Huge Ranches Still Warring Over Water
Vail-McNeil Interests Fighting For Possession of Stream
The largest single land holding of Southern California, unless Kern county with its great Tejon ranch be considered a part of the Southland, is that owned by the heirs of the late Richard O'Neil and the late James Flood of San Francisco, known as the O'Neil or Santa Margarita ranch and lying for the main part in San Diego county. Rancho Santa Margarita, as it is perhaps best known, was until a few years ago a property of around 260,000 acres, although corrected surveys, minor sales and the taking out of rights-of-way for public roads. Its northern boundary is at El Toro in Orange county; it stretches to the San Luis Rey River on the south. On the west it has miles of ocean frontage, eastward it reaches into Riverside county. Recent estimates placed 132,310 acres of it in San Diego county and 51,089 acres in Orange county, the rest being in Riverside county.
The second largest holding of Southern California, in a single tract, is said to be the Irvine ranch of Orange county, reported as having an area of 101,000 acres in San Diego and Riverside counties owned by the Vails, a family with many large land holdings.
Rancho Santa Margarita is rich in California history. It was granted to Juan Pico by the Mexican government long before California became a part of the United States. The main ranch house, an adobe structure on the Fallbrook branch of the Santa Fe railway about 10 miles from Oceanside, is one of the oldest buildings of its kind in Southern California, having been constructed in 1838 by the Mexican governor, Pio Pico. Its walls are three feet thick, and the rafters and crossbeams are bound with rawhide. It was for many years the home of the O'Neils who were careful to preserve its historic paintings and priceless colonial furnishings.
My country owes me no debt.
"It gave me, as it gives every boy and girl, a chance. It gave me schooling, independence of action, opportunity for service and honor. In no other land could a boy from a country village without inheritance or influential friends look forward with unbound hope.
"My whole life has taught me what 'American' means. I am indebted to my country beyond any human power to repay. It conferred upon me the mission to administer America's response to the appeal of afflicted nations during the war. It has called me into the cabinets of two presidents. By these experiences I have observed the burdens and responsibilities of the greatest office in the world. That office touches the happiness of every home. It deals with the peace of nations. No man could think of it except in terms of solemn consecration.
"You ask me for a message:
"A new era and new forces have come into our economic life and our setting among nations of the world. These forces demand of us constant study and effort if prosperity, peace and contentment shall be maintained.
"This convention, like those which have preceded it for two generations, has affirmed the principles upon the problems which now confront us.
"I stand upon that platform. At a later date I shall discuss it fully, but in the meantime I may well say that under the principles the victory of the party will assure national defense, maintain economy in the administration of government, protect American workers, farmers and business men alike from competition arising out of lower standards of living abroad, foster individual initiative, insure stability of business and employment, promote our foreign commerce and develop our national resources."
"You have manifested a deep concern in the problems of agriculture. You have pledged the party to support specific and constructive relief upon a nation-wide scale backed by the resources of the federal government. We will and must find a sound solution that will bring security and contentment to this great section of our peoples."
But the problems of the next four people are more than economic.

