HIGHWAY REPORT The 1924 biennial report of the California highway commission, and previous similar reports, are a complete answer to assertions of paid lobbyists at Sacramento that the highway commission has never made an accounting to the people for funds expended in the building and maintenance of state highway system. Published allegations of certain individuals, who are endeavoring to defeat the wish of the people by persuading the legislature not to refinance state highway construction, are so far from the truth it should be evident to all that their statements in other matters need not be taken seriously. These lobbyists are quoted as saying that they are going to demand an investigation of state highway expenditures; that no accounting has been made to the people since beginning of construction in 1912. The California highway commission will welcome such an investigation. Persons making such statements ought to know that the commission is required by law to make a report to the governor every two years and that such reports are a part of the public records of the state. In the 1924 biennial report of the highway department, a copy of which has been placed in every public library is the state, will be found information on every phase of the commission's activities. Expenditures from bond funds, from motor vehicle and gasoline tax funds, special funds, legislative appropriations, contributions from counties; in fact, all funds coming under the control of the commission are listed and are open to verification. to new taxation projects for the purpose of swelling the treasury receipts. The 2-cent tax on gasoline was accepted so pleasantly by motorists that the temptation among politicians to swell it another penny or two is well nigh irresistible. It is admitted that good and valuable use of an increase could be made on the highways of the state. But Governor Richardson declines to be a party to fresh adventures in taxation. He has some of the Coolidge virus in his veins and believes that the practice of official thrift is possible—even in a state that is bursting with progress. Many efforts are made to undermine the position of the governor and to discount his demands for economy, but it is believed that he will survive the tests and impress good citizens with his sincerity. AUTO NOTES Observing the law on the part of one private garage owner has just resulted in the recovery of a high priced stolen car, according to announcement of the Automobile Club of Southern California. This action is taken to indicate the value of the ordinance governing the renting of garages to private parties. License numbers, the number of engine and other data valuable in tracing stolen cars should be placed on blanks furnished by the police department by the owner renting a garage. This enables the authorities to check on the renter and make sure that the garage is not being used to conceal stolen property. One of the first things to be done with a stolen automobile is to hide it until it can be altered, by re-painting, defacing engine number, etc., for health, to comfort, to which we have worked advantages that are there and foresight. Every state highway contract, including day labor contracts, from the first ever awarded down to June 30, 1924, the end of the biennial period is given together with its location, by county, route and section, and the expenditure necessary for its completion. There is also a list of projects under way, together with expenditures as of June 20. Every specific day labor job is likewise listed. There are pages of data detailing expenditures for general maintenance, equipment, maintenance stations, shops, tools and many other items of like nature. There is a complete report on federal aid allotted to California and collected on federal aid projects. Those are listed in detail, including their location and expenditures. There is a complete record of the sale of bonds, from the first to the last, together with interest payments on outstanding bonds. These tables show the rate at which the bonds will be retired and the necessary interest payments by years until the bonds are all redeemed in 1965. Total motor vehicle registrations are given by years from the first registration in 1907 to and including 1924. Allotment of motor vehicle fees and gasoline taxes between the state and the several counties is covered in detail from the year 1914, when the first apportionments were made. There is also complete information concerning the reconstruction work financed with the state's share of the motor vehicle and gasoline taxes. These construction expenditures are listed by county, route and section, in the same manner as the bond expenditures, and furnish detailed information as to just what has been done in the rebuilding of state highways with funds provided directly by motor vehicle owners. An interesting part of the report is the listing of all sections of the state highway system upon which no work had been undertaken, and sections of license numbers, the number of engines and other data valuable in tracing stolen cars should be placed on blanks furnished by the police department by the owner renting a garage. This enables the authorities to check on the renter and make sure that the garage is not being used to conceal stolen property. One of the first things to be done with a stolen automobile is to hide it until it can be altered, by repainting, defacing engine number, etc., for resale. Usually the thief rents a private garage for a hiding place. This is the reason the city ordinance demands reports from private garage owners. It is pointed out by the Automobile Club of Southern California that persons owning garages and renting them to other parties are in reality ignorantly aliding auto thieves if they do not report promptly and fully to the police regarding the cars occupying their garages. Why do folks like their home town? Varying reasons, more or less explicit are given, but through most of them runs the same big undercurrent: It is my home. My friends are there. Here are the people I know and understand, those who know me and would miss me if I were gone. This is the place where I belong. This makes a city sacred. This part of the report provides the information upon which is based the estimate for the completion of the system. There is also data on the costs of engineering, administration and other charges of a similar nature, including a list of all the employees of the commission and salaries paid. As shown by the report, the grand total of expenditures by the California highway commission, from 1912 to June 30, 1924, including bond issues, contributions, federal aid, motor vehicle fees, gasoline taxes and special appropriations is $102,995,180.12. This includes all funds coming under the control of the commission. We believe our report is complete in every detail. It shows where and how the funds coming under the jurisdiction of the commission have been expended from the inception of the highway project to the present time. The present commission is proud of the record it has made during the period it has been in office and welcomes investigation by any fair-minded individual or group. Motorists in general are evincing deep interest in the new traffic ordinance that goes into effect in the city of Los Angeles Saturday, January 24.
