RULES FOR FIGURING YOUR INCOME TAX
Collector Goodcell Explains the Amended Law
Two hundred thousand taxpayers in Southern California who must file income tax returns by March 16 were yesterday advised by Collector of Internal Revenue Rex B. Goodcell to read the instructions carried on their income return blanks and not forget to take advantage of the 25 per cent credit allowed on earned income.
Hundreds of taxpayers who have filed returns have overlooked the 25 per cent reduction. Collector Goodcell said that approximately 225,000 taxpayers in the district would be entitled to the 25 per cent reduction of which 150,000 were in Los Angeles county. The earned income credit means the saving of millions of dollars to Southern California taxpayers.
In order that taxpayers may fully understand the earned income question, Collector Goodcell has issued the following instructions:
The earned income credit is a credit against the tax which is allowed to individual taxpayers only. No other taxpayers are entitled to such credit.
The term "earned income" means wages, salaries, professional fees and other amounts received as compensation for personal services actually rendered by the taxpayer. Retired pay and pensions that are taxable are earned income. It does not include that part of the compensation derived by the taxpayer for personal services rendered by him to a corporation which represents a distribution of earnings or profits, rather than a reasonable allowance as compensation for personal services actually rendered.
If both husband and wife actually rendered personal services for which each received $10,000 or more, each may compute the earned income credit on $10,000. In any case, the first $5000 of each taxpayer's net income is treated as earned net income, regardless of its character. The personal exemption to be used by the husband and wife in computing the credit is that claimed in their returns. If the husband claimed the full $2500 exemption in his return, he would have to deduct $2500 from his earned net income in computing his earned income credit. The wife, not having claimed any personal exemption, would not have to deduct any exemption in computing her earned income credit.
If husband and wife elect to file a joint return of their income, their earned net income should be combined for the purpose of determining the total amount of the earned net income.
If their combined net income is less than $5000, the credit is 25 per cent of the tax. If their combined net income is more than $5000, the first $5000 may be treated as earned net income and if the combined earned net income is over $5000, the actual amount of the combined earned net income up to $10,000 may be used in computing the credit.
A non-resident alien individual is entitled to the earned income credit, but the benefit of such credit may only be obtained by filing a return. It cannot be obtained from the withholding agent at the source.

There are a total of 16,058 Masonic lodges in the United States, making an average of 327 for each state, with a total membership of 2,990,271, according to a very comprehensive and interesting report prepared by J. Edward Allen of Warrenton, N. C., for the Masonic Grand Lodge of North Carolina.
In the York Rite the following figures were given: 3850 Royal Arch chapters, with a membership of 882,710; 1289 Councils, Royal and Select Masters, with a membership of 299,046, and 1665 Commanderies, Knights Templar, with a membership of 438,367.
In the Scottish Rite the membership is divided as follows: 258 Lodges of Perfection, 14°, having 519,382 members; 203 Chapters of Rose Croix, 18°, having 483,876 members, and 161 Consistories, 32°, having 468,560 members.
The Eastern Star has a total of 10,690 chapters, with a membership of 1,308,807, and there are 143 Temples of the Mystic Shrine, with 550,912 members.
Every state has at least one of each of the above named organizations, with the exception of Virginia and West Virginia, which do not have a Council of Royal and Select Masters, and Delaware does not have a Shrine Temple.

It was the spirit of enthusiasm, of energy, of enterprise which those old-time sea fighters lived in. It is now under the stimulus of the enthusiasm of the citizenship of Orange county that Newport bay is to be rediscovered.

