C. Young, as commander-in-chief of the California National Guard, reviews the state soldiers, Adjutant General R.E. Mittelstaedt, announced today. Final preparations are being rushed for the big Del Monte camp, which opens July 30 for two weeks. General Mittelstaedt declared, and three regiments of infantry, a regiment of field artillery, tank and signal companies will pass before Governor Young in the spectacular demonstration on Governor's Day. Governor Young has notified General Mittelstaedt of his acceptance of the invitation to review the troops, and plans to spend the entire day of August 9 in inspecting the state's first line of defense and the camp. Invitations to witness the Governor's Day maneuver also have been extended to United States Senator Hiram W. Johnson and Senator Samuel M. Shortridge. With the first of six guard training camps already under way at Camp McQualle, Capitola, where the 250th Coast Artillery of San Francisco is engaged in sham battle with an "enemy fleet," the commander of the state troops indicated that approximately 5000 men, or 90 per cent of the guard strength, will attend the various encampments. Units scheduled to bivouac at Camp Del Monte, where a big athletic program, directed by Walter Christie, famous track coach of the University of California, will supplement the military training, include the 40th Signal Company, San Francisco; 40th Tank Company, Salinas; Headquarters Company, 79th Brigade, San Francisco; 184th In- Auction Sale of State School Bonds The vacant state school lands in the following counties will be offered for sale at public auction by W. S. Kingsbury, surveyor general, Sacramento, at the court house of the counties, as herein specified, the sales to commence at 10 a.m.; San Bernardino, August 3; Los Angeles, August 5; Tehama, August 12; Mendocino, August 16; Lake, August 18; Napa, August 19, and Riverside, August 25, 1927. Terms of sale are cash or 10 percent, the balance bearing 6 per cent interest, except that full payment must be made for timber lands and for lands in national forests or withdrawals. Agents may bid for principals upon submission of affidavit of citizenship of principal and power of attorney to bid for principal. The lands will be sold subject to rights of way granted to the United States by an act of the legislature approved May 18, 1921. In aid of irrigation and reclamation, and subject to a reservation in the people of the absolute right to fish thereupon as provided by Section 25 of Article I of the Constitution of the State of California, and subject to a reservation to the state of one-sixteenth of all minerals in the lands as provided by chapter 303, statutes of California, 1921. All money received from the sale of state school lands goes to the support of the public schools of the state. The surveyor general reserves the right to reject any and all bids. THE MAJOR INDUSTRY There has been much ballyhooing over America's billion dollar industries—the several railroads, steel companies, oil companies and other giant corporations with assets over the billion mark. One of the biggest industries of the whole country, however, has been overlooked in this enumeration. Medical Graduates Form Association Physicians Turned Out by S. C. Universiity Organize Alumni Of special interest to alumni of the University of Southern California is the announcement of a new Medical Alumni Association. Plans were outlined at a recent dinner meeting of 70 physicians and surgeons at the University Club in Los Angeles, and concrete steps were taken toward the formation of a permanent organization, with officers elected as follows: Dr. E. D. Pallette, '98, president; Dr. Earl E. Moody, '16, vice-president; Dr. William H. Daniels, '15, secretary-treasurer. Members of the executive committee include Dr. Ray Taylor, '96, and Dr. Frank Otto, '21. Dr. Charles W. Decker, '06 was elected representative of the Medical Alumni Association on the board of directors of the general Alumni Association of Southern California. The medical department of the University of Southern California, first organized in 1885, became the College of Physicians and Surgeons in 1899, and was abandoned in 1920, after 24 years of service, due to ever-increasing expenses connected with the maintenance and operation of a medical school and financial stringency encountered. According to President von Kleinsmil, the board of trustees of the Trojan university, realizing the increasing need of such a school in this section, have very definite hopes that the medical department of Southern California will be established in the near future, with a class "A" rating and a substantial endowment behind it. The alumni of the medical department pledged their active interest in the development of a new medical school at the recent gathering. Morning hours, however, will be devoted strictly to military maneuvers to test the thoroughness of the armory training carried on throughout the year. The camp at the Presidio of Monterey will also open on July 30 and run to August 13. It was announced. Units assigned to train at this camp are: Headquarters and staff, 40th Division, from Berkeley, Fresno and the state of Utah; headquarters and staff, 79th Brigade, Los Angeles; headquarters detachment, 40th Division, Berkeley. This camp will be commanded by Major General David P. Barrows. Generating Plant For Inyo County An 8000-horsepower hydro-electric power generating plant is being constructed at Halwee reservoir, in Inyo county, by the Los Angeles department of water and power to further agricultural and industrial development of the Owens valley district, according to the announcement of department officials. With the completion of the Halwee plant, the department of water and power will have three electrical generating stations in the Owens valley, with a total capacity of 15,000 horsepower, it was stated. The other two plants are located on Cottonwood creek near Lone Pine, in the southern end of the valley, and near Big Pine. Both of these plants have been in operation for some time. The new Halwee plant will supply additional power to three chemical manufacturing concerns operating at Owens lake and employing 250 men, a marble quarry and several mining companies. The largest of these mining ventures are those of the Darwin Development Company and the Mount Whitney Union Mining Company. Execution of the Halwee plant is in line with the department's policy of aiding and encouraging the development and progress of the Owens valley district. None of the power created in the valley plants is used in Los Angeles, but the rates charged valley consumers are the same as for city custom financial stringencies encountered. We predict that the comeback will be a huge success. Were the assets of all the colleges and university endowments added, the figure would reach into the tens of billions. Harvard has $69,000,000; Columbia $69,000,000; Yale $41,000,000; Chicago $35,000,000; Leeland Stanford, Massachusetts Tech, McGill, Northwestern Texas, Toronto Rice and Princeton struggle along with a paltry $10,000,000 to $15,000,000, and even the sorriest of jerkwater institutions goes over the $1,000,000 mark or perishes. Gifts are made no longer by the thousands but by the millions. George Walker has just added $1,000-600 to the original $5,000,000 he gave to the Harvard business school, and that is representative of the scale on which the endowments pile up. Thus it is not surprising to read that Princeton has just received $250,000 for a more theatre and that Yale will spend $500-600 on a new baseball stand. The major industry of the United States now seems to be not on or automobiles or steel or rails but education. FOUR STATE PICNICS Four great summer picnic reunions are being announced for Bixby park. Long Beach, under the auspices of the state organizations. The Pennsylvania will lead off Saturday, July 16, and Illinois will follow July 23. Nebraska's contingent will use Saturday, July 30, and Saturday, August 13, the Iowaans. 100,000 strong will rally. As the picnickers will come in from hundreds of miles around this advance notice will enable them to make their plans to meet the old home state neighbors. Each state will offer all the picnic attractions and will open county registers, supply souvenir badges and coffee. All programs will follow the basket dinner hour. Every former resident of the state is always welcome. Farmers who want a copy of the new 1926 Yearbook of agriculture had better write their congressmen at once. About 400,000 copies of the book will be printend and most of these will be distributed by representatives and senators, each of whom is allowed about 400 copies. The city now furnishes electrical energy to the Owens valley communities of Independence.
