Welfare Chest Drive Explained by Riley President of Association Urges Help for Worthy Cause By HARRY D. RILEY, President There is surely no greater joy can come to anyone than the feeling one experiences when idolizing a worth-while service for another. Unfortunately, there are those among us who are in need of both spiritual and physical correction, whose position will not permit them to avail themselves with the prescriptions needed to build into better and stronger citizens. In my opinion it is the duty and obligation of every person, one to the other, to do all in their power to relieve distress and encourage people to live better and more useful lives. I have made considerable of a study of how best to handle the different lines of work needed. There are many different agencies doing the needed work, and all "carrying on" by funds voluntarily subscribed. We have not known much about the extent to which this work has been done in the past. Have not known just what the nature of service was that each organization was rendering; have not known how much money was subscribed in our community for this humanitarian work, nor just what we received for the money so subscribed. The one outstanding best plan to control and help this situation is through the Felfare Chest. Heretofore, each of the different organizations put over their campaigns for support at different times during the year. Few people knew the result; few knew whether the service rendered was really needed and worth-while, or to the possible extent of duplication of work. The biggest disadvantage, as I see it, was the waste of time, as the same group of men and women were asked to handle each and every campaign. I personally can see no reason why the support needed for the different organizations community depending upon public subscription for support will band themselves together; form a real organization, and put the job over at one time for all organizations, for the whole year, and then we will have the plan working in all its meaning. I believe in and heartily endorse the plan for the following reasons: It gives a community a well rounded program of social and community welfare work under proper supervision, and with full knowledge of just what is being accomplished. All organizations participating in the Welfare Chest are required to submit their budget showing what their needs are and why, for the Welfare Chest's approval. It gives an opportunity to develop community team work and to create community acquaintances and friendships, which means a pleasant place in which to live. It eliminates waste of money and the waste of time, so that those who feel it their duty to try to do something to make this world a better place in which to live will have more time to devote to other worth-while endeavors. The Welfare Chest campaign now being conducted is for the support of four different organizations, the Boy Scouts, Girl Scouts, Crippled Children's Relief Association of Orange County, and the Salvation Army. All are doing a splendid work, and I beg of you to have confidence in the management of each of them. All are supervised by interested citizens, and as good businessmen as you will find in the community. Have confidence in them, as they are anxious to see the work done, and done in a way that will cost the least, and not waste a penny; and perhaps they take a more sincere interest in the workings of their organization than you would if you were in their place. I'm sure if the Golden Rule was thought of each time before expressions are made to the workers, such as "The . . . do this," and "I heard that the . . . did that," or "Why don't the . . . do that," many of the expressions would not have been made. I know the Crippled Children's Relief Association is an Orange county organization, helping children in all parts ointments, etc. We feel the Salvationering a splendid service in an unselfish and kind way. I'm sorry to say, but that I have three friends love me. I want them associate with me. I know the Boy Scout training the mto grow the Girl Scouts are a same line. The biggest disadvantage, as I see it, was the waste of time, as the same group of men and women were asked to handle each and every campaign. I personally can see no reason why the support needed for the different organizations should not be solicited at one time, instead of wasting the time and effort required to handle each one separately. I abhor waste in any form. Time is the most valuable asset one has, and should not be wasted. In using the Welfare Chest plan, we will go at it more enthusiastically, and put it over, as we know when it is done it is cared for for another year. I want those little girls to associate with the kind of young men I know the Boy Scout organization is training the mto grow up to be, and the Girl Scouts are working along the same line. The Anaheim Welfare Chest is deserving of your support, and I sincerely hope that when its representative calls—and there are about 200 of our good citizens taking the time from their homes and business working—that something will touch your heartstrings so that you will respond liberally and help go over the top. Chile Pepper Weevil Attracts Attention Senator Shortridge Forwards Letter to Secretary Jardine The following letter from Senator Samuel M. Shortridge, dealing with the chile pepper weevil, will be perused with interest by people in this section: "Washington, D. C., Nov. 9, 1927. 'Editor The Gazette. I beg to enclose copy of a letter I have addressed to the Secretary of Agriculture. I shall continue to give the subject matter, namely the chile pepper weevil pest, my earnest attention. "I have the honor to be Your Obedient Servant, 'SAMUEL M. SHORTRIDGE." "November 8, 1927. 'Hon. W. M. Jardine, Secretary of Agriculture, Washington,' D. C. 