California history. It was for many years the home of the O'Neills, who were careful to preserve its historic paintings and priceless colonial furnishings.
The ranch is devoted principally to cattle raising but there are hundreds of acres along the coast between San Onofre and Oceanside planted to cauliflower, peas, cucumbers and spinach for shipment to the winter and spring markets of the East. The vegetable land is divided into tracts which are leased to ranchers and produce firms. One of the largest of the leased vegetable tracts is known as De Haven's ranch. The De Havens operate a packing house at San Onofre and their acreage stretches several miles up the San Onofre Valley. Many kinds of vegetables are grown and 101 carloads were shipped last year.
Along the San Mateo creek are large areas of cauliflower and cabbage, and lands along Santa Margarita River produce even more car loads than those in the San Onofre district. Besides the green vegetables, there are hundreds of acres in Lima beans and barley, these crops being dry-farmed.
Although the Santa Margarita ranch produces annually many carloads of vegetables, beans, grain and cattle, however, its resources are only slightly developed. There are four water courses entirely or partially within the boundaries of the ranch, the San Luis Rey and Santa Margarita rivers and San Onofre and the San Mateo creeks. The streams discharge many thousands of acre feet of water annually into the Pacific. The only storage in the Santa Margarita, largest of all, is a temporary reservoir of about 20,000 acre-feet alongside the stream bed.
The Santa Margarita Company claims prior rights to the waters of the Santa Margarita river and that claim is now being contested by the Vall interest in what promises to be one of the longest drawn-out and most expensive lawsuits in the history of California. In October, 1926, the Santa Margarita Company instituted suit against the Valla asserting prior rights to the stream flow. The hearing began in a San Diego superior court, the plaintiffs taking three and one-half months to present their case. In January, 1927, the defense began to offer evidence, and a year later was still at it. More than 29,000 typewritten pages had then been introduced in the transcript of evidence and 1315 exhibits of various kinds had been received and filed. Three months later the end had not yet been announced.
While the Vall and O'Neill interests have been fighting each other, the Fallbrook Irrigation District has filed on the flood waters of the river, estimated at 14,000 acre-feet a year. The district proposes to impound the flood-standards of living abroad, foster individual initiative, insure stability of business and employment, promote our foreign commerce and develop our national resources.
"You have manifested a deep concern in the problems of agriculture. You have pledged the party to support specific and constructive relief upon a nation-wide scale backed by the resources of the federal government. We will and must find a sound solution that will bring security and contentment to this great section of our peoples."
"But the problems of the next four years are more than economic. In a profound sense they are moral and spiritual. This convention has sounded a note of moral leadership.
"Shall the world have peace? Shall prosperity in this nation be more thoroughly distributed? Shall we build steadily toward the ideal of equal opportunity to all our people?
"Shall there be secured that obedience to law which is the essential assurance of the life of our constitution? Shall honesty and righteousness in government and in business confirm the confidence of the people in their institutions and their laws?
"Government must contribute to leadership in answer to these questions. The government is more than administration; it is power for leadership and co-operation with the forces of business and cultural life in city, town and countryside. The presidency is more than executive responsibility. It is the inspiring symbol of all that is highest in America's purposes and ideals.
"It is vital to the welfare of the United States that the Republican party should continue to administer the government. It is essential that our party should be continued .in organization and in strength in order that it perpetuate its great principles in our national life.
"IIf elected by my fellow countrymen I shall give the best within me to advance the moral and material welfare of our people and uphold the traditions of the Republican party so effectively exemplified by Calvin Coolidge."

HOOVER'S ACCEPTANCE
Herbert Hoover telegraphed the following message to Senator Moses, chairman of the Republican National convention at Kansas City, acknowledging receipt of a telegram from that gentleman congratulating him on his nomination for the presidency. Hoover's reply shows the character of the man. It was read to the convention and was greeted with great applause by the assembled delegates:
"The presidency is more than executive responsibility." he said. "It is the inspiring symbol of all that is highest in America's purposes and ideals.
"If elected, my fellow countrymen, I shall give the best within me to advance the moral and material welfare of all our people and uphold the traditions of the Republican party so effectively exemplified by Calvin Coolidge.
"I have your telegram and I sincerely appreciate the confidence and the honor it bestows upon me," the telegram from Hoover said.
"You convey too great a compliment when you say that I have earned the right to the presidential nomination. No man can establish such an obligation upon any part of the American court, the plaintiffs taking three and one-half months to present their case. In January, 1927, the defense began to offer evidence, and a year later was still at it. More than 29,000 typewritten pages had then been introduced in the transcript of evidence and 1315 exhibits of various kinds had been received and filed. While the Vall and O'Neil interests have been fighting each other, the Fallbrook Irrigation District has filed on the flood waters of the river, estimated at 14,000 acre-feet a year. The district proposes to impound the floodwaters filed upon in a reservoir in what is known as Nigger Canyon within the boundaries of the Vall ranch. The proposed reservoir would impound 70,000 acre-feet, to be shared with the Valls, Fallbrook's share to be brought to the district by gravity through a 20-mile flume. If all the water of the Santa Margarita now lost in the ocean were saved, engineers have said, no less than 20,000 acres could be irrigated and large areas along the river now waterlogged, would become available for cultivation.

