Nels Edwards Rides Congressman Swing
(Continued from Page One)
by Harry Chandler, and that I am personally dominated by that gentleman?"
"No, sir," replied Swing. "I don't say that at all. I don't say that you are. I don't think that you would take orders from him."
Continuing, Edwards said that only the opposition of Swing and Johnson to President Coolidge's administration was responsible for the bill not being further along in congress. Senator Shortridge had been appealed to to come to Johnson's assistance in getting the bill reported out of committee, which Jonhson was himself unable to do. To elect Young governor would be a slap in the face of the President. He said he had traveled over the Colorado river section with Governor Richardson and he knew the governor favored the Boulder Canyon dam because the governor had told him so. Edwards addressed drew forth a round of applause.
Edwards said: "Chandler cannot and does not control or have any influence over the actions of the highway commission and, because of the instances I have related, it may safely be assumed that he has no control over the administration, because the highway policies are directed by the governor's commission and were so directed with respect to highways in the Imperial valley and the desert highways, such as the Mecca-Blythe road.
"I can tell you, moreover, that these highways have been located with a view to the problems of transportation as they relate to the Colorado river aqueduct. I believe it is time to meet some of the misrepresentations that have been offered in this campaign on the Colorado river project. I have driven over the desert roads between here and the Colorado river and along that river with Governor Richardson not once, but many times, and I can tell you that the governor knows the Colorado river problem as well as any man in California, and that he has always expressed the most sincere interest in the project to me.
"The fact is that the governor has Los Angeles aqueduct. Los Angeles would out-vote the counties of Southern California more than ten to one, and by exercising the right of eminent domain, the directors would be empowered to go anywhere in the district or without it and appropriate water for domestic use in Los Angeles. He was in favor of the Boulder Canyon dam and any legislation seeking to bring the waters of the Colorado river to Southern California for irrigation or domestic uses, but he would insist that the interests of the people of Orange county should be protected before voting bonds in millions of dollars to run for forty years in order to bring water here. He was opposed to any bill drawn in the interest of Los Angeles county and against the interests of the people of this county. He was roundly applauded.
Hartranft exposed the vicious provisions of the bill, so far as they affect the interests of Orange county, to the assembled guests, and continued:
"The emphasis placed by my opponents on my opposition to the bill show that they are hard pressed for grounds on which to attack me.
"The bill, as every one understands, was designed primarily to bring water from the Colorado river to Los Angeles. It authorized the district to acquire water and water rights, to develop, store and transport water, to sell water at wholesale or retail and to fix rates thereof.
"Los Angeles engineers estimated that an aqueduct to Los Angeles would cost from $150,000,000 to $200,000,000. What a lateral to Orange county would cost after Los Angeles had all the water she needed is a matter of conjecture. But I doubt that the cities of Orange county would care to be joined to Los Angeles in the enterprise, if they understand the terms on which they would be represented. Briefly, they are as follows:
"The board of directors of the district would consist of one member from each municipality, such member to have one vote for each $10,000,000 assessed valuation of his city. What that would mean is that the cities of Orange county would have a combined vote of 10, while the Los Angeles cities would have 128 votes.
"That representation in the amended bill was no better than the original bill."
view to the problems of transportation as they relate to the Colorado river aqueduct.
"The fact is that the governor has the same interest in the Boulder dam that President Coolidge has and Mr. Hoover has and Mr. Work has. He is the same kind of a Republican that they are. I cannot honestly say the same thing for his political opponent in this campaign.
"Perhaps Mr. Swing is angry because the governor did not come to Washington and pull his bill out of the House committee, where it has reposed for six years, and where it reposes at the present moment."
"If Mr. Swing was really as concerned with the Boulder dam question as he says he is, he should be out campaigning for Senator Shortridge, who has been working for the Boulder dam legislation and who helped to get it out of the Senate committee, where Mr. Swing failed in the House. It may be plain speaking, but the fact is that Mr. Swing is working for his boss, Hiram Johnson, and is equally guilty with his boss in dragging the Boulder dam project through a political campaign."
Dr. Ball was present and was expected to address the meeting in favor of the Metropolitan water bill, which he had been supporting during the entire campaign. He failed to say a word to the meeting. Baumgartner essayed to take his place, but while he had been writing in support of the measure for the past three months, he showed his utter unfamiliarity with its provisions, and was laughed down by the meeting.
Assemblyman Hartranft tore the Metropolitan water bill to pieces. He was familiar with its provisions and showed it was drawn entirely in the interests of Los Angeles county and against the interests of the people of Orange county. It was not an irrigation bill, but merely sought to bring water to cities of 15,000 people or over for domestic purposes alone. The bill would entail an expense of $150,000,000, and it would cost Orange county many millions of dollars to connect with the Orange county would care to be joined to Los Angeles in the enterprise, if they understand the terms on which they would be represented. Briefly, they are as follows:
"The board of directors of the district would consist of one member from each municipality, such member to have one vote for each $10,000,000 assessed valuation of his city. What that would mean is that the cities of Orange county would have a combined vote of 10, while the Los Angeles cities would have 126 votes.
"That representation in the amended bill was no better than the original bill, which gave each member a vote for each 15,000 population he represented.
"I think that Orange county people want nothing to do with that kind of a deal, in view of the huge expenditures involved.
"That is the kind of a bill that my opponents are making such a fuss about, with their allusions to 'fake telegrams' as the basis for my vote against the bill.
"The telegrams I received were not fakes. They were from people of this county whom I respect, people who have reason to be proud of their action.
"I am for the Colorado river project and any project within reason that will bring water to Southern California, but as a citizen of Orange county, I will insist that this county have fair representation in any enterprise. It joins The Metropolitan water bill was designed for the interests of Los Angeles."
Leo Daze, a Los Angeles attorney, spoke in favor of Goodcell for governor, and drew the fire of Highway Commissioner Edwards, who declared that Goodcell had made the statement that Governor Richardson's highway commission had built the Ridge Route

highway for the benefit of Harry Chandler. Edwards said the present highway commission had been in office three and one-half years ago, and that the road over the Ridge Route had been constructed ten or eleven years ago. Daze said, in reply to a question put to him by Edwards, that he did not know the Ridge road had been built so long ago. Edwards declared that if the road had been built on Chandler's orders, it was not done by Richardson, but by the Hiram Johnson administration. If Chandler has anyone to thank for the road, it is not Richardson but Hiram Johnson.

DUST AND LICE
A dust bath can not be depended on to rid poultry of lice and mites. Some fowls seldom dust themselves, and those which dust freely never rid themselves of the pests completely. A dust bath does add to the comfort of the chickens, especially when they are closely confined. A box about two feet square, or larger, containing ordinary road dust, or fine dirt, may be used for the bath. It should be kept under cover, preferably outside of the chicken house.
Methods which will accomplish complete eradication are, however, much to be preferred. All species of lice attacking poultry may be killed by the application of sodium fluoride among the feathers next to the skin. Do not use the material too freely on young chickens. In applying the powder, put one pinch on the head, one on the neck, two on the back, one on the breast, one below the vent, one on the tail, one on each thigh, and one scattered on the underside of each wing when spread.
Sodium fluoride may also be used for this purpose in the form of a dip—three-fourths to one ounce of the chemical to the gallon of water. For treatment of large flocks this is the most economical and expeditious method, but should only be used on warm, sunny days.
STRONGLY PATRIOTIC
He—Doesn't she use a lot of perfume? She—I should say so—she's a regular 100 per scented American.
We are told that the eggs of the condor are worth $2000 apiece. This makes them so expensive they couldn't be used any place except in primaries.
