Fish Conservation Keeps Wardens Busy
Now Guarding Trout as They Go to Spawning Ground
With the trout streams' heavy fish heading up stream to spawn, deputies of the Division of Fish and Game are busily engaged watching this annual migration to the spawning grounds.
It is of great importance that the run of fish be not interfered with, as at numerous points on the streams the hatchery department of the division has egg-taking stations established, and at these points trained experts are trapping the fish, taking eggs, fertilizing them and rushing them to the nearest hatchery, where they are hatched and in dug time turned back into the streams, which each year suffer heavy depletion from the inroads of the great army of anglers that seek recreation through the medium of automotive transportation into the mountains and pleasure spots with which the state is fortunately blessed.
While the spirit of conservation is fairly well imbued in the hearts of most of the people of the state, there are still some who want to take advantage of the spawning season to take fish out of season. These invaders of the rights of the real sportsmen are the offenders that the fish and game field men are seeking, and they are good seekers. Streams are being closely patrolled and anyone who violates the law will be severely dealt with, according to officials.
In addition to the duty of watching for those who would take fish, the great problem of moving the fish over dams, and protecting them at places where water is diverted for irrigation and other purposes is a big one.
To get fish over dam s fish ladders have been constructed, and it is the duty of the field force to watch these closely and see that they are working in such a way that the fish can move unmolested up to the spot they select received by the winning combatants from the time the first blow was struck.
That the United States profiled by the war is a sophistry easily exploded. Comparing our rate of increase in national wealth before and since the war with that during the decade from 1912-22, including the war, we find that it was slowed down 80 per cent. President Harding once said that before the last bill and pension were paid, the war would have cost us one hundred billion dollars. Unlike European countries, we have established the precedent of caring for soldiers and their dependents. We have already spent approximately two billion dollars on soldier relief, and we have scarcely begun.
These debt-forgivers also choose to overlook the fact that through our intervention in the war the allies were enabled to collect indemnities from Germany. It seems certain that but for the aid given by the United States, the result of the war would have been at best a stalemate, and it is even conceivable that the allies, or some of them, might have had to pay indemnities, and cede territory. The critics leave out of account the immense acquisitions of territory by the allied powers in which the United States claimed no share. Before the World war England and France would have paid billions to make certain the sinking of the German fleet and merchant marine, and the reduction of Germany to a third rate military and naval power. It is true that the result of doing all this has not turned out as well as expected, but nevertheless these objectives were attained.
The most powerful influence leading to all this talk of wiping out the European debts does not proceed from altruism, but from financial interests which, having taken a second mortgage on Europe for private loans at good rates of interest, naturally want to wipe out the first mortgage held by the American people. It is said that it was never intended that this money should be collected. But the act of congress authorizing the loan provided for the purchase of European bonds with the money, and if this had been done, there would never have been any question about the validity of the debts. Moreover, this money was borrowed from the American people when the bond...

To get fish over dams fish ladders have been constructed, and it is the duty of the field force to watch these closely and see that they are working in such a way that the fish can move unmolested up to the spot they select for spawning. Many of these ladders have been installed in the state and, while most of them work efficiently, some have to be inspected and repairs ordered so that the fish can move without interference.
Where water is diverted, fish screens must be installed so that fish are not washed out into fields or into pumps to perish. The inspection of these screens is also an important part of the deputy's work.
Where the ladders or screens are found to be ineffective, reports are immediately made to the office of the division in San Francisco and steps are taken to have them put in order.
Motorists passing along trout streams will see many screens and ladders in operation, they will also see gray clad members of the fish and game field forces engaged in patrol work.
They will find these men courteous and well informed, men who are serious in the performance of their work, but eager to aid the recreation seeker to find what he desires in the way of a suitable place to enjoy the great outdoors.
While the rapid advance of motor transportation has made the work of the division much more complicated and difficult, the field men are still the same, thorough "knights of the big outdoors," whose creed is good sportsmanship and the protection of fish and game and the conservation of the natural resources of California.
IS IT SHYLOCKISM?
Recently many of the leading scientists and educators of the country assembled at Washington, and engaged in many discussions of public interest and value. One of the questions considered by the group engaged in the discussion of political economy was, of course, the war debts. Most of the opinions expressed were adverse to the war debt settlements effected by the American government, with foreign countries.
Some distinguished economists and publicists took the position that Uncle Sam has played the Shylock in demanding settlement of the war debts. The argument advanced was that the war was a common cause, in which the allied nations should be given full credit for the expenditures and sacrifices made before American entry into the war.
Such a theory as this is based upon a curious misapprehension of the facts.
European debts does not proceed from altruism, but from financial interests which, having taken a second mortgage on Europe for private loans at good rates of interest, naturally want to wipe out the first mortgage held by the American people. It is said that it was never intended that this money should be collected. But the act of congress authorizing the loan provided for the purchase of European bonds with the money, and if this had been done, there would never have been any question about the validity of the debts. Moreover, this money was borrowed from the American people when the bond issues providing the cash were sold, with the assurance that through the purchase of European bonds the American government would acquire an asset equal to the liability created.
The United States has offered and given exceedingly liberal terms in the settlement of these European debts. There is no prospect whatever that better settlements will be offered. American public sentiment would not permit it. All these critics of American fiscal policy can accomplish is to increase foreign discontent with our generous action. If there are those whose hearts bleed on this subject, let them head subscription papers for the relief of our European debtors, and prove their faith by their works.