'Dear Mr. Secretary: 'I beg to invite your attention to the enclosed 'statement of conditions' existing in the pepper industry in California, prepared by the Orange County Farm Bureau and furnished me by the Anaheim Chamber of Commerce. This statement, as you will observe, contains information as to the extent of the pepper industry and as to the damage done and threatened to that industry by the chile pepper weevil, particularly in California. "The average of peppers in California has run close to 8000 acres for several years. This year's average is divided for the most part among the southern counties of my state. "You are aware, of course, that many other states are engaged in this industry and that they, like California, are awake to the danger of this weevil pest. "I am gratified to know that your department has been giving exhaustive study to the matter of the elimination of this pest and that you have recommended an additional appropriation in and urge approval of your additional appropriation for your department." "Yours sincerely, 'SAMUEL M. SHORTRIDGE." EYE TO SMALL TAXPAYER The confidence of the country in the Republican tax reduction program is based fundamentally on the fact that from the very beginning the administration has sought to lighten the load of the small taxpayer. As matters now stand, by reason of exemptions, only 4,000,000 of the 110,000,000 people in this country pay an income tax at all. A family man who has an income not exceeding $3500, pays no personal tax, and an unmarried man is exempt unless his income exceeds $1500. The attitude of the administration has been to virtually ignore incomes up to $8000. There is a feeling that the present corporation income tax is too large, but the question is how much of a reduction the treasury can stand, and corporation taxes are paid by only 60 percent of all corporations. There is considerable discussion for the abolition of the so-called nuisance taxes on theatre admissions, clubs dues, automobiles and jewelry. They produce an annual revenue of something like $90,000,000. These taxes are a nuisance, but here again as in the case of theatre entertainment, an effort has been made to save the poor man by exempting the purchaser of a tax if his ticket does not cost more than 75 cents. A SEASONAL WARNING At this season of the year the state sounds a warning to those who, for the sake of adding a touch of color to their homes, would despoll the property of others and the beauties of outdoors: Particularly does it warn those who would do wholesale destruction and raid the slopes for berries and trees to offer on the market. One may not cut Christmas berries or trees without permit from the owner of the property from which they are taken. The law will be enforced with all of the power at the command of U. S. Vessels Carry Small Foreign Trade American vessels carried less than one-third of all American foreign trade during 1926, the United States shipping board announced. A survey showed 5761 ships aggregating 26,330,000 gross tons, of which 1678, with a total tonnage of 7,336,000, were American-owned. America's freight shipping bill for 1926 amounted to more than $728,000,000. Foreign shipping companies received more than $480,000,000 for carrying United States trade. HEAVY RAILROAD TRAVEL Agent Walker of the Santa Fe reports more eastern people coming to California over his lines than ever before. Trains run in several sections, and their capacity is taxed to the limit. He also says that ticket redemptions are larger in number than ever before known, which indicates that more people coming to California from the east are remaining in the state, and are surrendering their round trip tickets to the company for the usual refund. This amount is the difference in the price of a one-way ticket and the cost of a round trip. The company sells round trip tickets at a small advance over single way fares, and gives those desiring to remain here the privilege of surrendering their tickets and getting their refund. Some holders of round trip tickets, on arriving here, dispose of them to scalpers, which is against the federal law. Railroad companies maintain strict watch on these transfers, and during the past year, so Mr. Walker says, his company and another company seized about $30,000 worth of scalpers' tickets. People who purchase scalped tickets take a great risk of losing their money and being punished besides. "I am gratified to know that your department has been giving exhaustive study to the matter of the elimination of this pest and that you have recommended an additional appropriation in the next agricultural appropriation bill to enable you to carry on this very necessary and important work. Certain of the leaders, striving for political rather than economic applause, are ranting over the lot yelling for a $500,000,000 reduction. But already they have exhausted the patience of the New York Times and New York World, their own party organs, which are appealing to them to use common sense, and not again make a holy show of themselves. It is worth remembering that at the time of the last reduction, after the President had decided as to how deep a cut could be made with safety to the country, the long-horn Democratic critters started to run off the range, and double his figure. In the end, they were rounded up and branded, and voted for what the administration desired. But by reason of their action, they lost all possibility of making political capital for their party. They were put in the position of voting for the administration tax cut, not because they wanted to, but because they could not help themselves. The verdict of the people at large was that the administration was on the right track. They had to obey. Have they forgotten the old saying, "Once burned, twice shy?" Things are certainly looking up. The late summer pulled the corn crop out of danger and now comes the report that the Thanksgiving turkey crop is bigger than ever.
