Farm Bureau Elects Officers for Year
Roy Bishop Again Chosen Head of County Body
Roy K. Bishop will again head the Orange County Farm Bureau, as a result of the election held at the meeting on Thursday, February 3. The result of the election placed John Osterman, vice-president; S. W. Stanley, treasurer and A. M. Stanley secretary-manager. E. E. Campbell was elected to succeed himself as director of the California Farm Bureau Federation, representing this county. Mr. Bishop was elected to represent the farm bureau on the board of the Orange County Fair Association, and the president and secretary were elected as delegates to the Associated Chambers of Commerce.
This was the annual meeting of the organization, and the foremost was given over to reports of the various committees, which showed the tremendous activities during the past year. These reports showed that the citrus department had held 48 meetings with an attendance of over four thousand, and the poultry department was close behind with 41 meetings and an attendance of nearly three thousand. The grain growers were jubilant over the introduction of new varieties, and they are conducting a large number of new tests. All of the eight departments of the farm bureau have been active during the year and have accomplished a great deal of good.
The water conservation committee had a bill introduced for the purpose of clarifying the situation in regard to the use of water. The walnut department is planning for an annual institute to be held in Tustin on March 5, and the pepper growers' department had succeeded in getting most of the ground disced, in an effort to eradicate the pepper weevil. This department has secured an appropriation of $5000 to be used in control measures, but have found it necessary to have a bill introduced in the legislature to legalize this expenditure. The farm bureau got behind this bill and authorized the legislative committee to assist the pepper growers in securing legislation.
One of the outstanding reports of determine the germinating ability of seed by giving it a visual examination. Such can only be determined by testing. The law does not contemplate the prohibiting of the sale of any class of seed, no matter how foul with weeds, or even if dead. It does enable the planter to determine these items of quality by examining the label.
The California Seed Laboratory is established at 1217 L street, Sacramento, and is operated jointly by the California state department of agriculture and the United States department of agriculture. There is no seed testing laboratory operated at the University of California. Any citizen of California may submit samples of seed to the laboratory at Sacramento to be tested and analyzed. No charge is made for this testing until a certain number has been reached. All samples should be addressed to the seed laboratory, 1217 L street, Sacramento, and should carry some identification mark to distinguish it.
Milk and Whey Good for Poultry
Skim milk, where only the butterfat has been removed, provides the cheapest source of total digestible nutrients of any other form of milk product when it sells for 60 cents a hundred pounds, the prevailing price at distributing plants.
Experiments in feeding have clearly established the fact that milk sugar has a definite function in controlling digestive disturbances due to infections of the lower intestines. Several investigators have proved the beneficial effect of milk sugar in combatting bacillary white diarrhea and coccidiosis in chickens.
The bureau of dairy industry has recently perfected a method of concentrating sour skim milk and whey to make a product that contains more than 13 per cent milk sugar. In this way the feed value of whey may be utilized and the value of the product as a poultry feed considerably increased.
The local plants seldom have a surplus of sour skim milk and whey on hand, and probably will never find it necessary to concentrate this product; but if the haul is not too great and a quantity obtained at a time, this affords the cheapest course for milk products of any at hand.
Forest Conservation a National Opportunity
As long as conservation is a dominant factor in the perpetuation of the country's forests, the people of the United States must accept forestry as an opportunity as well as a responsibility, said E. A. Sherman, associate forester of the United States forest service, Washington, D. C., at a recent meeting of the American Forestry Association.
The fact that the dark side of forestry has been overdrawn, Mr. Sherman asserts, is largely the result of the magnitude of the task involved in the conservation and restoration of our forests. The evidence of the economic disaster confronting our nation has made forestry somewhat of a bugbear, notwithstanding the fact that the intelligent people of the United States now thoroughly understand and deplore the fact that 81,000,000 acres of forest land are idle, and that the United States is consuming each year four times as much timber as it grows.
"For long years past," declares the associate forester, "we have bewailed our wasted forests, our idle acres, our silent mills and abandoned towns, the rapid dilimation of our remaining forest resources, the blindness and stupidity of our national carelessness with fire. We have preached the curse of wasted resources, blackened stumps, barren lands and economic damnation generally, but I want to urge that henceforth we preach the blessing of new and better forests, industries restored upon a permanent basis, and the landscape beautiful arising from the ashes of the landscape desolated.