As to the amount of the earned net income which may be used in computing the earned income credit:
If the net income is not more than $5000, the entire net income shall be treated as earned net income.
If the net income is more than $5000, the first $5000 shall be treated as earned net income, regardless of its character.
If the earned net income is over $5000, the actual amount of such earned net income up to $10,000 may be used in computing the credit. Ten thousand dollars is the maximum amount which may be used in computing the credit.
As to the amount of the credit:
The credit allowable can in no case exceed 25 per cent of the normal tax of the taxpayer. If a taxpayer is subject only to surtax, no credit is allowable even though he may have earned net income of $10,000.
If the net income is not more than $5000, the credit is 25 per cent of the tax. If the net income is more than $5000, the earned income credit is computed by treating the earned net income (subject to the limitations noted above) as if it is the taxpayer's entire net income, deducting from such net income the personal exemption and credit for dependents claimed in the return and computing the tax on the balance of such net income. The credit is 25 per cent of this tax, provided it is not in excess of 26 per cent of the taxpayer's normal tax.
A new privilege has been granted the American soldier, whose freedom of action heretofore has been unequaled by soldiers of other disciplined armies of the world. Now he is to be permitted to select his own socks. Silk socks are not included within the scope of his selection of the footwear issued by Uncle Sam, but, nevertheless, the new privilege gives the doughboy a new freedom for which he has yearned many years.
Under the old regulations, a soldier was required to accept socks whose variety and texture were determined by the climate of the locality and the new soldier whose personal preferences were for different kinds than those handed him by the supply sergeant was gruffly told to "take them socks" if he expressed a desire for others.

Standard Gets Big Lease on the Irvine Ranch
Thorough investigation of Santa Ana's prospective oil field south of city was assured when the Standard began building work on the site chosen by its geologists for its first test well in the Paularino district.
The location is on the south side of Newport boulevard and about 250 feet west of Paularino schoolhouse. It is approximately one mile east of the well drilled by the company three years ago.
Workmen, early Wednesday morning completed digging out the pit for the derrick, and construction work on the derrick was started at once. The building work will be completed by Saturday night, and installation of drilling machinery will follow at once.
According to the terms of the lease secured by the Standard from the Irvine company, actual drilling must be in progress by March 16. It is understood the Irvine company has given a lease on 2500 acres.
The Standard also has several hundred acres under lease in the Greenville district, its lease holding virtually extending from Edinger street, Santa Ana, south to the Irvine ranch. Most of the property lies east of Greenville road. It was reported here Wednesday that leases secured by the Marlin Oil Company and the Ramsey Oil Company had been transferred to the Standard.

Weather Man Predicts Heavy Storms for Month of March
Ample rain this season is still entirely within meteorological possibilities, according to the United States Weather Bureau observations of the past. As further indications of more rainfall, Father Ricard, Santa Clara astronomer, yesterday announced his predictions for the month, forecasting several storms. A low total rainfall as late as March 1 does not necessarily indicate a dry season, precipitation figures show.
March and April, with a little help occasionally from May, have provided more than once considerable of the season's rainfall, according to history, some of it very recent history.
Only last year March and April provided 4.85 inches of rainfall, or more than one-half the season's total.
In the 1911-1912 season, the season's precipitation to March 1 was but 2.67 inches, or .93 less than the present season's total to date, yet in that season March yielded 6.99 inches of rain, April 1.66 and May 1.22, bringing the season's total up to 11.60.
The 1902-1903 season rainfall was scanty until March 1 and in that season March yielded 6.93 inches of rain and April 8.77; a combined rainfall of 10.70 to add to the forepart of that season, which made the season's total 19.32 inches, or wetter than the average of 46 years. They have averaged 15.37 inches a season.
Rain is due here soon and much more will come later this month, according to Father Ricard, who, because of his studies of rains and forecasts, has often been referred to as the padre of the rains. His prediction areas of low pressure accumulating over the coast and constituting a great storm; brisk to high winds, black rain clouds discharging themselves over practically the whole coast; dangerous times for the rum fleet and general navigation; a regular equatorial upset at Byron.

The Shell Oil Company and the Gulf Oil Company also have leases in the Greenville territory.
Interest of Santa Anans in the activity south of the city was increased Wednesday with rumor that the Shell and Standard had entered into an agreement to make a thorough test of the Greenville and Paularino districts for the purpose of establishing once and for all whether or not a basin of oil underlies any portion of the two sections. The sections are contiguous and finding of "black gold" in both would open up here a large oil field.
It was said that both companies would drill at different points within the territory embraced in their leases and that both would be prepared to bore into mother earth at least one mile if paying oil sands are not found at a more shallow depth.
The equipment the Standard now is installing is of the very latest rotary type and it has depth capacity of 6000 feet. Drilling will start on a 20-inch hole, according to statements by workmen at the well.
Development operations are under the direction of Al Tietze, superintendent for the Standard at Huntington Beach.
