League Formed to Protect Watersheds Orange County Taking Steps to Preserve Its Forest Area "Forestry consciousness" is the present-day need in all communities, rural and urban. To this end the Orange County Farm Bureau and the agricultural extension service have included in their program of work the advancement of water conservation and flood control through watershed coverage and protection, in co-operation with county, state and federal agencies that are directing the work in the forest areas, writes H. E. Wahlberg, county farm advisor. Of the 508,000 acres comprising the area of Orange county, about 90,000 acres lie in the forest reserve. Fully 350,000 acres, or nearly 65 per cent of the gross area of the county, may be considered agricultural land. This is by far the highest percentage of any county in Southern California. Normally, about 120,000 acres are now supplied with irrigation water. There has been a rapid growth in the development of irrigation in the past three decades. Government reports show that in 1905 there were about 40,000 acres under irrigation; in 1910, about 55,000 acres; in 1920, approximately 90,000 acres, and at present about 120,000 acres. The favorable topography of the valley plains in the county encouraged the early development of irrigation on a large scale. When the gravity flow of the Santa Ana river, and the minor streams of the county were appropriated long ago, hundreds of wells were sunk to tap the underground water supply, which was at one time comparatively close to the surface. There are now about 2500 wells drawing on the county's underground water-bearing gravels, these supplying about 80 per cent of the water used by farms and cities. Gravity now supplies the rest. The present irrigation development in Orange county requires 250,000 acre-feet of water, while the average annual production of water from all sources occur again, and we should be prepared. Southern California should be concerned about the natural reforestation program, and actively interested in conservation of the watershed areas." Mr. Bailey explained the close relation between the forest cover and the heavy silting taking place in the valley floor after floods. The capacity of the narrow river channels is taxed to a greater degree in the absence of suitable brush cover, he pointed out. Mr. Smith commended the excellent work of the forest service, and said that all county funds used for forestry protection were not primarily to benefit the forestry department, but were provided because of very evident local benefits to Orange county. The caravan proceeded up the Santiago creek, passing the lower end of Silverado canyon, which gets its name from the silver mine once operated there. A splendid vie wof the type of underbrush which makes up much of the covering was had along this route. Different varieties of sage, mesquite, alders, sumac, some live oak and wild holly, make up the bulk of the growth. The Harding reservoir, in Harding canyon, just a short walk from Madame Modjeska's former home, was the objective of the first stop in the afternoon. W. W. Hoy, engineer for the Santa Ana Valley Irrigation Company, and also designer of the dam, presented data on observations and measurements he had made during and following last year's storm period. He explained the heavy run-off following the Hathaway fire, which burned over 8000 acres in the Harding and Santiago canyons. The fire started October 31, 1926, and continued to November 7. Two to three hundred men fought the fire during the week it raged. It was stopped before it got into the Silverado canyon. When the heavy rains of November 26, 1926, came there was no run-off in Silverado canyon, but in Harding canyon, swept by fire, the erosion and silt were so great that it filled in behind the entire dam to the very top. The normal run-off from Harding canyon, according to Mr. Hoy, is 30 acre-feet. Last year, however, the denudation from fire caused a runoff of 130 feet, an increase of over 300 per cent. The present irrigation development in Orange county requires 250,000 acre-feet of water, while the average annual production of water from all sources is estimated by engineers at 219,000 acre-feet, from which must be deducted an annual run-off into the ocean following peak storms of 20,000 acre-feet. It will be clearly seen that the overdraught amounts to about 50,000 acre-feet per year, which explains vividly the cause of lowering water levels. The possibility of maintaining, if not of increasing, an adequate water supply for the present acreage will depend on three factors: 1. More economic and scientific use of irrigation waters. 2. An effective flood-control program. 3. Watershed protection and reforestation. More and more light is being thrown on the first problem, thanks to studies by growers and official agencies, and the board of supervisors is looking ahead by employing Paul Bailey, a former state engineer, to work out a flood control plan. Watershed Protection Since over 90,000 acres are in the Cleveland forest reservation, and almost a similar area of watershed country is privately owned, the importance of protecting the hillside brush and other covering from fire destruction is clearly emphasized. Here lies the big job of the forestry division. Their rangers and officials, ever alert, are continually preparing for emergencies by building or repairing roads, telephone lines, lookout stations, and last, but not least, by building up a contact with neighboring communities to enlist man power when needed for emergencies. The Orange County Farm Bureau and the United States forest service recently conducted a tour that had a more significant motive than sightseeing. It contemplated the awakening of a "forestry consciousness" in the participants, representing numerous organizations in the county, such as service clubs, chambers of commerce, American Legion, farm centers, fruit associations and others. The first stop was at the forestry nursery, near the Orange county park. Here, seedlings of Arizona ash and Coulter pines were seen in the nursery beds, established last spring