Highways Given Setback by Voters
Defeat of Measures Leaves Commission Without Funds
By failing to approve either proposition No. 4, the gasoline tax initiative, or proposition No. 8, the Southern California appropriation approval, the voters of California have left the state highway commission without any state funds whatsoever for the building of new roads.
That is a flat statement of the highway situation, surveyed today on the face of the week's election results by State Highway Engineer Robert M. Morton.
The highway commission has been without state funds for new construction, as a matter of fact, since the early part of 1925, when the money from past state bond issues was exhausted. Any new road building done by the commission since that time, Morton said, has been financed with federal aid money.
The two highway measures were placed on the ballot to save the situation and permit work on new roads which are declared necessary. Defeat of both these measures means, according to Morton, that the state highway commission will have to go on depending upon federal aid allowances which will not total more than $3,000,000 a year.
There is apparently a possibility that even this federal aid money will cease to come into the California treasury.
"The federal government is interested in extension of highways in the federal aid system," said Morton. "The refusal of the state at the election this week to finance extension of that federal aid system puts the federal government in a position of having a right to say that it will refuse to give California federal aid."
And the theories advanced in some quarters since the election, that state money can be provided for new road building by a legislative amendment allowing use of part of the present 2-cent gasoline tax for that purpose, were exploded from the engineering standpoint by Morton.
"The income from the present 2-cent gasoline tax and the state motor vehicle fees can be used under the law only for repair, reconstruction and maintenance of state and county highways," said Morton. "The theory part of the existing gas tax money could be used for new construction is not sound. Every cent now available for reconstruction, repair and maintenance of existing roads is actually needed and we could use more."
Thus, with state money for new roads all gone and the future income from the federal government open to some doubt, at least in the mind of the state highway engineer, the state legislature which meets this winter will face the highway question as one of its paramount problems.
"The legislature, which is vitally interested in this problem," said Morton, "has its work further complicated by the attitude expressed by the people at the polls in opposing the two suggested solutions. If new highway building is to continue in California with state funds, the legislature must find another solution."
Entertaining Skit To Be Presented
Entertaining skits and musical acts will combine with serious and instructional talks about college and university life in programs of a student "deputations committee" of the University of Southern California, to be presented in auditoriums of high schools throughout the Pacific Southwest this year.
Designed to fulfill the desire for first-hand information about campus and classroom, college skits written and enacted by Trojan students, in cooperation with the Southern California School of Speech, will supplement short talks by representative university men and women in secondary school as chairman.
Pauline Klene, William Henley, Eleanor Veale, Grant La Mont, Arthur Syvertson, Parl Welch, Mary Ella Brooks, and John Atwill comprise the student deputations committee at Southern California, with Sam E. Gates as chairman.

This paragraph is the opening of a feature story printed in the November issue of "The Earth," Santa Fe magazine, published at Topeka. Continuing the article, which is printed on the front cover page, says:
"All signs point to a heavy movement of people to that state in the next four months. In a 10-day period of one month recently, the agricultural department of the Santa Fe railway received 312 inquiries about farming opportunities in the Southwest, and 208 of them were about California. That is a fair sample of how the inquiries run.
Many families or parts of families, particularly husband and wife, are making the trip together, and in numerous instances they have expressed the purpose of conducting investigations with the view of taking up their permanent abode in the Golden State.
A check of the inquiries shows that those who expect to engage in some kind of farming when they ultimately move to California, and those who expect to live in the city, break about 50-50."
The Santa Fe's various departments having to do with the needs of travelers have made a record in the last few months in the distribution of California literature. Prospective visitors seem to be unable to get enough of it. Asked how they caught the 'California "fever," inquirers say that in the first place the climate appeals to them, and in the second place they can find attractive business opportunities for making a good living while enjoying the ideal climate.

WHEREAS, more than three months have now elapsed since the recording of said notice and all of the sums and obligations secured by said Deed of Trust remain unpaid; and