AN ORDINANCE OF THE CITY OF ANAHEIM, AMENDING SECTION 3 OF ORDINANCE NUMBER 161 BEING AN ORDINANCE ENTITLED "AN ORDINANCE FIXING COMPENSATION OF CERTAIN OFFICERS OF THE CITY OF ANAHEIM."
THE BOARD OF TRUSTEES OF THE CITY OF ANAHEIM DO ORDAIN AS FOLLOWS:
SECTION 1. That Section 3 of Ordinance Number 161, entitled "An Ordinance Fixing Compensation of Certain Officers of the City of Anaheim" be amended to read as follows: That compensation of the City Treasurer of said City is hereby fixed at Two Hundred ($200.00) Dollars per month, payable monthly.
SECTION 2. All Ordinances or parts of Ordinances in conflict with this Ordinance are hereby repealed.
SECTION 3. Some distinguished economists and publicists took the position that Uncle Sam has played the Shylock in demanding settlement of the war debts. The argument advanced was that the war was a common cause, in which the allied nations should be given full credit for the expenditures and sacrifices made before American entry into the war.
Such a theory as this is based upon a curious misapprehension of the facts. The World war was not, in its early stages, America's war by any conceivable stretch of the imagination. It was President Wilson who said that with the causes of this war the United States had nothing to do. Every student of history knows that the World war was years in incubation, and that it was the result of European rivalries and jealousies, the beginnings of which date back as much as a thousand years. We know better now than we did a dozen years ago that the struggle had really been made inevitable by the diplomatic maneuverings of a generation.
The United States was drawn into the war through injuries received as an innocent bystander. We went to war to maintain our national self-respect, after repeated insult and attack, despite solemn warning. After we entered the war our cause was the common cause of all those joined in battle against the Central Empires. While it is sometimes said that we got nothing out of the war, we did give an exhibition of national unity and of potential military and naval strength which was a useful object lesson and may have saved us from attack after the war was over. If we had remained out of the World war, it does not now seem improbable that all Europe, desperate and impoverished, might have made common cause against the one nation that had up to 1917 profited by the war.
But to say that by entering the war was assumed responsibility for the whole struggle from the beginning, is to utter extreme foolishness. It would be like saying that if one should see two groups of men fighting, and were to jump into the combat and help one side win, we would thereby become responsible for all the injuries and damage.
SECTION 1. That Section 1 of Ordinance Number 161, entitled "An Ordinance Fixing Compensation of Certain Officers of the City of Anaheim" be amended to read as follows: That the compensation of the City Treasurer of said City is hereby fixed at Two Hundred ($200.00). Dollars per month, payable monthly.
SECTION 2. All Ordinances or parts of Ordinances in conflict with this Ordinance are hereby repealed.
SECTION 3. The City Clerk of the City of Anaheim shall certify to the passage of this Ordinance, and cause the same to be published once in the "Anaheim Gazette," a weekly newspaper of general circulation, printed, published and circulated in said City of Anaheim, and said Ordinance shall take effect on and after the 16th day of April, 1928.

AN ORDINANCE OF THE CITY OF ANAHEIM FIXING THE AMOUNT OF THE OFFICIAL BONDS OF THE CLERK, TREASURER, MARSHAL AND RECORDER OF THE CITY OF ANAHEIM AND REPEALING ORDINANCE NUMBER 93 OF THE CITY OF ANAHEIM. ENTITLED "AN ORDINANCE FIXING THE AMOUNT OF THE OFFICIAL BONDS OF THE CLERK, TREASURER, MARSHAL AND RECORDER OF THE CITY OF ANAHEIM."
THE BOARD OF TRUSTEES OF THE CITY OF ANAHEIM DO ORDAIN AS FOLLOWS:
SECTION 1. Before the entry upon the duties of their respective offices, the Clerk, who is Ex-Officio Assessor, the Treasurer, the Marshal, who is Ex-Officio Tax and License Collector, and the Recorder, of the said City of Anaheim, shall execute bonds to the City of Anaheim, in the following penal sums, to-wit:
The said Clerk, who is Ex-Officio Assessor, in the penal sum of Two Thousand ($2000.00) Dollars.
The said Treasurer, in the penal sum of Fifteen Thousand ($15,000.00) Dollars.