by the supervisors at the instance of the farm bureau. Seed was furnished by the university extension forester and the late County Forester Robert Northcross. Headed by J. B. Stephenson, ranger, and J. E. Elliott, supervisor of Cleveland forest, the caravan of automobiles The Forest League On November 18, twenty-five representative growers and business men met at the call of the Orange County Farm Bureau forestry committee to discuss plans for co-operative effort toward watershed protection. These discussions culminated in the formation of the Orange County Forest Protective League. John Ragan of Villa Park was elected chairman pro tem. A. M. Stanley, Santa Ana, secretary pro tem. The American Legion, Chamber of Commerce, Farm Bureau, agricultural extension service and forestry service were represented. It was agreed to form three units in the organization, to be known as the Santiago division, San Juan division, and Olinda division, representing the central southern and northern mountain areas of Orange county. When the new organization is finally perfected, it proposes to develop an effective army of trained crew-leaders who will be ready at a moment's notice to act on the fire line. Their watchword will be "preparedness," and they are to have the united support of the county's civic and business bodies and official agencies. On the way the party passed the side of the proposed Santiago dam, soon to be constructed by the Carpenter Water Company and the Irvine Company. The Black Star road is typical of a network of similar roads planned by the forest service to approach every strategic point in the reservation. An eight-mile steady climb brought the group to Oat Flat, at the top of the Santa Ana ridge, dividing Orange and Riverside counties. From Oat Flat the tourists were led afoot to a promontory near Sierra peak, an elevation of 2800 feet. Supervisor J. E. Elliott, of the Cleveland forest, pointed out the system of firebreaks, the site of the proposed new lookout station on Sierra peak, and the new telephone lines at the time under construction. Continuing down the grade, the caravan arrived at the Black Star ranger camp for lunch, also hearing talks by Woodbridge Metcalf, university extension forester; Orange County Flood Control Engineer Bailey, Supervisor Willard Smith and Everett Stanford, who developed various angles of the conservation program for the state district, and county. Dunn and Janey Dunn, husband and wife, and Nopil Dunn, a single woman, by Deed of Trust dated April 16, 1927, and recorded May 7, 1927, in Book 47 of Official Records of Orange County, California, at Page 93, et seq., did grant and convey that certain real property hereinafter described, to SECURITY TITLE INSURANCE AND GUARANTEE COMPANY, a corporation, as Trustee, to secure, among other things, their promissory note in the aggregate sum of One Thousand and no-100 Dollars, with interest thereon at the rate of nine per cent per annum, payable in monthly installments in favor of Pacific Coast Builders and Loan Association, a corporation, also to secure any other sums of money which might become due and payable under the terms of said Deed of Trust; WHEREAS. Default was made in the payments due upon said note and obligation, in that the following items were not paid when due, and still remain due, owing and unpaid: That the installments of principal and interest due August 1, 1927, and September 1, 1927, were not paid when due and have not since been paid, there being due and owing on December 16, 1927; on account of principal and interest the sum of One Thousand Thirty-six and no-100 Dollars ($1036.00); and WHEREAS. In accordance with the provisions of said note and Deed of Trust, and by reason of such default, the owner and holder of said note and obligations exercised the option given therein and did declare all sums secured thereby to be immediately due and payable, and did execute and deliver to the Trustee a written declaration of default and demand for sale, and thereafter, in accordance with the provisions of Section 2924 of the Civil Code, did record a notice of default and breach in the conditions of said Deed of Trust, which said notice was recorded September 14, 1927, in Book 82 of the Official Records of Orange County, California, at Page 339, et seq.; and WHEREAS. Said Deed of Trust provides that after three months shall have elapsed following such recorda- NOTICE OF SALE BY TRUSTEE NOTICE IS HEREBY GIVEN that on Monday, January 16th, 1928, at the hour of eleven o'clock (11:00) A.M. of said day, at the South entrance to the Orange County Courthouse, in the City of Santa Ana, County of Orange, State of California, the Abstract & Title Guaranty Company, a corporation, as trustee under a certain deed of trust executed by Estyn M. Chalmers and Gertrude M. Chalmers, his wife, and recorded in Book 642, at page 378, of Deeds, Records of the said Orange with said deed of trust, and in compliance with a notice of default and demand for sale of the property in the said deed of trust and hereinafter described, recorded on the 15th day of September, 1927, in Book 88, page 38, of Official Records of Orange County, California, executed by the owner and holder of said note on account of the default in the payment of principal and interest due on October 22nd, 1926, and all payments due subsequently thereto; there being a total sum of $9,033.58 due on the date of said notice of default and demand for sale, and all payments due subsequently thereto—will sell at public auction, for cash, lawful money of the United States, and to the highest bidder, subject to liens and incumbrances prior to said deed of trust, the following described property, to-wit: Situated in the City of Anaheim, County of Orange, State of California, and described as Lots One (1) and Two (2) in Block "H" of The Lorelel Tract," as shown on a map recorded in Book 29, page 24, of Miscellaneous Records of Los Angeles, California. —or so much thereof as shall be necessary to pay the principal, interest, advances, charges, costs and trustee's fees due and unpaid at the date of said sale.