"We must sell to our people the idea that beauty as well as the utility of our forests has a real value measurable in dollars and cents in that it makes the country more attractive for the habitation of man and adds materially to the sale value of every acre of land within the radius of its influence.
"Instead of bewailing the fact that it costs money to protect forests and plant new trees, and that all this expense might have been avoided, why not emphasize the fact that by expenditure of only a relatively small amount of money we can have cheaper and better homes, finer streams, better fishing and hunting, a more attractive landscape; and that by so providing forehandedly for the future we have demonstrated that as a nation we are self-supporting and permanent, and do..."
Seed Testing Will Be Done by State
At this time of the year, particularly, growers are buying considerable quantities of seed. The agricultural extension service wishes to direct attention to Orange county growers that it would be to their advantage to anticipate their need for the spring supply of seed, so that they may have time to have the various lots tested before the seed is actually needed.
The California seed law was enacted in 1921 for the protection of the planter of seed. The seed law requires that each lot of field seed; such as alfalfa, wheat, barley, cover crop seed, etc., must have a tag or label attached to the exterior of the container on which must be printed or written certain statements as to the quality of the seed. The purpose of these statements is to enable the planter of seed to determine the exact quality of the seed before he purchases.
Few people, even farmers, can determine quality of seed by giving it a casual examination. The determination of the presence of many noxious weed seeds, such as dodder in alfalfa, requires the knowledge of one who has had considerable experience. Deputies to Aid In Tax Returns
Will Visit Orange County in February and March
Continuing the policy inaugurated several years ago of taking the government to the people, Collector of Internal Revenue Galen H. Welch yesterday assigned 80 deputy collectors to visit practically every community in Southern California and assist the 200,000 or more taxpayers who will file returns this year. In preparing their annual reports of income, Hundreds of requests have been made for this service, which will begin February 14.
The deputies will open branch offices and aid taxpayers in arranging their returns, and the returns may be filed with the deputies.
"The duty of these deputies," said Collector Welch, "is not only to see that taxpayers include all taxable income, but to likewise safeguard the taxpayers' interests by making sure that in filling out his return he receives the benefit of every exemption, credit and deduction that the law allows. In other words, the deputies' instructions are to see that the income taxpayer receives an absolutely fair deal and is thoroughly advised as to his rights."
The dates on which deputies will visit Orange county and open offices are as follows: Santa Ana, February 14 to March 15, 316 Hall of Records; Fullerton, February 21, 23, 24, 25, 26 and 28, Chamber of Commerce; Huntington Beach, February 14 to 19, Chamber of Commerce.
Internal Revenue Collector Welch calls attention to the fact that due to the larger territory to be covered in a short time, it will be impossible for deputies to visit the various communities at any other time than on the date mentioned above, hence taxpayers who desire assistance are urged to arrange their affairs so that they can take advantage of the deputies' visit on the dates named.
Mr. Welch also wishes to remind taxpayers that they can co-operate and assist the internal revenue collector's office greatly at this busy season by filing income tax returns as early as possible and by having the returns accurately made out.
Mr. Welch said further: "Taxpayers who desire the assistance of deputies should bring all of their completed data with them so as to give the deputies an intelligent idea as to their actual income for the calendar year 1926.
"During the past year the government refunded the enormous sum of over $174,000,000 account of errors, or taxes illegally collected... Mistakes in income tax returns are tremendously expensive, no matter whether the error is for or against the government. Last year there were about 25,000 returns filed in this district, upon which errors were noated and which had to be corrected. It has been estimated that these errors cost the government the equivalent to 10 years of one man's time working continuously eight hours per day during every working day of the year.
"This does not take into account the time of the taxpayers consumed in correcting their errors, so I hope that taxpayers will help their internal revenue collection department this year by filing early and accurately."
There would have been some excuse for dancing the Charleston and the Blackbottom in the days when we wore red flannels.
It is said that the government will add benzine to all grain alcohol. This ought to make some of the boys start quicker on a cold morning.
