in the 1927 marketing season, according to a report just received by the Farm Advice's office from the Bureau of Agricultural Economics. 11,400 active associations are listed by the department. This figure is less by $100,000,000 than the total business for the 10,803 associations listed by the department in 1925. However, the price level for 1927 was lower than that for 1925. If prices of farm products and the prices of supplies bought by farmers had been as high in 1927 as in 1925 the total business of the co-operatives would have been in excess of $2,500,000,000. The largest amount of business done by any one group was $680,000,000, this being the sum of the transactions by the associations handling grain. The associations marketing dairy products had a total business of $620,000,000; the livestock associations, $320,000,000; the fruit and vegetable associations, $300,000,000; the associations marketing cotton, $87,000,000; the poultry and egg associations, $40,000,000; the nut mar- A measure to require the licensing and bonding of all dealers engaged in handling deciduous fruits, particularly grapes, who do not pay the grower cash on delivery. This bill, sponsored by the Sialifornia Vineyardists Association, is designed to stop the billing of San Joaquin Valley grape growers, who are said to have suffered heavy losses during the saleon just ended through the operations of unreliable buyers. New Pure Milk Law, presented by Doctor Adelalde Brown, a member of the State Board of Health, which is expected to draw the opposition of dairymen. This act would raise the Grade A Raw Milk requirements to almost certified Milk standards and change the designation to Inspected Milk. It would lower the Grade A Pasteurized standards. The bill would also transfer supervision of milk inspection from the State Department of Agriculture to the State Department of Public Health. An amendment to the Political Code restoring an old provision stipulating an expenditure maximum which local school districts cannot exceed without consent of the county board of supervisors. Sponsored by the Grange and the California Taxpayers' Association. Constitutional amendment providing for the taxation of publicly owned public utilities. Backed by the Grange. Tightening up of the law governing the selling or handling of nursery stock to permit revocation of licenses in cases where nurserymen fail to clean up and eradicate planat pests and diseases. A second amendment definitely including florists, contract growers and incidental dealers, such as grocers, in the group coming under the act. A measure relating to conditional sales contracts and providing that when the same are in default the seller may retake possession thereof upon paying or assuming any unpaid bills for feed necessary to the maintenance of the livestock or poultry to be repossessed, and consumed by same during the previous three months. In the case of the assignment of the contract or transfer of the possession the assigner or person taking possession would assume or pay such feed bills. Sponsored by the California Hay, Grain and Feed Dealers' Association. CALENDAR TIME While one swallow is said to make a summer, it seems to require a flock of calendars to make a new year. These traditional harbingers of New Year's Day are arriving in every mail and in their customary array of sizes, shapes and colors. They come with the compilments of the banker baker grocer to him the two agricultural censuses some time between November 1 and January 5, instead of starting the census on May 1. The business of the associations selling miscellaneous products and buying farm supplies amounted to nearly $200,000,- Some lines of activity which were important in 1915 were of less relative importance in 1927. This was not because of a decline in the amount of business transacted by these groups, but because of a very great increase in the amount of business being reported by the associations in other groups. The associations handling dairy products and shipping livestock have made enormous strides since 1915, and the associations handling grain, fruits, and vegetables have made gains of about 100 per cent and 50 per cent respectively. The West North Central States led in co-operative activity in 1915, 1925 and 1927. The Pacific States were in second place in 1915, but had dropped to third place in 1925, where they remained in 1927. In 1925, the South Central States had advanced in relative importance as compared with 1915, but by 1927 had slipped back slightly. California associations reported a larger amount of business for 1927 than the associations for any other state, the estimated total being $226,320,000; more than half of this business represented activity by the 285 fruit and vegetable associations. 300 Pine Trees For Orange County An allotment of 3000 Coulter pine seedlings two years old has been made to Orange County by the Forestry Experiment Station located at Devil's Canyon. San Bernardino County, according to word just received by Farm Advisor Harold E. Wahlberg. Distribution of the trees here will be directed by J. E. Elliott. Supervisor of the Cleveland Forest. Requests may be sent to the Farm Advisor's office. Hall of Records. Santa Ana. The trees are available for planting in the hill sections of the county, where conditions are favorable for tree growth. The Forestry Service will use the supply not otherwise used for reforestation work in the county.
