Avocados Added to the List Requiring Inspection
Growers and packers of avocados, walnuts, oranges, grapes, tomatoes and lettuce are particularly interested in the new California Fruit and Vegetable Standardization Act which went into effect July 24. Essentially it is the same as the act of 1921, but changes have been made to facilitate enforcement. A new fruit has been added to the list at the request of growers—the avocado. Under the rules no avocado shall be considered mature until the edible portion shows an oil content of 3 per cent or more by weight by chemical analysis.
Under the new provisions walnuts when sacked for shipment or sale must be in containers which bed in plain sight the name of the orchard or place where produced, together with the name and postoffice address of the person, firm, company or corporation first packing or authorizing the packing, together with the name of the variety, if known. In case the variety is not known, the container must be marked "Unknown variety." The name of the state or country where the nuts were produced must be shown on the package in letters not less than half an inch high, and in the English language. The old law required no markings on sacked walnuts.
Special packs are provided for tomatoes and lettuce. Four new varieties of grapes are added to the old list of five, which can be moved with a sugar content of 16 per cent, Balling scale, or over. Under the new rules, the list of grapes which are not required to show a sugar content of 17 per cent or over are Burger, Emperor, Gros Colman, Pierce Isabella, Ollyvette, Blanche, Ladyinger, Khalil, Persian 23 and Cornichon. HYDRA-ELECTRIC PYTHON
The state of Oregon is to be subjected to more legislative experiments at the next general election.
The State Grange and a so-called Housewives Council of Portland will initiate bills to put the state into the business of producing hydro-electric power by voting bond issues.
This "hydra"-electric python, in the coils of which socialistic influences would seek to strangle private initiative and industry under state ownership, has reared its head many times before. While the experiments mentioned are proposed for Oregon, similar schemes have been and will be proposed in other states, and even in the federal government.
The Salem, Oregon, Capital Journal (Independent Democratic) comments:
"It is surprising to see the Grange, which habitually protests bond issues, support measures which make for excessive taxation through the usual inefficiency of political control."

The maturity standard for oranges remains the same. Tolerance for frost injury in citrus fruits is clearly defined. A drying in 20 per cent or more of the exposed pulp as shown on a transverse cut through the center of the fruit is considered marked evidence of frost injury.
Vegetables named in the act when packed for shipment must now carry the same markings as were previously required in the case of fruits named, with the exception that the count need not be given on any vegetable except lettuce. Lettuce when packed and offered for sale or sold as a standard pack must contain either three dozen, three and one-half dozen, four dozen or fixe dozen heads per crate unless the crates are conspicuously marked. "Irregular crate" in letters not less than one-half inch high. All crates must be marked with the exact number of heads therein, except in these irregular packs, which may not vary from the count more than three heads to the crate. Net weight must show on boxes of tomatoes. Standard containers are the same as in the past, with a few minor exceptions.
New Tax Measure Ready for Congress
More Than $200,000,000 to Be Cut From the Rolls
The tax reduction bill will be ready for congress when it convenes on December 7, unless some unforeseen accident occurs. The vital provisions of the bill have been decided upon. The present plan carries a reduction of the inheritance tax from a maximum of 40 to 20 per cent. There is a repeal of the gift tax. The present corporation and capital stock taxes are retained. There is an increase of from $10,000 to $20,000, making the latter the maximum amount of income on which a 25 per cent deduction for "earned income" is applicable. Another provision of the bill provides for the elimination of duplication. This is carried out in the proposal that smaller corporations are to be permitted to file returns as partners. There is also a provision in the bill which is being studied by the subcommittee that would permit partnerships to file as corporations.

There is an increase of from $10,000 to $20,000, making the latter the maximum amount of income on which a 25 per cent deduction for "earned income" is applicable. Another provision of the bill provides for the elimination of duplication. This is carried out in the proposal that smaller corporations are to be permitted to file returns as partners. There is also a provision in the bill which is being studied by the subcommittee that would permit partnerships to file as corporations.
So far the changes in revenue reduction to the amount of about $200,000 annually are provided in the present make-up of the measure. It is thought that at least $100,000 more can be taken off in different excise and special taxes. These are to be considered by the committee during the present week.
It is proposed to give an exemption of $1500 to single men, an increase of $500, and exemption to married men of $3500 instead of the present rate of $2500. The normal tax rate proposed is 1½ per cent instead of the 2 per cent under the present law on the first $4000, and 3 per cent instead of 4 per cent on the next $4000. On the balance it will be 5 per cent instead of 6 per cent. The allowance for dependents will undoubtedly be fixed at $400, the present rate, while the maximum surtax is to be figured at 20 per cent.
In raising the amount considered as "earned income" from $10,000 to $20,000 it will be seen that the small business man will be materially relieved. The new rates on income taxes, if adopted into law in their present form, will remove about 1,000,000 taxpayers from the rolls.
Another move is a slash of $150,000-000 dollars from the nation's auto and exercise taxes. If this is done it will however, run up the total reduction of the bill to about $50,000,000, which is $50,000,000 more than Secretary Mellon considered as a safe figure.
It is generally conceded that there will be little opposition to this measure in the House of Representatives, although there is more than a chance that minority thoughts, if not reports, will make their appearance on the floor of the House. Just what will be done to it in the Senate is something that the most astute political prophets do not desire to forecast.

THE BOARD OF TRUSTEES OF THE CITY OF ANAHEIM DO ORDAIN AS FOLLOWS;
SECTION 1. That Section 17 of Ordinance 442 of the City of Anaheim, entitled "An Ordinance Providing for the Licensing of Business, Professions, Shows, Exhibitions, Games, Conducted or Carried on in the City of Anaheim, Fixing the Rate of License Therefor, Providing for the Collection Thereof, and Fixing a Penalty for the Violation Thereof," passed and adopted by the Board of Trustees of the City of Anaheim on the 10th day of December, 1923, is hereby amended to read as follows:
SECTION 2. For every person, firm or corporation conducting, managing or carrying on, or engaged in the business of selling at auction any chattels other than goods, wares or merchandise. Twenty-five Dollars ($25.00) per month.
SECTION 3. All Ordinances and parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
SECTION 4. The City Clerk of the City of Anaheim shall certify to the passage of this ordinance, and cause the same to be published once in the Anaheim Gazette, a newspaper of general circulation, printed, published and circulated in said City, and thirty (30) days after its final passage, it shall take effect and be in full force.

NOTICE IS HEREBY GIVEN, that sealed proposals or bids will be received by the Board of Trustees of the City of Anaheim, at the office of the City Clerk of the sold City on or before Thursday, the 24th day of December, 1925, at eight o'clock P.M., for the furnishing to the City of Anaheim of 700 feet of 2½ inch fire hose in accordance with specifications thereof adopted by the Board of Trustees of the City of Anaheim by resolution on the 27th day of November, 1925, which are on file in the office of the City Clerk of the City of Anaheim, and which are hereby referred to and are by this reference made a part of this notice.

Each proposal or bid must be accompanied by a check certified by a responsible bank or a bond executed by two good and sufficient sureties, who shall justify in double the amount of said bond, in unencumbered property within the State of California (other than property exempt from execution) or by a corporation authorized to execute bonds and undertakings within the State of California, which check or bond shall be made payable to said City of Anaheim in an amount equal to at least ten per cent (10%) of said bid, and the same shall be forfeited to said City as liquidated damages if within ten days after the acceptance of any such bid, the bidder fails to enter into a contract with the City of Anaheim for the furnishing of said fire hose.