Win First Awards
Get Five Firsts and One Second in Six Classifications
Sunkist advertising campaigns for 1928 made a clean sweep of the prizes for which they were entered at the Pacific Coast Advertising Clubs Association convention at Honolulu according to a cablegram sent to W. B. Gelsinger, advertising manager of the California Fruit Growers Exchange.
Entered in six classifications, Sunkist won five firsts and one second, competing with the leading advertisers on the Pacific Coast. The five first prizes were awarded for: 1. The most complete campaign by a manufacturer, showing specimens of all forms of advertising employed. 2. The best street car cards produced on the Pacific Coast. 3. The best display of advertising done co-operatively by groups (including cooperative marketing and trade associations similar organizations). 4. The best window and store display advertising. 5. The most complete dealer campaign by advertiser.
The second prize was for the best newspaper campaign. While large users of newspaper space on a national basis, the Exchange does not use newspapers extensively on the Pacific Coast with the exception of the year-round schedule of educational advertisements appearing in this and other citrus belt newspapers.
The prize for the best advertising campaign by a co-operative marketing organization is the most valued since most of the large co-operative marketing advertisers are on the Pacific Coast and compete yearly. Sunkist also won first in this group last year.
These awards indicate the quality of advertising produced by the Exchange and the standing it has among advertisers.

Orange Juice Aids Health of Children
Experiments by leading baby specialists throughout the country have proved the value of orange juice to baby's health and digestion; also that the addition of either orange or lemon juice to baby's bottle improves the milk.
Another experiment recently concluded further proves the value of orange juice for children. Drs. Julius H. Hess and I. M. Chamberlain of the department of diseases of children, University of Illinois College of Medicine, have tried the addition of orange juice and egg yolk to the baby's milk.
These experiments indicate conclusively that the addition of a small amount of orange juice to cow's milk will greatly aid in the digestion of the milk mixture.
A chemical change which results when orange juice is added to cow's milk causes very fine curds to form, which are more easily digested by the infant than plain cow's milk.
The addition of orange juice may be started as early as the second or third week of life and has the advantage of introducing the vitamins which promote growth and prevent the development of scurvy. An ounce of juice to a pint of milk is the proportion that has proved to give the best results, according to the experiments of the doctors.
The addition of raw egg yolk to milk and orange juice mixture increases the iron content of the infant's blood and minimizes the possibility of the development of rickets.
It's a rare baby who goes without orange juice. An imposing list of experiments have proved to doctors and mothers the importance of this food.
Fruit Juices and Fruit Beverages is the title of the most recent publication of the University of California college of agriculture and is known as Circular No. 313. The circular goes fully into the manufacture of fruit juices and their uses for beverages, describing methods and machinery used, and gives the values of various fruits for this purpose.

U.S.C. Announces Summer Quarter
Belleving that the ability to learn continues in full capacity much longer than formal school age. The University of Southern California announces that the summer quarter of University College the downtown evening division, at Seventh and Los Angeles streets, will open on June 18 and continue until August 10.
Scientific investigation disproves the old adage that you cannot teach a mature person modern philosophy, psychology, sociology, political science, and mathematics—all to be given this summer in the Trojan night school—for according to E.L. Thorndike, author of "Adult Education," we are better able to learn at the ages of 25 to 45 than in childhood and as well able to learn then as during adolescence.
Up-to-the-minute courses of a practical nature announced for the Southern California evening sessions this summer include economics of commercial aviation, industrial management, nautical astronomy, interior decoration, engineering, short story writing, C.P.A. problems, real estate conveyancing, public finance, business law, fire and property insurance, and salesmanship.
Modern fiction, current history, public speaking, Spanish, and German are also in the new schedule.
All courses are open to both men and women.
Teachers studying for the California state board of education credentials are offered 20 college-credit courses covering modern educational methods in the 1928 summer quarter of University College, Southern California, which opens on June 18.
